A RESOLUTION, WITH ATTACHMENT(S), AUTHORIZING THE USE
OF THOSE PORTIONS OF WATSON ISLAND DEPICTED IN EXHIBIT
"A", ATTACHED HERETO AND MADE A PART HEREOF, BY
NATIONAL MARINE MANUFACTURERS ASSOCIATION, INC.
("NMMA'), FOR PARKING AND CONCESSION, IN CONNECTION
WITH THE 1998 INTERNATIONAL BOAT SHOW TO BE HELD
FEBRUARY 12-18, 1998, SUBJECT TO NMMA OBTAINING A CLASS I
SPECIAL PERMIT, ESTABLISHING A SPECIAL FEE IN THE AMOUNT
OF $94,500 FOR SAID USE; AND AUTHORIZING THE CITY
MANAGER TO INSTRUCT THE DIRECTOR OF PARKS AND
RECREATION TO ISSUE A PARK PERMIT, IN SUBSTANTIALLY THE
ATTACHED FORM.
WHEREAS, pursuant to prior City Commission authorization, the National Marine
Manufacturers Association, Inc. ("NMMA") has successfully staged in the past its annual
International Boat Show on portions of City -owned Watson Island; and
WHEREAS, the NMMA uses the southeast side of Watson Island for its "park and ride"
facility and areas on the northeast side for exhibit space, concession space and for exhibitor
parking;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section.
Section 2. The City Manager is hereby authorized to instruct the Director of Parks and
Recreation to issue a park permit, in substantially the attached form, to the National Marine

Manufacturers Association, Inc., for a period not to exceed thirty (30) days, for the use of those
portions of Watson Island depicted in Exhibit "A", attached hereto and made a part hereof, for
parking and concessions in connection with the 1998 Miami International Boat Show to be held
February 12-18, 1998, subject to the National Marine Manufacturers Association, Inc., obtaining
a Class I Special Permit from the City for such use and occupancy of Watson Island.
Section 3. A special fee in the amount of $94,500 is hereby established as a condition for
the issuance of said permit.
Section 4. This Resolution shall become effective immediately upon its adoption.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution for the
use of portions of Watson Island depicted in exhibit "A" to the National Marine Manufactures
Association ("NMMA") for parking and concession in connection with the 1998 International
Boat Show to be held February 12-18, 1998. A special fee in the amount of $94,500 will be
established.
BACKGROUND:
The Department of Parks and Recreation recommends the issuance of a park permit to the
NMMA. Pursuant to previous City Commission authorization, the NMMA has used portions of
the City -owned Watson Island as exhibit space, concession space and exhibitor parking in
connection with its annual International Boat Show. The NMMA has requested again the use of
the same areas of Watson Island (See attached site plan) to implement the 1998 Boat Show on
February 12-18, 1998.
The NMMA has agreed to pay a lump sum of $94,500 to cover fees for the use of the concession
areas, and "Park and Ride" area, beer and wine permit, bleachers and set-up and dismantle
periods. This represents a 5% increase above the total fee paid last year by NMMA.
Additionally, NMMA will be required to obtain a Class I Special Permit and pay for all required
and customary city services including police, park staff and cleanup. NMMA will also provide
liability insurance in a form and in amounts acceptable to the Risk Management Division.
