HomeMy WebLinkAboutR-98-0204J-98-89 (� 2/24/98 RESOLUTION NO. 9 8— 204 A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO SEEK PROPOSALS FOR THE ACQUISITION OF PROFESSIONAL PLANNING SERVICES, AT A FEE NOT TO EXCEED $60,000, TO PREPARE AN UPDATE OF THE 1984 DINNER KEY MASTER PLAN, SAID UPDATE, SUBJECT TO REVIEW BY THE WATERFRONT BOARD, SHALL INCLUDE A FUTURE USE AND DEVELOPMENT PROGRAM, A MARKET ANALYSIS AND A FEASIBILITY STUDY FOR SAID AREA AND THE ADJACENT SUBMERGED LAND AND PICNIC ISLANDS, SAID FEES TO BE PAID BY THE DEVELOPER CHOSEN BY THE CITY COMMISSION TO DEVELOP SAID SITE. WHEREAS, the City Commission adopted the Dinner Key Master Plan in June of 1984 for the purpose of developing a series of comprehensive guidelines to oversee the development of City leaseholds as well as properties operated and managed by the City of Miami and adjoining public spaces within 117-acre publicly -owned tract of land referred to as Dinner Key; and WHEREAS, the study area, bounded by Bayshore Drive on the west, Biscayne Bay on the east, and running from the westernmost limit of Peacock Park to the northernmost limit of Kennedy Park, will also include the adjacent submerged lands and spoil islands; and WHEREAS, said Master Plan recommended planning principles and specific actions to encourage a harmonious and comprehensive growth management strategy of the City's waterfront properties, to enhance public access to the waterfront, to preserve the CITY COS MUMON MEETING OF FEB 2 4 1998 Rewham rro, 98- 204 area's marine character, and to improve existing facilities to better meet the needs of users now and in the future; and WHEREAS, in the nearly 14 years since the plan's adoption, several projects have been implemented and other significant changes have occurred within and around the Dinner Key area so as to warrant an assessment of the use and development program previously envisioned; and WHEREAS, a market study and feasibility analysis of development concepts for Dinner Key would further assist the City's current efforts to maximize economic return wherever possible in said area; and WHEREAS, additional studies have been separately conducted in the recent past, including the 1994 VIRRICK Gym Study and the 1996-97 Coconut Grove Planning Study, which should also be reflected in the Dinner Key Plan; and WHEREAS, it is recommended that the services of a professional planning consultant be expeditiously acquired to prepare such an update of said 1984 Dinner Key Master Plan, said update to be completed within 180 days; and WHEREAS, Section 18-80 of the Code of the City of Miami, Florida, as amended, provides for the acquisition of professional services, including planning services, by the City Manager through a competitive negotiations process, which is administratively conducted by soliciting proposals or letters of interest and conducting interviews of prospective providers as to their experience, qualifications and fees; - 2 - 98 204 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized and directed to seek proposals for the acquisition of professional planning services, at a fee not to exceed $60,000, to prepare an update of the 1984 Dinner Key Master Plan, said update, subject to review by the Waterfront Board, shall include a future use and development program, a market analysis and a feasibility study for said area and the adjacent submerged lands and picnic islands, said fees to be paid by the developer chosen by the City Commission to develop said site. Section 3. This Resolution shall become effective immediately upon its adoption. PASSED AND ADOPTED this 24th day of February . 1998. XAVIER L.
