A RESOLUTION AUTHORIZING THE PURCHASE OF 1,400
FLORIDA LAW ENFORCEMENT HANDBOOKS - CITY OF
MIAMI EDITION, FROM THE METRO-DADE POLICE
DEPARTMENT, AT A TOTAL COST OF $9,800.00 FOR THE
DEPARTMENT OF POLICE; ALLOCATING FUNDS THEREFOR
FROM THE POLICE DEPARTMENT GENERAL OPERATING
BUDGET, ACCOUNT CODE NO 001000.290201.6.722;
AUTHORIZING THE CITY MANAGER TO INSTRUCT THE
CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE
ORDER FOR THESE HANDBOOKS.
WHEREAS, the Department of Police will utilize these handbooks as a valuable tool
in assisting police officers who must, on a daily basis, make on -the -spot decisions that
could impact the officer and his/her department; and
WHEREAS, each handbook will provide officers with a compilation of state statutes
and legal guidelines, as amended, and produced as a result of legislation enacted by the
Florida Legislative Delegation; and
WHEREAS, the Metro Dade Police Department currently holds the copyright on
these handbooks; and
WHEREAS, funds for this purchase are available from the Police Department
General Operating Budget, Account Code No. 001000.290201.6.722; and

WHEREAS, the City Manager and the Chief of Police recommend the purchase of
1,400, 1998 Florida Law Enforcement Handbooks - City of Miami edition, from the Metro -
Dade Police Department, at a total cost of $9,800.00, be approved;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The purchase of 1,400, 1998 Florida Law Enforcement Handbooks -
City of Miami Edition, from the Metro -Dade Police Department, in an amount not to exceed
$9,800.00, is hereby approved, with funds therefor hereby allocated from the Police
Department General Operating Budget, Account Code No. 001000.290201.6.722.
Section 3. This Resolution shall become effective immediately upon its adoption.

It is respectfully recommended that a Resolution authorizing the purchase of 1,400, 1998 Florida
Law Enforcement Handbooks - City of Miami Edition, from the Metropolitan Dade County Police
Department, at a cost of $9,800.00, be approved.
Funding is available from the Department of Police FY'97-98 Budget, Account Code No.
001000.290201.6.722.
BACKGROUND:
Police officers for the City of Miami Police Department are required to make on -the -spot decisions
regarding the legality of a person's actions on a routine basis. One of the officers' best reference in
varied instances is the Florida Law Enforcement Handbook - City of Miami Edition. The Metro
Dade Police Department currently holds the copyright on these handbooks.
