J S 16 4 A RESOLUTION BY A FOUR -FIFTHS (4/5'-H) AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF AN EMERGENCY, WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS, AND APPROVING THE EMERGENCY PURCHASE OF THREE (3) POLICE SERVICE DOGS FROM METRO-DADE K-9 GUARD DOGS, IN AN AMOUNT NOT TO EXCEED $19, 500.00, FOR THE DEPARTMENT OF POLICE; ALLOCATING FUNDS THEREFOR FROM THE FOLLOWING: $13,000.00 FROM THE POLICE GENERAL OPERATING BUDGET, ACCOUNT CODE 001000.290201.6.875, AND $6,500.00 FROM THE WEED AND SEED GRANT, ACCOUNT CODE 142013.290489.6.875; FURTHER, RATIFYING, APPROVING, AND CONFIRMING THE CITY MANAGER'S ISSUANCE OF AN EMERGENCY PURCHASE ORDER FOR THREE (3) POLICE SERVICE DOGS. WHEREAS, the Department of Police needed to purchase three (3) police service dogs; and WHEREAS, the Department of Police has been awarded a Weed and Seed Grant to purchase a narcotics detection canine to be assigned to the Model City NET Service Center; and WHEREAS, the Weed and Seed Grant expired on December 313`, 1997, and WHEREAS, the Department of Police also needed to replace the K-9 Unit's two (2) oldest dogs that must be retired by June 1998; and WHEREAS, the Department of Police purchased these two (2) other dogs to allow for the training required by the department; and I CITY COMMISSION MEETING OF FE B 10 1998 Re"Ufim No. �8- 164 , WHEREAS, the funding to cover these expenditures is available for the Police General Operating Budget, Account Code 001000.290201.6.875 for $13,000, and the Weed and Seed Grant, Account Code 142013.290488.6.875, for $6,500; and WHEREAS, the City Manager approved the emergency purchase of three (3) police service dogs from Metro -Dade K-9 Guard Dogs; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. The recitals and findings contained in the Preamble to the Resolution are hereby adopted by reference thereto and incorporated as if fully set forth in this Section. Section 2. By an affirmative vote of four -fifths (4/5ths) of the members of the City Commission, ratifying, approving, and confirming the City Manager's finding of an emergency, waiving the requirements for competitive sealed bids and approving the emergency purchase of three (3) police service dogs from Metro -Dade K-9 Guard Dogs, in an amount not to exceed $19,500.00, for the Department of Police, with funds therefor hereby allocated from the Police General Operating Budget, Account Code No. 001000.290201.6.875, in the amount of $13,000, and the Weed and Seed Grant, Account Code No. 142013.290488.6.875, in the amount of $6,500. Section 3. The City Manager's issuance of an emergency purchase order for this purpose is further ratified, approved and confirmed. 08- 164 Section 4. Funding will be from the Police Department General Operating Budget, Account 001000.290201.6.875 for $13,000 and the Weed and Seed Grant, Account 142013.290488.6.875 for $6,500. BACKGROUND: The Police Department's Model City NET Service Center received a Weed and Seed Grant award which includes the purchase of a narcotics detection canine to be assigned to this NET area. The Weed and Seed Grant was to expire on December 31", 1997; it was therefore necessary to request this emergency purchase in order to procure a narcotics trained dog prior to the expiration of the grant. The other two (2) police service dogs are necessary to replace the K-9 Unit's two (2) oldest dogs. The current dogs will need to be retired by June of 1998. Both dogs are over eight (8) years old and cannot perform adequately past this time. Arrangements must be made to purchase replacements expeditiously to allow for the training required by the Police Department. Solicitations Metro -Dade K-9 Guard Dogs has been utilized by our department previously to purchase police service dogs, and currently has a contract with Miami -Dade County for this service. Reason for selecting vendor Metro -Dade K-9 Guard Dogs currently has a contract with Miami -Dade County, under Contract Number IB4293-2/02-OTR. They have agreed to honor the same price, terms, and conditions as stated under their agreement with Miami -Dade County.
