RESOLUTION NO. 9 8- 274
A RESOLUTION APPOINTING CERTAIN INDIVIDUALS
TO SERVE AS MEMBERS OF THE HISTORIC AND
ENVIRONMENTAL PRESERVATION BOARD FOR TERMS AS
DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individuals are hereby
appointed to serve as members of the City of Miami Historic and
Environmental Preservation Board in the following categories,
each member to serve a term expiring October 27, 1998 or until
the nominating commissioner leaves office, whichever occurs
first:

It is respectfully recommended that three (3) members be appointed to fill vacancies on the
Historic and Environmental Preservation Board, based upon names and qualifications submitted
to the City Clerk.
BACKGROUND
The Historic and Environmental Preservation (HEP) Board has vacancies due to the expiration of
the terms of all members on October 27, 1997. Members of the HEP Board must be experienced
individuals representing specific professions related to the Board's responsibilities. Listed below
are the names of persons who qualify for each category and who have submitted applications to
the City Clerk for appointment to fill the vacancies on the Board. Because Board members must
be appointed in these specific positions, the following categories for the Chairman and
Commissioners, based upon previous appointments, are listed below.

QUALIFICATIONS
The professional practice of CHARLES A. ALDEN, Landscape Architect,
is a general and diverse one, based upon the principles of sustain-
able development; natural resource protection and enhancement; his-
toric preservation; and the community planning concepts of the "New
Urbanism". The firm provides land planning, landscape architectural
and urban design services to private sector clients, public agencies,
architects and engineers in Florida and several other states.
The diversity of clientele, represented in the portfolio, assures
an awareness of both private and public sector approaches to plan-
ning, design, preservation and construction.
The regional variety of project locations has resulted in a depth
of understanding related to natural systems, construction technique,
cultural preferences and historic values.
The extensive community, participatory planning experience of the
firm is often beneficial in mediation of planning and development
issues among public agencies, development interests, community bas-
ed organizations in urban, suburban, town and rural settings.
In this practice, the execution of work on schedule, within budget
and with technical proficiency is essential. The technical qualifi-
cations of Charles Alden, as a one-time Survey Officer in the U.S.
Army and as a result of his subsequent employment with site engin-
eering firms, are particularly beneficial in the skillful execution
of hard, constructed, as well as soft, traditional landscape projects.
Charles Alden has a dual degree, B.S. in Landscape Architecture and
Forestry. This formal education, together with many years of partic-
ipation in the Florida Native Plant Society, attests to a particular
interest in and understanding of natural systems and plant communities.

Charles Alden has been visiting critic at M.I.T.; the Univ. of Miami;
Miami -Dade Community College; Florida International Univ.; and the
Dade County High School of Art and Design (DASH). He, also, directed
the "Newburyport Redevelopment" Alumni Studio at the Harvard Gradu-
ate School of Design. He has lived for over three years in Europe
and has traveled extensively in the U.S., Canada and Saudia Arabia.

ning, landscape architectural and urban design services.

Mr. Fernandez has 12 years experience in managing, coordinating, designing and master planning
a variety of projects. In the last three years he has handled a range of projects including two
award -winning American Airlines Admirals Clubs (at Miami International Airport and at Mexico City
International Airport), Brickell on the River in Miami, a mixed -use hotel/residence/retail/ meeting
facility, the world -class Homestead Motorsports Complex in South Dade County, FL, and the
Warren Cromartie Baseball School. His broad background provides the diverse skills needed to
meet client needs.
City of Miami Beach Parks Master Plan
As the overall Project Manager, Mr. Fernandez recently completed the master plan for the park
system of Miami Beach. The project consisted of developing a comprehensive development plan
for 20 park and recreation facilities. Extensive meetings were held between residents, users,
interest groups, city administration, maintenance personnel, regulatory and review agencies to
identify concerns and develop a consensus -based development program for the park system and
individual recreation sites. Plans were developed addressing all of the concerns including security,
maintenance, accessibility and code compliance. The guidelines included strategies for site
planning, building configuration and integration, and signage. The Master Plan and Guidelines were
unanimously approvAd by the City Commission.
Aviation Design Experience
Mr. Fernandez has worked both on landside and airside projects at the Miami International Airport
(MIA), Fort Lauderdale/Hollywood International Airport (FLL), and Mexico City International Airport
which include Concourse "A" Phase II with 10 international gates, American Airlines Baggage
Handling Facility, American Airlines Admirals Clubs, and Concourse "E" at FLL.

■ Brickell on the River Complex
Project manager for a mixed -use complex that includes 60- and 52-story towers
encompassing residential, hotel, offices, gymnasium, meeting rooms, parking garage and
restaurant. Special consideration was given to maximize views from each floor, maintain a
slender profile for the tower, conceal the parking garage, enhance pedestrian activity and
improve the Riverwalk. The project includes 96 residential units, 325 residential hotel units
and a 4,430-sf restaurant.
Grand Prix Experience
Rai Fernandez recently served as Project Manager for the Homestead Motorsports Complex,
which featured the Busch Grand National Finale in November of 1995, and the Grand Prix of
Miami in March of 1996.
The project includes a 1.5 mile quadoval and a 2.2 mile road course which have been designed
to serve a venue of different events. Each course will provide the necessary turns, straight-aways
and other features deemed necessary to obtain a world -class racing facility that is both interesting
and challenging. The central component of each course is the Pit and Paddock Area housing
garages, hospitality suites, ancillary buildings, entertainment and concessions areas.
As part of Phase I there are 55,000 permanent bleacher seats , a Race Control Tower with 20
corporate suites, administrative offices and a press area. Future phases will include Industry
garages, corporate ondominiums, a main street and racing village entertainment areas. The
construction cost of the first phase of the project was over $58 million. It is also estimated that
once all phases of the project are completed, the Motorsports Complex will represent a $70 million
investment.

Building; where the Firm has adst ed since its formation in 1926. Soon after moving to Miami, I purchased the first of three
homes I have owned in Mcming Wa. and commenced woridng on the neighborhood's efforts for historic designation. Once _
this designation was secured in 1983, I moved to a contributing home built in 1933. Ihave subsequently relocated and
commenced the restoration work an a 1926 home on the northside of Mmingside. While living is Morningside. I served

ARGANIZATIONS AND CMMWM ACTIVITIES:
In addition to my activity in Morningside and Miami's Upper Eastside as set forth above, I am also a member of
the Dade Heritage Trust, the National Trust for Flistoric Preservation and the Nature Conservancy. I have hosted in my home
as part of a Morningside Home Tour, the annual meeting of the National Trust for Historic Preservation during their national
convention here in Miami. (My home was selected by a group of neighbors as a representative sample of the available
architecture in Morningside and its proper restoration). Additionally, I am a member of the Greater Miami Chamber of
Commerce.
Professional, I am a member of the American Bar Association, the Dade County Bar Association, the Dade County
