A RESOLUTION BY A FOUR -FIFTHS (4/5THS)
AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY
COMMISSION, AFTER A DULY ADVERTISED PUBLIC
HEARING, WAIVING COMPETITIVE BIDDING
PROCEDURES AND APPROVING THE ENGAGEMENT OF
ADVANCED DATA PROCESSING, INC. AND MEDAPHIS,
INC., FOR MEDICAL TRANSPORTATION BILLING AND
COLLECTION SERVICES FOR THE DEPARTMENT OF
FIRE -RESCUE, ON A MONTH -TO -MONTH BASIS,
PENDING THE ISSUANCE AND EVALUATION OF A
REQUEST FOR PROPOSALS AND THE AWARD OF A
CONTRACT THEREUNDER; FURTHER AUTHORIZING THE
CITY MANAGER TO EXECUTE AN AGREEMENT, IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR A
PERIOD NOT TO EXCEED ONE (1) YEAR, AT A COST
NOT TO EXCEED $300,000.00, FOR SAID SERVICES;
ALLOCATING FUNDS THEREFOR FROM ACCOUNT CODE
NO. 280501-340.
WHEREAS, pursuant to Resolution No. 93-385, adopted June 29,
1993, the City Commission approved the execution of two contracts
with Medaphis, Inc. and Advanced Data Processing, Inc. for the
provision of medical transportation billing and collection
services for the Department of Fire -Rescue; and
WHEREAS, this request has been reviewed by the Public Safety
Committee; and
WHEREAS, said agreements have expired and the City of Miami
wishes to continue the medical transportation billing and
collection services from Advanced Data Processing, Inc. and

Medaphis, Inc. for the Department of Fire -Rescue., on a month -to -
month basis, for a period not to exceed one (1) year, at the same
terms and conditions of the immediately preceding expired
agreement, at a cost not to exceed $300,000.00, pending the
issuance and evaluation of a Request for Proposals and the award
of the corresponding contract for the service; and
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. By a four -fifths (4/5ths) affirmative vote of
the members of the City Commission, after a duly advertised
public hearing, competitive bidding procedures are hereby waived
and the engagement of Advanced Data Processing, Inc. and
Medaphis, Inc, is hereby approved for medical transportation
billing and collection services for the Department of Fire -
Rescue, on a month -to -month basis, pending the issuance and
evaluation of a Request for Proposals, and the award of a
contract thereunder.
Section 3. The City Manager is hereby authorizedY to
execute an agreement, in a form acceptable to the City Attorney,
for a period not to exceed one (1) year, at a cost not to exceed

$300,000.00, and at the same terms and conditions of the
immediately preceding expired agreement, with funds therefor

Section 4. This Resolution shall become effective
immediately upon its adoption.

Extension of Contract for
Medical Billings
It is respectfully recommended that the City Commission adopt the attached resolution
authorizing the City Manager to extend the terms of an existing contract with two(2) companies,
Advanced Data Processing, Inc. and Medaphis, for the purpose of furnishing medical
transportation billing and collection services for the Department of Fire -Rescue. This interim
extension will be on a monthly basis, until a request for proposals is issued and a new contract is
secured, but not shall not exceed one(1) year. The total cost of this extension shall not exceed
$300,000.00. Funding is available from Account Code #280 501-340.
BACK GROUND
The Department of Fire -Rescue, pursuant to Resolutions 93-385 and 96-650, entered into a
contract with the above mentioned companies for the billing and collection of rescue transport
fees. These contracts have expired. In February of 1997, a letter of interest was issued for debt
collections Citywide. On May 5 of 1997, it was decided by the administration that this letter
would be rescinded and that rescue transport fees would be removed from this letter of interest
and issued as a separate request for proposals. The letter of interest for Citywide collections has
been re -issued and proposals have been received. The Emergency Medical Transport Billing and
Collection Services RFP has been completed and will be forwarded to the Law Department for
review during the week of February 9, 1997.
EMS transport fees generated an average of $325,946. per month in revenue to the City during
FY'96-97. The Department of Fire -Rescue is requesting an extension of these contracts in order
to prevent the interruption of EMS transport fee revenue to the City of Miami.

Re: Proposed Alternative Entrance to Wainwright Conservation Area
Dear Commissioners,
The proposed new entrance to the Wainwright Hammock area is strongly opposed
by the members of the Cliff Hammock Homeowners Association. Our neighborhood
would be most directly affected by such an action as the hammock is centrally located
within our small neighborhood. Opposition to this proposal is based on the following
concerns:
• comprehensive environmental plan - before time, effort, and
finances are expended on this proposal it is essential that the overall comprehensive
plan for the Wainwright Hammock region be completed. It makes little sense to make
such a major change without stepping back to look at the "forest" rather than just this
individual "tree". We have hopes that similar to Matheson Hammock nature trails and
planned green space will be incorporated into this area of dense vegetation. Without
knowing the ultimate final plan how premature to plan a new entry.
• post hurricane reparation - following hurricane Andrew a damage
report and plans for reparation were proposed for Wainwright. These basic repairs
have yet to be undertaken. Again to propose a new entry while such basics that affect
the day to day safety of patrons to the Hammock seems premature.

While we are happy that others join us in our concern for the Wainwright Hammock
we feel effort would be better spent to join forces to develop an overall master plan
which incorporates both the concern of the sensitive environmental nature of the area
and the enjoyment of the people who visit it.
