BACKGROUND:
At the May 11, 1995 City Commission meeting, the City Commission adopted Resolution No. 95-
380, which awarded $1,100,350.00 in fiscal year 1994 HOPWA funding to CCSA for the
provision of long term, provider based housing assistance to low income persons with HIV/AIDS,
and their families. CCSA fulfilled its obligations under this contract, and left an unused amount of
$16,073.73.
At the July 24, 1997 City Commission meeting, the City Commission adopted Resolution No. 97-
518, which awarded $33,169.00 in 1995 HOPWA funds to CCSA to subsidize its operation of six
housing units being rented to low income persons / families with HIV/AIDS.
Subsequently, CCSA's board of directors decided to terminate the agency's operation, effective
September 30, 1997. As of that date, CCSA had not utilized these funds.
At the December 15, 1997 HOPWA Advisory Board (HAB) meeting, the HAB unanimously
recommended that the City Commission rescind the award to CCSA and reallocate the said 1995
HOPWA Program funding to Miami -Dade County's Department of Human Resources, for the
provision of short term housing assistance to low income persons with HIV/AIDS.
At the January 20, 1997 HAB meeting, the HAB unanimously recommended that the City
