HomeMy WebLinkAboutR-98-0163J-98-173 2/2/98 RESOLUTION NO. 9 163 A RESOLUTION BY A FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE OF THE CITY COMMISSION RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF AN EMERGENCY, WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS AND APPROVING THE PURCHASE OF FURNITURE AND OFFICE EQUIPMENT FROM KNOLL, INC., UNDER EXISTING STATE OF FLORIDA CONTRACT NO. 425-001-97-1, IN THE AMOUNT OF $150,000, FOR THE ALLAPATTAH LOCATION OF THE OFFICE OF WORKFORCE DEVELOPMENT; ALLOCATING FUNDS THEREFOR FROM WAGES COALITION ACCOUNT NO. 454-006-184-089; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICE TO ISSUE A PURCHASE ORDER FOR SAID ACQUISITIONS. WHEREAS, the City of Miami's Office of Workforce Development requires office space at a centralized location from which it may operate; and WHEREAS, a move from the current location to a designated community is necessary to meet the conditions of the grant awards and to meet requirements for an expanded staff; and WHEREAS, the Office of Workforce Development requires furniture and office equipment for the expanded staff offices and client service areas; and WHEREAS, all costs associated with furniture acquisition and equipment will be paid from grant sources requiring no expenditure from the General Fund; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a four -fifths (4/5ths) affirmative vote of the City Commission, ratifying, approving and confirming the City Manager's finding of an emergency, waiving the requirements for CITY COMMISSION MEETING OF FEB 10 1998 Rew2udm Na 193- 163 competitive sealed bids, and approving the acquisition of furniture and office equipment from Knoll, Inc., under existing State of Florida contract no. 425-001-97-1, in the amount of $1 50,000, for the Allapattah location of the Office of Workforce Development, with funds therefor hereby allocated from WAGES Coalition Account No. 454-006-184-089. Section 3. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a purchase order for these acquisitions. Section 4. Funding is available under the WAGES Coalition Grant, Account No. 454006-184089. BACKGROUND The Office of Workforce Development has received funding under the WAGES Coalition to service City of Miami residents who are being impacted by welfare reform. Under the terms of the WAGES Coalition funding the Office of Workforce Development is pledged to establishing Employment Transition Centers in some of the CDBG target communities. In addition, the City Commission has directed that the Office of Workforce Development vacate their office at the Dupont Plaza in a timely fashion and make a move to the communities most impacted by the new welfare legislation. A very suitable location in the CDBG target area of Allapattah has been identified and a Resolution was passed to lease space in the Nations Bank building at NW 36"' Street, which is large enough to house the expanded staff (from a current 13 to 45 staff members) as well as the greatly expanded activities necessary to provide the services required under the WAGES Coalition grant, in addition to the service activities required under the other various grants being administered by the Office of Work Force Development. The Allapattah Center will house the administrative offices, a Training Facility with two computer labs and Assessment, Case Management, Job Search, Job Placement, and Follow-up services, as well as career exploration and labor market assistance. . Available furniture and office equipment is inadequate for the current staff and the level of client services. To meet the needs of an additional 32 staff members, an additional 1,000 clients and expanded services, a substantial increase in the numbers of staff offices and client service areas is necessary 163 The emergency action of the City Manager for the acquisition came with the recommendation of the Procurement Department who concurred that his approval of the expenditure would ensure that furniture and related office equipment would be in place for the planned relocation of the Office of Workforce Development. Based on these considerations and recommendations, the City Manager approved the emergency expenditure for the acquisition of furniture and related office equipment. The $150,000 estimated for this purchase is covered by grant income entirely. There are no City General Funds required for this acquisition. ENCLOSURES As you are aware, the Office of Workforce Development has received total funding of $2,000,000 under the WAGES program to serve City of Miami resilient% who are being impacted by welfare reform. Under the terms of the WAGES C'nalitinn funding our Office is pledged to establishing Employment Transition Centers in some of the C'DBG target communities. In addition, the City Commission has been adamant that. we vacate our office at the Dupont Plaza in a timely fashion and make a move to the eommtinitieR most impacted by the new welfare legislation. A very suitable location in the CDBG target area of Allapattah has been identified. Located in tic Nations Bank building at NW 36h Street and 13" Avenue it is ideally suited to our needs because of the accessibility for our residents and the large number of agencies in the target area that provide supportive Rervices to our clients. The Allapattah location has been designated as the Administrative and Central Training Center for the City WAGES efforts. A Resolution was passed to lease the Allapattah space, which is large enough to house the expanded staff and activities necessary to provide the services required under our various grant funded contracts. As you know, we are approximately two months behind schedule for this move. The effective date of our WAGES Coalition contract is November 15, 1997 and we are obligated to be on-line with the State for processing residents who are being referred to us for services. For a variety of reasons the move has been delayed. We had hoped to be in our new location by the first of December 1997. Mr. Peter Fedele, President of Golden Sands, who is the owner/contractor of the building, has been extremely cooperative in expediting the move. We have reached another critical point in expediting the move, We must have an approved Resolution to expend funds for furniture and related office equipment before the order can be placed with the vendor. We have requested and received funds from the State under the WAGES Coalition grant for the establishment of the Employment Transition Centers. $178,125 was transferred by wire to the City or. December 15, 1997, The funds are available and I am seeking your assistance and approval of an Emergency Expenditure of $150,000 to cover the estimated costs for the furniture and related office equipment to prepare the new space for operational occupancy. We have been securing bids from authorized vendors under existing State Contracts. We have concluded the bidding process and will select the vendor before the end of Friday, January 16, 1995. We have been working with the Procurement Department and they concur that duc to thu time constraints for placing an order to insure having furniture for the new offices by the tirne of laLo relocation, your approval of this expenditurc will expedite the proccm. �s- 163 3 FEB-02-98 03:17 PM 24e9 3055792481 P.02 As you know, the need to complete the relocation as quickly as possible is urgent. We are currently trying to serve approximately 1,000 residents from our uliices at the Dupont, which is inadequate in space and difficult from transportation and parking standpoints for the residents boing referred. We are technically in default of our grant agreatncat, although the WAGES Coalition is working with tts during this transition. I respectfully requcst your approval to proceed with the purchase of furniture and related office equipment by granting approval of an Emergency Expenditure of S 150,000 by the Office of Workforce Development.
