HomeMy WebLinkAboutR-98-0139J-98-137 1/30/98 RESOLUTION NO. � 8 13 9 A RESOLUTION REALLOCATING FUNDS IN THE AMOUNT OF $16,073.73 IN FISCAL YEAR 1994 HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA) PROGRAM GRANT FUNDS, ACCOUNT NO. 194002.590602.6860.94654, FROM LONG TERM HOUSING ASSISTANCE TO SHORT TERM HOUSING ASSISTANCE, AND RESCINDING AND REALLOCATING FUNDS IN THE AMOUNT OF $33,169.00 IN FISCAL YEAR 1995 HOPWA PROGRAM GRANT FUNDS, ACCOUNT NO. 194003.590603.6860.94654, FROM OPERATING SUBSIDIES TO SHORT TERM HOUSING ASSISTANCE, AND AWARDING SAID FUNDING TO MIAMI-DADE COUNTY'S DEPARTMENT OF HUMAN RESOURCES FOR THE PROVISION OF SHORT TERM HOUSING ASSISTANCE TO LOW INCOME PERSONS WITH HIV/AIDS THROUGHOUT ALL OF MIAMI-DADE COUNTY, AND ALLOCATING SAID FUNDING THEREFOR FROM SAID ACCOUNTS; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE PROGRAM. WHEREAS, on May 11, 1995, pursuant to Resolution No. 95-380, the City Commission, awarded $1,100,350.00 in Fiscal Year 1994 Housing Opportunities for Persons With AIDS (HOPWA) Program funds to Christian Community Service Agency (CCSA) for the provision of long term, provider based housing assistance to low income persons with HIV/AIDS and their families, throughout Dade County; and WHEREAS, since that time, CCSA fulfilled its obligations for the above -mentioned award, and had an unused amount, under the contract for the above, in the amount of $16,073.73; and CITY COMUSSION MEETING OF FEB 10 1998 98- 139 WHEREAS, on July 24, 1997, pursuant to Resolution No. 97-518, the City Commission, awarded $33,169.00 in uncommitted and unallocated Fiscal Year 1995 Housing Opportunities for Persons With AIDS (HOPWA) Program funds to Christian Community Service Agency (CCSA) to subsidize its operating costs of six rental units which are used to provide affordable housing for low income persons with HIV/AIDS and their families; and WHEREAS, in August, 1997, CCSA informed the City that the Agency's board of directors had decided that the Agency would terminate operation as of September 30, 1997, and was consequently unable to utilize the $33,169.00 grant; and WHEREAS, at the December 15, 1997 meeting of the City's HOPWA Advisory Board (HAB), the HAB unanimously recommended rescinding the $33,169.00 previously awarded to CCSA, and reallocating and awarding said funding to Miami -Dade County's Department of Human Resources, for the provision of short term housing assistance to low income persons with HIV/AIDS, throughout all of Miami -Dade County; and WHEREAS, at the January 20, 1998 meeting of the City's HOPWA Advisory Board (HAB), the HAB unanimously recommended reallocating CCSA's remaining unused $16,073.73 portion of Fiscal Year 1994 HOPWA funding, and awarding said funding to Miami -Dade County's Department of Human Resources, for the provision of short term housing assistance to low income persons with HIV/AIDS, throughout all of Miami -Dade County; and - 2 - 98- 139 WHEREAS, this City Administration agrees with the HAB's recommendation; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Funds in the amount of $16,073.73 in Fiscal Year 1994 HOPWA Program Grant Funds, Account No. 194002.590602.6860.94654 are hereby reallocated from long term housing assistance to short term housing assistance, with said funding hereby awarded to Miami -Dade County's Department of Human Resources for the provision of short term housing assistance to low income persons with HIV/AIDS throughout all of Miami -Dade County. Section 3. Funds in the amount of $33,169.00 in Fiscal Year 1995 HOPWA Program Grant Funds, Account No. 194002.590603.6860.94654, previously awarded to CCSA for operating subsidies, are hereby rescinded and reallocated for the provision of short term housing assistance, with said funding is hereby awarded to Miami -Dade County's Department of Human Resources for the provision of short term housing assistance to low income persons with HIV/AIDS throughout all of Miami -Dade County. - 3 - 98- 139 Section 4. The City Manager is authorizedY to execute the necessary documents, in a form acceptable to the City Attorney, with Miami -Dade County's Department of Human Resources, and to allocate and disburse 1994 and 1995 HOPWA Program Grant funds therefor. Section 5. This Resolution shall become effective immediately upon its adoption. (CCSA); and reallocates and awards said funding to Miami -Dade County's Department of Human Resources for the provision of short term housing assistance to low income persons with HIV/AIDS throughout Miami -Dade County. BACKGROUND: At the May 11, 1995 City Commission meeting, the City Commission adopted Resolution No. 95- 380, which awarded $1,100,350.00 in fiscal year 1994 HOPWA funding to CCSA for the provision of long term, provider based housing assistance to low income persons with HIV/AIDS, and their families. CCSA fulfilled its obligations under this contract, and left an unused amount of $16,073.73. At the July 24, 1997 City Commission meeting, the City Commission adopted Resolution No. 97- 518, which awarded $33,169.00 in 1995 HOPWA funds to CCSA to subsidize its operation of six housing units being rented to low income persons / families with HIV/AIDS. Subsequently, CCSA's board of directors decided to terminate the agency's operation, effective September 30, 1997. As of that date, CCSA had not utilized these funds. At the December 15, 1997 HOPWA Advisory Board (HAB) meeting, the HAB unanimously recommended that the City Commission rescind the award to CCSA and reallocate the said 1995 HOPWA Program funding to Miami -Dade County's Department of Human Resources, for the provision of short term housing assistance to low income persons with HIV/AIDS. At the January 20, 1997 HAB meeting, the HAB unanimously recommended that the City 98- 139 Honorable Mayor and Members of the City Commission Page 2 Commission reallocate the remaining $16,073.73 in fiscal year 1994 HOPWA funding from long term, provider based housing assistance to short term housing assistance; and award said funding to Miami -Dade County's Department of Human Resources for the provision of short term housing assistance. City Commission ratification of the attached resolution is recommended. 2 v8- 139
