A RESOLUTION APPOINTING CERTAIN INDIVIDUALS
TO SERVE AS MEMBERS OF THE HISTORIC AND
ENVIRONMENTAL PRESERVATION BOARD FOR TERMS AS
DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individuals are hereby
appointed to serve as members of the City of Miami Historic and
Environmental Preservation Board in the following categories,
each member to serve a term expiring October 27, 1998 or until

RECONEWENDATION:
It is respectfully recommended that nine (9) members and one (1) alternate member be
appointed to fill vacancies on the Historic and Environmental Preservation Board, based
upon names and qualifications submitted to the City Clerk.
BACKGROUND:
The Historic and Environmental Preservation (HEP) Board -has ten (10) vacancies due to
the expiration of the terms of all members on October 27, 1997. Members of the HEP
Board must be experienced individuals representing specific professions related to the
Board's responsibilities. Listed below are the names of persons who qualify for each
category and who have submitted applications to the City Clerk for appointment to fill
the vacancies on the Board. Because Board members must be appointed in these specific
positions, the following categories for the Chairman and Commissioners, based upon
previous appointments, are listed below.

Design Experience
Mr. Fernandez has 12 years experience in managing, coordinating, designing and master planning
a variety of projects. In the last three years he has handled a range of projects including two
award -winning American Airlines Admirals Clubs (at Miami International Airport and at Mexico City
International Airport), Brickell on the River in Miami, a mixed -use hotel/residence/retail/ meeting
facility, the world -class Homestead Motorsports Complex in South Dade County, FL, and the
Warren Cromartie Baseball School. His broad background provides the diverse skills needed to
.meet client needs.
City of Miami Beach Parks Master Plan
As the overall Project Manager, Mr. Fernandez recently completed the master plan for the park
system of Miami Beach. The project consisted of developing a comprehensive development plan
for 20 park and recreation facilities. Extensive meetings were held between residents, users,
interest groups, city administration, maintenance personnel, regulatory and review agencies to
identify concems and develop a consensus -based development program for the park system and
individual recreation sites. Plans were developed addressing all of the concerns including security,
maintenance, accessibility and code compliance. The guidelines included strategies for site
planning, building configuration and integration, and signage. The Master Plan and Guidelines were
unanimously approved by the City Commission.
Aviation Design Experience
Mr. Fernandez has worked both on landside and airside projects at the Miami International Airport
(MIA), Fort Lauderdale/Hollywood International Airport (FLL), and Mexico City International Airport
which include Concourse "A" Phase II with 10 international gates, American Airlines Baggage
Handling Facility, American Airlines Admirals Clubs, and Concourse "E" at FLL.

Mixed -Use Design Experience
■ Brickell on the River Complex
Project manager for a mixed -use complex that includes 60- and 52-story towers
encompassing residential, hotel, offices, gymnasium, meeting rooms, parking garage and
restaurant. Special consideration was given to maximize views from each floor, maintain a
slender profile for the tower, conceal the parking garage, enhance pedestrian activity and
improve the Riverwalk. The project includes 96 residential units, 325 residential hotel units
and a 4,430-sf restaurant.
Grand Prix Experience
Rai Fernandez recently served as Project Manager for the Homestead Motorsports Complex,
which featured the Busch Grand National Finale in November of 1995, and the Grand Prix of
Miami in March of 1996.
The project includes a 1.5 mile quadoval and a 2.2 mile road course which have been designed
to serve a venue of different events. Each course will provide the necessary turns, straight-aways
and other features deemed necessary to obtain a world -class racing facility that is both interesting
and challenging. The central component of each course is the Pit and Paddock Area housing
garages, hospitality suites, ancillary buildings, entertainment and concessions areas.
As part of Phase I there are 55,000 permanent bleacher seats , a Race Control Tower with 20
corporate suites, administrative offices and a press area. Future phases will include Industry
garages, corporate condominiums, a main street and racing village entertainment areas. The
construction cost of the first phase of the project was over $58 million. It is also estimated that
once all phases of the project are completed, the Motorsports Complex will represent a $70 million
investment.

Mr. Heisenbottle holds a BS Degree in Architecture from the
University of Miami and practiced architecture for over 25 years.
While attending the University of Miami he minored in Architectural
and Art History.
His architectural practice has a specialty in historic preservation
projects which include Miami's Freedom Tower, Guzman Center for the
Performing Arts and the Miami Edison Middle School.
His Miami Edison Middle School -Project received a 1997 Honor Award
from the National Trust for Historic Preservation.

EXPERIENCE:
Mr. Heisenbottle has more than 26 years of experience in all aspects of the profession of
architecture and interior design. His background includes governmental, educational, cultural,
healthcare, hotel, office, retail, renovation and historic preservation projects.
Early in his career, Mr. Heisenbottle was part of the team that restored the Cast Iron Building at
801 Broadway, one of New York City's premiere cast iron structures. This project set in motion
a trend toward preservation of the cities cast iron district and earned a New York State AIA
award.
Since the firm's inception it has successfully completed some of South Florida's most prestigious
preservation projects including the restoration of Miami's historic landmark Freedom Tower
building. Other examples are the adaptive use study for the coliseum in Coral Gables and the
rehabilitation program for the Coral Gables Women Club. Current preservation projects include
Virrick Gym (1932) and Larkin School (1912) both in Miami.
Mr. Heisenbottle's projects have been widely published and he has received many awards for his
preservation work. He is a member of the Heritage Conservation Board and has been a guest
speaker on historic preservation at the University of Maori School of Architecture and the Florida
Trust for Historic Preservation.

As Director of the Miami Dade County Office of Community and Economic Development, I was responsible
for the establishment of the Historic Preservation Ordinance for Miami Dade, which established the
standards for historic preservation in all of Dade and its municipalities. The ordinance celled for an
establishment of an historic preservation board and division which was staffed by my department.
That Board and Division still exists today and oversees the County's historic preservation activities.
I provided funds end helped author the book —From Wilderness to Metropolis —as well as its companion
books on architectural styles in Dade. I worked on the' designation reports for the South Beach
Historic District, the Opa-locka Thematic District, the Riverside East Little Havana District, and the Spring
Garden Historic District

and cities without a separate ordinance. I funded preservation activities and restorations in
North Miami, the City of Miami Beach, the City of Homestead, the City of Opaaocka and Miami. I
administered a commercial revitalization program in historic areas of Miami Beach, Homestead,
Miami, and Opa-locks.
ORGANIZATIONS AND CONWITY ACTIVITIES:
I am the current President of the Spring Garden Civic Association, Miami fourth historic preservation
district I am the former President of the Miami Design Preservation League. I chaired the Art Deco
Weekend Committee. I was a member of the Opa-locks Histroric Preservation Board. I funded
the Dade Heritage Trust's revolving loan fund. I am the immediate past president of Shelboume House,
an historic district renovation of a 24 unit apartment project for people living with AIDS in South
Beach, which recently won the Miami Beach Development Corporation's Capitman Award for
Historic Preservation in the Art Deco district I have awards from the National Trust for Historic
Preservation and the Council for Urban Economic Development for restoration work.
