J 8 - 39 A RESOLUTION CREATING THE LITTLE HAVANA SPECIAL EVENTS ADVISORY COMMITTEE FOR A PERIOD NOT TO EXCEED ONE YEAR TO (1) REVIEW CERTAIN ISSUES CONCERNING SPECIAL EVENTS HELD IN LITTLE HAVANA AREA AND MAKE RECOMMENDATIONS TO THE CITY COMMISSION RELATING TO REGULATIONS AND GUIDELINES FOR SUCH EVENTS; AND (2) ADVISE THE CITY COMMISSION CONCERNING THE CREATION OF A STANDING COMMITTEE FOR SUCH PURPOSE; FURTHER, APPOINTING MEMBERS TO SAID ADVISORY COMMITTEE. WHEREAS, concerned merchants have requested that the City regulate special events held in the Little Havana area; and WHEREAS, the City Commission wishes to create an Advisory Committee which will formulate guidelines and establish standards for special events in Little Havana; and WHEREAS, Section 2-883 of the Code of the City of Miami, Florida, as amended (the "Code"), sets forth the requirements for the creation of boards, which may only be established by Ordinance and under certain conditions; and WHEREAS, the City Commission, pursuant to Section 2-882 of the Code may create a citizens groups for specific advisory purposes where such groups existence is limited to a period of less than one year; and WHEREAS, the City Commission wishes to establish the Little Havana Festival Advisory Committee to (1) review certain issues CITY COMMIMSM MEETING OF JAN 1 3 1998 Resolution+ No. concerning special events in Little Havana and make recommendations to the City Commission relating to regulations and guidelines for such events; and (2) advise the City Commission concerning the creation of a standing committee, including recommendations for the proposed committee's purpose, function, power, responsibility, membership requirements and restrictions, etc.; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The LITTLE HAVANA SPECIAL EVENTS ADVISORY COMMITTEE is hereby created for a period not to exceed one year to (1) review certain issues concerning special events held in Little Havana area and make recommendations to the City Commission relating to regulations and guidelines for such events; and (2) advise the City Commission concerning the creation of a standing committee for such purpose. Section 3. The following individuals are hereby appointed to the Little Havana Festival Advisory Committee: A OTNT.RS: NOMINATED BY: Luis Sabines, Chairperson Commissioner J.L. Therefore, it is appropriate that we direct administration to discuss the details of all special events (scheduled to transpire in this area) that may affect the accessibility of streets and/or the normal operation of parking meters with the Latin Chamber of Commerce. , %8. 39
