A RESOLUTION BY A FOUR -FIFTHS (4/5Txs) AFFIRMATIVE
VOTE OF THE MEMBERS OF THE CITY COMMISSION,
RATIFYING, APPROVING, AND CONFIRMING THE CITY
MANAGER'S FINDING OF AN EMERGENCY, WAIVING THE
REQUIREMENTS FOR COMPETITIVE SEALED BIDS, AND
APPROVING THE EMERGENCY PURCHASE OF RENTAL
VEHICLES FROM ROYAL RENT -A -CAR, IN AN AMOUNT
NOT TO EXCEED $47,500.00, FOR THE DEPARTMENT OF
POLICE; ALLOCATING FUNDS THEREFOR FROM THE LAW
ENFORCEMENT TRUST FUND, ACCOUNT CODE
690002.291207.6.610, SUCH EXPENDITURE HAVING BEEN
CERTIFIED BY THE CHIEF OF POLICE AS COMPLYING WITH
THE GUIDELINES SET FORTH IN THE U.S. DEPARTMENT OF
TREASURY'S "GUIDE TO EQUITABLE SHARING"; FURTHER,
RATIFYING, APPROVING, AND CONFIRMING THE CITY
MANAGER'S ISSUANCE OF AN EMERGENCY PURCHASE
ORDER FOR RENTAL VEHICLES.
WHEREAS, the Department of Police cannot afford to be without rental vehicles; and
WHEREAS, the Department of Police uses unmarked rental vehicles as an effective law
enforcement tool which can be used to reduce the risk factors to officers involved in undercover
operations; and
WHEREAS, the funding to cover this expenditure is available from the Law Enforcement
Trust Fund, Account Code No. 690002.291207.6.610; and

WHEREAS, the City Manager approved the emergency purchase of rental vehicles from
Royal Rent-A-Car;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA,
Section 1. The recitals and findings contained in the Preamble to the Resolution are
hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section.
Section 2. By a four -fifths (4/5ths) affirmative vote of the members of the City
Commission, ratifying, approving and confirming the City Manager's finding of an emergency,
waiving the requirements for competitive sealed bids and approving the emergency purchase of
rental vehicles from Royal Rent-A-Car, in an amount not to exceed $47,500.00, for the
Department of Police, with funds therefor hereby allocated from the Law Enforcement Trust Fund,
Account Code No. 690002.291207.6.610, such expenditure having been certified by the Chief of
Police as complying with the guidelines set forth in the U.S. Department of Treasury's "Guide to
Equitable Sharing."
Section 3. The City Manager's issuance of an emergency purchase order for this
purpose is further ratified, approved and confirmed.
Section 4. This Resolution shall become effective immediately upon its adoption.

It is respectfully recommended that a Resolution ratifying the City Manager's emergency action
authorizing the purchase of rental vehicles from Royal Rent-A-Car, in an amount not to exceed
$47,500.00, be approved. Funding will be from the Law Enforcement Trust Fund, Account
Number 690002.291207.6.610.
BACKGROUND:
On May 7', 1997, pursuant to Resolution No. 97-337, the City Commission rejected all bids under
Bid No. 96-97-084R, for the provision of rental cars to the Department of Police and instructed the
City Manager to issue new invitations to bid. Until new bids were received and a qualified
proposer(s) selected, the contract with Royal Rent-A-Car was extended for a two month period
ending June 30"', 1997, under Resolution No. 97-337.1. The Procurement Department again sent
out specifications, bids were received, and with the completion of the procurement process a
resolution was brought and approved before the City Commission on June 26`,, 1997. The
Procurement Department's process of preparing purchase orders, receiving Oversight Board
approval, and establishing the contracts with both Royal Rent-A-Car, and InterAmerican Car
Rental were not completed until the end of July, therefore, to assure continuity the Police
Department requested an Emergency Purchase to cover the period of July 1st through July 31',
1997. New contracts became effective August 1't, 1997.

cannot afford to be without these vehicles; therefore, it was necessary to authorize an emergency
purchase for the provision of rental cars from Royal Rent-A-Car for a one (1) month period

without these vehicles; therefore, I am requesting an Emergency Purchase for the provision of
rental cars from Royal Rent-A-Car for a one (1) month period which will begin on July V, 1997
and end on July 31 s`, 1997. Funding will be from the Law Enforcement Trust Fund.
Solicitations
Royal Rent-A-Car currently provides this service. This emergency purchase is required to cover
the period of July 1" through July 31S`, 1997, during which Bid No. 96-97-084R was being
finalized.

Royal Rent-A-Car currently provides this service to the Police Department under Bid No. 94-95-
106R. They have agreed to honor the same price, term and conditions, as set forth in said bid,
during this period.

Account No 690002.029032.4,679, such expenditure having been certified by the Chief of Police
as'gornplyino with Florida State Statute's, Chapter 932.7055, as amended.

PROVISION OF AUTO RENTAL/LEASE VEHICLES FOR
THE DEPARTMENT OF POLICE, FOR A TOTAL
PROPOSED ANNUAL AMOUNT OF $612,480.00, EACH
ON A CONTRACT BASIS FOR ONE (1) YEAR WITH THE
OPTION TO EXTEND FOR TWO (2) ADDITIONAL ONE

nineteen (19) potential bidders and four (4) bids were received;
and
WHEREAS, the Department of Police has a need for rental
vehicles that serve as an effective law enforcement tool; and
WHEREAS, the City Manager and the Chief of Police recommend
that the bids received from Royal Rent-A-Car and Interamerican
Car Rental, Inc., each at a proposed amount of $306,240.00, for a
