RESOLUTION NO. 9,180 - 131
A RESOLUTION AUTHORIZING THE FUNDING OF THE OFFICER
FRIENDLY PROGRAM, IN AN AMOUNT NOT TO EXCEED $21,000.00
AND ALLOCATING FUNDS THEREFOR ,FROM THE LAW
ENFORCEMENT TRUST FUND, PROJECT NUMBERS 690001,
690002, AND 690003, SUCH EXPENDITURES HAVING BEEN
CERTIFIED BY THE CHIEF OF POLICE AS COMPLYING WITH THE
U. S. DEPARTMENT OF THE TREASURY'S "GUIDE TO EQUITABLE
SHARING" AND FLORIDA STATE STATUTES, CHAPTER 932.7055,
AS AMENDED
WHEREAS, the U. S. Department of Treasury's "Guide to Equitable Sharing" and
Florida State Statute 932.7055, as amended, authorize expenditure of forfeiture proceeds
for law enforcement and anti -drug education purposes not considered normal operating
expenses; and
WHEREAS, the City of Miami Police Department strives to present a positive image to
the citizens of Miami: and
WHEREAS, the Officer Friendly Program promotes Police Officers as role models and
creates an awareness of the different duties and services performed by Police Officers; and
WHEREAS, this is accomplished through presentation throughout the City, including
the distribution of anti -crime and anti -drug materials; and
WHEREAS, all material purchases will still be required to go through the established
procurement procedures; and

WHEREAS, funds to cover this expenditure have not been included in the Police
Department's normal operating budget and are available in the City of Miami Law
Enforcement Trust Fund; and
WHEREAS, the Chief of Police has recommended adoption of this Resolution and has
determined that the expenditures proposed comply with the U. S. Department of Treasury's
"Guide to Equitable Sharing" and Florida State Statutes 932.7055, as amended;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the preamble to this Resolution are
hereby adopted by reference thereto and incorporated as if fully set forth in this Section.
Section 2. Funding for the Officer Friendly Program, in an amount not to exceed
$21,000 is hereby authorized, with funds therefor hereby allocated from the Law
Enforcement Trust Fund, Project Numbers 690001, 690002, and 690003, such
expenditures having been approved by the Chief of Police as complying with the U. S.
Department of the Treasury's "Guide to Equitable Sharing" and Florida State Statutes,
Chapter 932.7055, as amended.
Section 3. This Resolution shall become effective immediately upon adoption.
PASSED AND ADOPTED this loth day of February 1998.

RECOMMEDATION:
It is respectfully recommended that a Resolution authorizing funding, in the amount of $21,000.00,
for the Officer Friendly Program, be approved. Funding is to be provided from the Law
Enforcement Trust Fund, from Project Numbers 690001, 690002, 690003.
BACKGROUND:
The Miami Police Department's Officer Friendly Program promotes the Police Officer as a
positive role model for members of the community. This program is designed to create an
awareness of the different duties and services provided by Police Officers. This is accomplished
through presentations throughout the City, including the distribution of anti -crime and anti -drug
materials.

Officer Friendly Program, in an amount not to exceed $21,000.00 complies with the
provisions of Section 932.7055, Florida Statutes, and the U. S. Department of the Treasury's
"Guide to Equitable Sharing."
