A RESOLUTION, BY A FOUR -FIFTHS (4/5THS) AFFIRMATIVE
VOTE OF THE MEMBERS OF THE CITY COMMISSION,
RATIFYING, APPROVING AND CONFIRMING THE CITY
MANAGER'S FINDING OF AN EMERGENCY, WAIVING THE
REQUIREMENTS FOR COMPETITIVE SEALED BIDS, AND
APPROVING THE ACQUISITION OF A PRE -DEMOLITION
ASBESTOS SURVEY, DEMOLITION SERVICES, AND ABOVE-
GROUND FUEL TANK REMOVAL FROM SHARK WRECKING
CORPORATION, ON THE PROPERTY LOCATED AT
APPROXIMATELY 950 MACARTHUR CAUSEWAY, MIAMI,
FLORIDA, AT A COST NOT TO EXCEED $8,500;
ALLOCATING FUNDS THEREFOR FROM ACCOUNT CODE NO.
001000-921002-340; FURTHER AUTHORIZING THE CITY
MANAGER TO INSTRUCT THE CHIEF PROCUREMENT
OFFICER TO ISSUE A PURCHASE ORDER FOR THIS SERVICE.
WHEREAS, the Florida Department of Transportation (FDOT) is finalizing plans for
the construction of an access road to Watson Island from MacArthur Causeway; and
WHEREAS, the access road is an integral part of the development of Parrot Jungle
and Gardens; and
WHEREAS, FDOT is finalizing survey documents and plans for construction of the
access road and will require a dedication of land from the City in order to construct said
road; and
WHEREAS, FDOT will require the land to be delivered free and clear of all
structures; and

WHEREAS, FDOT has expressed a need to commence construction on January 15,
1998; and
WHEREAS, FDOT has advised the City that a portion of the buildings previously
occupied by Dade Helicopter Jet Services, Inc. lies within the proposed roadway; and
WHEREAS, in order to convey property to FDOT free and clear of all structures, it is
recommended that the Commission approve the City Manager's finding of emergency to
demolish said structures and to remove an 8,000 gallon above ground fuel tank; and
WHEREAS, the cost of the pre -demolition asbestos screening, demolition and tank
removal services shall not exceed of $8,500, which funds are available in Account Code
No. 001000-921002-340;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA;
Section 1. The recitals and findings contained in the Preamble to this Resolution
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. By a four -fifths (4/5ths) affirmative vote of the members of the City
Commission, ratifying, approving and confirming the City Manager's finding of an
emergency, waiving the requirements for competitive sealed bids, and approving the
acquisition of a pre -demolition asbestos survey, demolition services and above -ground fuel
tank removal from Shark Wrecking Corporation, on the property located at approximately
950 MacArthur Causeway, Miami, Florida, at a cost not to exceed $8,500, with funds
therefor hereby allocated from account code no. 001000-921002-340.
Section 3. The City Manager is hereby authorized to instruct the Chief
Procurement Officer to issue a purchase order for these services.

Section 4. This Resolution shall become effective immediately upon its adoption.

It is respectfully requested that the City Commission adopt the attached resolution
waiving the requirements for competitive sealed bids for the acquisition of a pre -demolition
asbestos survey, demolition services and above ground fuel tank removal for the property
located at approximately 950 MacArthur Causeway, Miami, Florida, at a cost not to exceed
$8,500; ratifying, approving and confirming the City Manager's finding that a valid public
emergency exists justifying such waiver; allocating funds therefor from Account Code No.
001000-921002-340; further authorizing the City Manager to instruct the Chief
Procurement Officer to issue a purchase order for this service.
BACKGROUND:
The Division of Asset Management has prepared the attached Resolution for consideration
by the Commission. The State of Florida Department of Transportation (FDOT) is
finalizing plans for the construction of an access road to Watson Island from MacArthur
Causeway. This access road is an integral part of the development of Parrot Jungle and
Gardens and will require the dedication by the City of certain land for road purposes.
FDOT has identified certain structures which he within the proposed roadway. FDOT
requires the City be responsible for the removal of these structures. Additionally, FDOT
has expressed a need to commence construction on January 15, 1998. It is for this reason,
the City Manager authorized the procurement of these demolition services on an
emergency basis.
The, Division of Asset Management in cooperation with the Division of Procurement
obtained three quotes for these services utilizing the firms who successfully bidded on Bid
No. 96-97075R for similar demolition services. The bid of Shark Wrecking Corporation, a
local/Hispanic vendor, in the amount of $8,500 is the lowest responsive bid. Funds to cover
the cost of these services are available in Account No. 001000-921002-340.

The State of Florida Department of Transportation (F.D.O:T.) is finalizing plans for the
construction of an access road to Watson Island from State Road No. A-1-A (MacArthur
Causeway) in Dade County, Florida.
In accordance with the Parrot Jungle Lease the City is responsible for clearing the site at
Watson Island for construction of the access road. In preparation for the construction,
we are required to demolish a building that is directly affected by the construction of the
access road. Due to liability and safety concerns it is financially feasible for the City to
additionally demolish 2 other structures in the perimeter and remove an 8,000 gallon
above -ground gasoline storage tank.
This below -mentioned cost includes the services of a qualified asbestos technician to
perform a pre -demolition asbestos survey, the demolition of the 3 buildings and the
removal of an 8,000 gallon above -ground gasoline storage tank located on Watson Island.
In an effort to expedite this important project, we are requesting your assistance in
identifying a source of funds with authorization for this expenditure. The estimated cost
for the demolition and asbestos survey is $8,500.00.

of three structures located at approximately 950 MacArthur Causeway on Watson
Island including a pre -demolition asbestos survey and removal of an above ground
fuel tank as an emergency.

emergency basis from Shark Wrecking Corporation at a total cost not to exceed
$8,500, A memorandum advising the Commission of this action is also attached for
