Unfortunately, the 1999 Water Resources Development Act became mired in controversy concerning flood damage reduction for Sacramento, California. This one issue caused the House to be unable to consider the navigation, shore protection, environmental restoration and other flood damage reduction needs of the Nation. I am committed to working with Chairman Shuster to resolve this impasse. Hopefiilly, this will result in Congress being able to approve legislation early in 1999. Your -comments and recommendations on.these projects are greatly -appreciated and will be given careful consideration by the Committee.
