PACT has three members from the City of Miami. One of said three seats is presently vacant, due to Commissioner Plummer's resignation as a member of said trust. Appointments to PACT must be made from a slate of nominees provided by PACT's Nominating Committee (see attached section 6.6 of the Articles of Incorporation of PACT). On March 27, 1997, the City Commission passed Motion 97-248 nominating Ruth Greenfield as a candidate for appointment to the PACT. PACT has submitted a slate of nominees. Nominating Committee The Nominating Committee shall consist of five voting members of the Corporation. At least thirty days prior to each annual meeting of the Corporation, and as frequently as is necessary to fill vacancies in unexpired terms of Directors, the Nominating Committee shall prepare and submit to the Board of County Commissioners and to the appropriate City Commissions or to the School Board a slate of nominees for the election of Directors. Other candidates whose consent has been obtained may be placed in nomination for expired terns by the written petition of any five voting members of the Corporation. Any such petition shall be filed with the Secretary at least fifteen days prior to the annual meeting and shall be announced with the Nominating Committee's slate to the Board of County Commissioners. For each vacancy the Nominating Committee shall submit the names of three nominees. The Board of County Commissioners, and each City Commission and the School Board will select one Director from the three names submitted by the Nominating Committee or other names duly submitted by petition. Born in Budapest, Hungary, in 19", Mr. Zelma emigated in 1951 to New York City and became a citizen. He graduated from the prestigious Bronx Science FH$h School and went on to Now York University, where he graduated with a Bachelor of Arts degree, with honors, in 196& Mr. Zelma then went to Boston University Law School and was awarded a j.D. in 1968. A trial attorney for 28 yeas. . Zelma is general counsel to and the personal attorney of world• architect John Warnecla, Fellow of the American Institute of Architects. One ruin. Zelma's chief legal accomplishments was the winning of water rights to the Colorado River for the White Mountain Apache Indians of Arizona. As an attorney and 111m producer,, Mr. Zelma has been responsible for helping break down burfers for the hea#ng-impaired at schools and hospitals in New York State. In 1966, he was the producer of the sward -winning "New York Connection,' a 13-week series that aired on PBS. Developed for hearing impaired audiences, the series featured experts in law and consumer advocacy, as well as nationally known performing artists in the deaf mu City. Later, in 1992, Mr. Zelma directed 'Access," produced by the New York State Bar Association and the New York State Covernoes Committee on Quality Care. Featuring former Governor of New York Mario Cu9m, the film was an aid in instructing hospitals about law to treat deaf patients in an eanergenry. In 1969, George Zalma produced'Forced March," a film about the Hungarian poet, Mild= Rad -oty, starring Chris Srrandon. In 1991, he won the coveted 'Man of the Y*W award from the Emmanuel Foundation for American - Hungarian Culture. Iv1r.
