A RESOLUTION AWARDING FUNDING TO SIX (6)
SPONSORS (SERVICE PROVIDERS), FOR THE PROVISION
OF HOUSING ASSISTANCE AND HOUSING RELATED
SERVICES TO VERY LOW INCOME PERSONS WITH
HIV/AIDS; ALLOCATING FUNDING IN THE AMOUNTS OF
$9,166.35 (ACCOUNT NO. 194004.590604.6860.94654) AND
$203,492.00 (ACCOUNT NO. 194005. 590605.6860.94654)
FROM THE FY 1996 AND 1997 HOUSING OPPORTUNITIES
FOR PERSONS WITH AIDS (HOPWA) PROGRAM GRANTS,
RESPECTIVELY; FURTHER AUTHORIZING THE CITY
MANAGER TO EXECUTE THE NECESSARY DOCUMENTS,
AND ANY AMENDMENTS THERETO, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT
THE PROGRAMS.
WHEREAS, the Housing Opportunities for Persons With AIDS (HOPWA) Program was
created under the AIDS Housing Opportunity Act, and revised under the Housing and
Community Development Act of 1992; and
WHEREAS, Section 606(d)(2) of the Housing and Community Development Act of 1992
stipulates that the City of Miami, being the most populous unit of general local government in an
eligible metropolitan statistical area (EMSA), not including county government, must be the
applicant for the HOPWA Grant and be allocated the related funding; and

WHEREAS, the City of Miami has received funding from the U. S. Department of
Housing and Urban Development (U. S. HUD) for the implementation of the 1996 and 1997
HOPWA Programs, respectively; and
WHEREAS, on April 25, 1996, the City Commission adopted Ordinance No. 11355,
which established a special revenue fund entitled "Housing Opportunities for Persons With AIDS
(HOPWA) Grant Program FY 1996", and appropriated $8,359,000 in funding from U.S. HUD
for the implementation and administration of the 1996 HOPWA Program; and
WHEREAS, on April 20, 1997, the City Commission, adopted Ordinance No. 11477,
which established a special revenue fund entitled "Housing Opportunities for Persons With AIDS
(HOPWA) Grant Program FY 1997", and appropriated $8,832,000 in funding from U.S. HUD
for the implementation and administration of the 1997 HOPWA Program; and
WHEREAS, the HOPWA Advisory Board, at its regularly scheduled and duly advertised
February 17, 1998 meeting, recommended funding for six (6) agencies to provide housing
assistance and housing related services; and
WHEREAS, HOPWA Program funding is available from the City's 1996 and 1997
HOPWA Program Grants in order to fund said agencies;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section.
Section 2. The City Commission hereby approves the allocation of $9,166.35 in
unallocated FY 1996 HOPWA Program funds (account no. 194004.590604.6860.94654) to
Miami -Dade County's Department of Human Resources, for the provision of short term housing

assistance to very low income persons with HIV/AIDS throughout the entire Miami -Dade County
geographic area.
Section 3. The City Commission hereby approves the allocation of $32,456.00 from
FY 1997 HOPWA Program funds (account no. 194005.590605.6860.94654) to Cure AIDS Now,
Inc., DB/A Food for Life Network, for the provision of home delivered meals (nutritional
services) to very low income persons living with HIV/AIDS throughout the entire Miami -Dade
County geographic area;
Section 4. The City Commission hereby approves the allocation of funding from FY
1997 HOPWA Program funds (account no. 194005.590605.6860.94654) to the following
sponsors (service providers), in the amounts listed below, for operating subsidies for affordable
rental housing provided to very low income persons living with HIV/AIDS throughout the entire
Dade County geographic area:

Section 5. The City Manager is hereby authorized' to execute the necessary documents,
in a form acceptable to the City Attorney, with the aforementioned service providers, to
implement said Programs, with funds therefor, hereby allocated from the 1996 and 1997 HOPWA
Program Grants, respectively.
The herein authorization is further subject to compliance with all requirements that may be imposed by the City
Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions.

Section 6. This Resolution shall become effective immediately upon its adoption.

It is respectfully recommended that the City Commission adopt the attached resolution,
authorizing the City Manager to execute the necessary agreements and amendments thereto, with
six sponsors (service providers) for the provision of housing assistance and housing services to
very low income persons with HIV/AIDS, throughout the entire Miami -Dade County geographic
area, in connection with the implementation of the 1996 and 1997 Housing Opportunities for
Persons With AIDS (HOPWA) Program. Funding is being provided from the U.S. Department of
Housing and Urban Development (HUD) from FY 1996 (account no.
194004.590604.6860.94654) and FY 1997 (account no. 194005.590605.6860.94654) HOPWA
Program Grants.
BACKGROUND:
At the February 17, 1998 meeting of the HOPWA Advisory Board (HAB), a review of the 1996
HOPWA Program allocations determined that $9,166.35 was currently unallocated. In order to
be utilized in the most expedient manner for very low income persons living with HIV/AIDS, the
HAB recommended that these funds be awarded to Miami -Dade County's Department of Human
Resources for the provision of short term housing assistance.
In addition, at the same meeting, the HAB recommended that Cure AIDS Now, Inc., DB/A Food
For Life Network be awarded funding in the amount of $32,456.00 for the provision of nutritional
services to very low income persons living with HIV/AIDS, as earmarked for in the City's 1997
Consolidated Plan.
Further, at the same meeting, the HAB recommended that the following agencies be awarded
funding in the amounts specified below, from the 1997 HOPWA Program Grant funds, for
operating subsidies in connection with the provision of affordable housing to very low income
persons living with HIV/AIDS. These agencies were awarded funding in the same amounts from
the 1995 HOPWA Program Grant for said services.

The City Administration agrees with the HAB's abovementioned recommendations, and
recommends that the City Manager be authorized to execute all necessary agreements and
amendments thereto, to implement said recommendations.
City Commission ratification of the attached resolution is recommended.
