A RESOLUTION AUTHORIZING THE CITY MANAGER TO
SUBMIT THE NECESSARY PAYMENTS TO THE MIAMI-
DADE TAX COLLECTOR'S OFFICE FOR OUTSTANDING AD
VALOREM AND PERSONAL PROPERTY TAXES FOR
RECENTLY ACQUIRED CITY -OWNED PROPERTY LOCATED
AT 5927 NORTHEAST 2ND AVENUE, MIAMI, FLORIDA,
OTHERWISE KNOWN AS THE CARIBBEAN MARKETPLACE;
ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO
EXCEED $200,000.00, FROM COMMUNITY DEVELOPMENT
BLOCK GRANT PROGRAM CONTINGENCY FOR SAID
PAYMENTS.
WHEREAS, the City of Miami provided financial assistance
in the form of a first mortgage loan in the amount of $150,000.00
to the Haitian Task Force, Inc. (HTF), for the development of the
Caribbean Marketplace; and
WHEREAS, the funds used for said loan were allocated from
the Community Development Block Grant Program, pursuant to
Resolution No. 88-646, adopted July 14, 1988; and
WHEREAS, the Haitian Task Force, Inc., a community -based
organization, which developed the Caribbean Marketplace, was
dissolved as an organization; and
WHEREAS, the required ad valorem and personal property
taxes on the property were not paid since 1992; and
WHEREAS, the City of Miami subsequently acquired the
property on January 23, 1997, through a public auction, in which

the City and the State of Florida held a senior lien position;
and
WHEREAS, the outstanding County taxes must be paid to
avoid losing the property by actions from tax certificate
holders;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized to
submit the necessary payments to the Miami -Dade County Tax
Collectors Office for outstanding ad valorem and personal
property taxes for recently acquired City -owned property located
at 5927 Northeast 2nd Avenue, Miami, Florida, otherwise known as
Caribbean Marketplace, with funds therefor hereby allocated, in
an amount not to exceed $200,000.00, from Community Development
Block Grant Program Contingency for said payments.
Section 3. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission approve the attached resolution,
authorizing the City Manager to submit payment to the Miami -Dade Tax Collectors Office, up to
$200,000.00 for payment of outstanding ad valorem and personal property taxes on the City
property located at 5927 N.E. 2"d Avenue (Caribbean Marketplace), which was acquired by the City,
on January 23, 1997. Funds for payment of the outstanding taxes are hereby allocated from
Community Development Block Grant Program Contingency.
BACKGROUND:
In July, 1988, the City of Miami provided financial assistance to the Haitian Task Force (HTF), a
community -based organization, in the amount of $150,000.00, through Resolution 88-646, for the
development of the Caribbean Marketplace, a commercial center for the Little Haiti community.
The City of Miami and the State of Florida Department of Community Affairs were two (2) of
various lenders which provided financial assistance to this project. By 1992, the project
experienced financial difficulties, due to mismanagement by HTF, resulting in the organization
being dissolved as an entity. Accordingly, with ownership in question, all county taxes since 1992
were never paid.
On January 23, 1997, the City of Miami, along with the State of Florida, which together held similar
senior lien positions on the property, acquired the Caribbean Marketplace through a public auction,
and in effect, terminating all other inferior liens on the property.
Unfortunately, the City and the State automatically became liable for liquidating existing tax
certificates and current taxes on the property. Upon payment of all tax debts, the City will request
reimbursement from the State of Florida for half of the payments provided. In December, 1997,
there were outstanding real estate taxes in the amount of $182,340.00 and personal property taxes of
$3,159.00 due to the County. Penalties and additional interest are added monthly, until paid.

Attached are printouts from the Metro Dade County Tax Collector's Office System
indicating ad valorem and personal property taxes are owed on the property located at
5927 NE 2n' Avenue (a/k/a Caribbean Marketplace, Inc.). The total amount due in ad
valorem real estate tax is $159,178.61 and in personal property tax (equipment) is
$2,700.88. Pursuant to our te1'ephone conversation with Deanna D. Gross Rasco,
Assistant City Attorney, your agency was advised of this outstanding tax liability when
accepting title to this property. Please be advised that this .gebt is accumulating interest
on a monthly basis and is becoming excessive.
Since this property is owned together with the State of Florida, it would be advisable that
you contact someone from that agency to advise them of this figure and to agree on
resolving this outstanding debt. Additionally, be advised that this figure is good until
July 31, 1997, at which time additional interest and penalties will be applied to the
outstanding debt.

Tax Collector's Office System indicating ad valorem and personal property taxes owed
on the property located at 5927 NE 2nd Avenue (a/k/a Caribbean Marketplace, Inc.) which
need to be paid. The total amount due in ad valorem real estate tax is $182,340.18 and in
personal property tax (equipment) is $3,159.60. Please be advised that this debt is
accumulating interest on a monthly basis and- is becoming excessive.
Additionally, be advised that this figure is good until December 31, 1997, at which time
