RESOLUTION NO. 9 8 - 91
A RESOLUTION AUTHORIZING THE DADE COMMUNITY
FOUNDATION ("THE FOUNDATION") TO ESTABLISH A
GENERAL ACCOUNT IN THE NAME OF THE CITY OF MIAMI,
AND AN ACCOUNT FOR THE HOMELESS PROGRAM, FOR
PURPOSES OF RAISING AND DISBURSING TAX DEDUCTIBLE
CHARITABLE FUNDS ACCORDING TO THE FOUNDATION'S
GUIDELINES, STIPULATING THAT: 1) BOTH ACCOUNTS
SHALL BE ADMINISTERED BY THE DADE COMMUNITY
FOUNDATION AND 2) RECORDS SHALL BE MAINTAINED,
WITHIN THE OFFICE OF THE CITY CLERK, IN CONNECTION
WITH EACH CITY COMMISSIONER'S REQUEST(S) FOR
DISBURSEMENTS FROM SAID CHARITABLE ACCOUNTS;
FURTHER DIRECTING THAT ALL REQUISITE ACCOUNTING
STEPS BE TAKEN TO IMPLEMENT THE AFOREMENTIONED.
WHEREAS, the City Commission desires to develop a mechanism and procedure to
receive tax-deductible funds to assist charitable endeavors in the City of Miami like the
Three Kings Parade, the Martin Luther King Day Parade, and the Puerto Rican, Haitian and
Nicaraguan Festivals, which otherwise may be neglected due to the City's present financial
crisis; and
WHEREAS, there is an ongoing concern of the City Commission to remain actively
engaged in assisting the plight of the homeless in the City of Miami; and
WHEREAS, Dade Community Foundation (the "Foundation"), Miami's permanent
philanthropic endowment, is a nonprofit, tax-exempt public charity, which receives gifts
from individuals, families, businesses, foundations and other organizations eager to make a
difference in the future of Miami -Dade County; and

WHEREAS, the City Commission agrees with the Foundation, that no one person or
entity has the resources to provide solutions to all the challenges faced by a community
this diverse. But by combining the financial and human resources of many individuals, we
can make a significant difference; and
WHEREAS, donated funds comprise the Foundation's assets, most of which are
part of the Foundation's permanent endowment, and are used to support local, nonprofit
organizations through grants and technical assistance; and
WHEREAS, the philanthropic impact of the Foundation is evident throughout Miami -
Dade County's neighborhoods, community development corporations, health and social
service agencies, cultural organizations, and other community groups; and
WHEREAS, Dade Community Foundation's mission is to bring together the diverse
groups in Miami -Dade County to work toward building a greater sense of community and
improving the quality of life for all Miami -Dade residents; and
WHEREAS, The Foundation accomplishes its mission by:
*Encouraging philanthropy and charitable giving;
•Providing grant writing expertise and philanthropic services to donors with diverse
interests, at all levels of giving;
•Protecting and managing the assets of philanthropic funds established by donors;
•Supporting local nonprofit organizations through grants and technical assistance;
•Serving as a resource and catalyst for philanthropic activities, bringing together
different forces in the community to develop new ways to use the community's
vast capacities and assets; and
*Developing a permanent endowment - a resource for future generations to meet
the challenges of their times;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The Dade Community Foundation ("The Foundation") is hereby
authorized to establish a general account in the name of the City of Miami and an account
for the Homeless Program, for purposes of raising and disbursing tax deductible charitable
funds according to the Foundation's guidelines, stipulating that: 1) both accounts shall be
administered by the Dade Community Foundation and, 2) records shall be maintained,
within the Office of the City Clerk, in connection with each City Commissioner's request
for disbursement from said charitable accounts.
Section 4. The City Manager is hereby authorized to take all requisite accounting
steps to establish the above accounts.
Section 5. This Resolution shall become effective immediately upon its adoption.

this legislation by signing it in the designated place provided, said legislation now
becomes effective with the elapse of ten (10) days from the date of Commission action
