RESOLUTION N09 8 - 277
A RESOLUTION OF THE MIAMI CITY COMMISSION
SUPPORTING HB3807 AND SB1368 WHICH ESTABLISHES
THE MIAMI RIVER COMMISSION, ITS PURPOSE,
STRUCTURE, POWERS, AND DUTIES; DIRECTING THE CITY
CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE
HEREIN NAMED OFFICIALS.
WHEREAS, legislation creating a Miami River Commission is being proposed by
State of Florida Senator Albert Gutman as Senate Bill 1368 (SB 1368) and State of
Florida Representative Bruno Barriero as House Bill 3807 (HB 3807); and
WHEREAS, the Miami City Commission wishes to express its support for the
adoption of said legislation by the State of Florida Senate and House of Representatives;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The Miami City Commission hereby expresses its support of HB3807
and SB1368 which establishes the Miami River Commission, its purpose, structure,
powers, and duties.

Section 3. The City Clerk is hereby directed to transmit a copy of this Resolution
to State Senator Albert Gutman, Representative Bruno Barriero, the Dade County
Delegation, President of the State Senate, and Speaker of the House of Representatives.
Section 4. This Resolution shall become effective immediately upon its adoption.

Thank you for your recent letters requesting authorization in the water Resources
Development Act of 1999 for : (1) environmental mitigation activities for the dredging project
in the Port of Miami; (2) reimit - nent for Miami Dade County for the Everglades and South
Florida Ecosystem Restoration Critical Projects' studies and (3) icontinuation of the same
Federal/Local cost -sham formula for the dredging of the Miami River as was approved in 1986.
Unfortunately, the 1999 Water Resources Development Act became mired in controversy
concerning flood damage reduction for Sacramento, California. This one issue caused the House
to be unable to consider the navigation, shore protection, environmental restoration and other
flood damage reduction needs of the Nation. I am committed to working with Chairman Shuster
to resolve this impasse. Hopefiilly, this will result in Congress being able to approve legislation
early in 1999.
Your -comments and recommendations on.these projects are greatly -appreciated and will
be given careful consideration by the Committee. 'Thank you for your continuing support of the

resolution supporting the attached proposed bills regarding the Miami River Commission.
A bill to be entitled an act relating to the Miami River

committee, a managing director, and a working group; specifying
membership of the committee; providing powers and duties of
the committee; requiring a report; providing an appropriation;
providing an effective date.

State Legislature to conduct a comprehensive study and review of the Miami River. As a
result of this study, one of their concerns is lack of support from local government.
To indicate strong support from this commission, I would ask that a resolution be passed
supporting the attached proposed bills by State of Florida Senator Albert Gutman and
State of Florida Representative Bruno Barreiro
