A RESOLUTION ACCEPTING THE PROPOSAL FROM
BELLSOUTH BUSINESS SYSTEMS, INC., AS THE MOST
ADVANTAGEOUS PROPOSAL FOR MEGALINK T1 CIRCUIT
SERVICES TO PROVIDE DATA COMMUNICATIONS
BETWEEN MIAMI CITY HALL AND THE MIAMI
RIVERSIDE CENTER; AUTHORIZING THE CITY
MANAGER TO EXECUTE AN AGREEMENT, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, WITH
BELLSOUTH BUSINESS SYSTEMS, INC., FOR A
PERIOD OF THIRTY-SIX (36) MONTHS, AT A
PROPOSED INSTALLATION COST OF $1,471, AND AT
AN ANNUAL COST NOT TO EXCEED $6,500;
ALLOCATING FUNDS THEREFOR FROM ACCOUNT CODE
NO. 001000.460101.6.510, FOR SAID SERVICES.
WHEREAS, it is necessary for Information Technology to
secure Megalink T1 Circuit Services to establish a reliable,
high-speed data communications link to enhance communications and
facilitate the transmission of data between Miami City Hall and
the Miami Riverside; and
WHEREAS, four proposals were obtained, and the City Manager
and the Director of Information Technology recommend that the
proposal received from BellSouth Business Systems, Inc. be
accepted as the most advantageous proposal;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference

thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The January 29, 1998 proposal submitted by
BellSouth Business Systems, Inc. for Megalink TI Circuit Services
to provide data communications between the Miami City Hall and
the Miami Riverside Center is hereby accepted as the most
advantageous proposal for the provision of said services.
Section 3. The City Manager is hereby authorized11 to
execute an agreement, in a form acceptable to the City Attorney,
with Bell South Business Systems, Inc., for a period of thirty-
six (36) months, at a proposed installation cost of $1,471, and
at an annual cost not to exceed $6,500, with funds therefor
hereby allocated from Account Code No. 001000.460101.6.510, for
said services.
Section 4. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution
accepting the proposal of BellSouth Business Systems, Inc. (non -local Dade County) as
the most advantageous proposal for the provision of Megalink T1 circuit services for a
period of thirty-six (36) months to provide data communications between Miami City
Hall and the Miami Riverside Center at a total proposed installation cost of $1,471 and an
annual amount not to exceed $6,500. Funds for this acquisition are to be allocated from
Account Code 00 1000.460101.6.5 10.
BACKGROUND:
Due to the time constraints for implementation and the urgent need for communication
services between City Hall and the Miami Riverside Center, Information Technology, in
cooperation with the Purchasing Department, obtained four proposals for the provision of
T1 circuit services between Miami City Hall and the Miami Riverside Center. In addition
to BellSouth Business Systems, Inc., proposals were obtained from AT&T, Sprint and
Worldcom. The apparent low response from AT&T contained unspecified installation
charges. The response from BellSouth Business Systems, Inc., having the apparent
second lowest proposal, was absolute and has been deemed to be the overall most
advantageous proposal based on total cost. This acquisition is necessary to establish a
reliable, high-speed data communications link between Miami City Hall and the Miami
Riverside Center to enhance communications and facilitate the transmission of data. This
expenditure is to be allocated from Account Code 00 1000.460101.6.5 10.
