HomeMy WebLinkAboutR-98-0017J-98-27 1 /5/98 RESOLUTION NO. 9 8 - 17 A RESOLUTION ACCEPTING THE FINDINGS OF THE SELECTION COMMITTEE PURSUANT TO THE REQUEST FOR PROPOSALS ("RFP") AS TO THE MOST QUALIFIED FIRMS, IN RANK ORDER: 1) VINCAM OHS, AND 2) CONCENTRA MANAGED CARE, INC. (FORMERLY KNOWN AS CRA MANAGED CARE, INC.) TO PROVIDE A MANAGED CARE PROGRAM FOR WORKERS' COMPENSATION FOR THE CITY OF MIAMI FOR AN INITIAL TWO (2) YEAR PERIOD, WITH THE OPTION TO EXTEND FOR THREE (3) ADDITIONAL ONE (1) YEAR PERIODS; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN AGREEMENT WITH SAID FIRM, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, AND FURTHER DIRECTING THE CITY MANAGER TO PRESENT THE NEGOTIATED AGREEMENT TO THE CITY COMMISSION FOR ITS RATIFICATION AND APPROVAL. WHEREAS, Requests for Proposals were mailed to 39 firms seeking a broad range of responses from and to afford a competitive process for the provision of Managed Care Program for Workers' Compensation on behalf of the City of Miami; and WHEREAS, the Selection Committee evaluated the five (5) proposals received in response to the City's Request for Proposals, and selected, in rank order, the two (2) firms of Vincam OHS and Concentra Managed Care, Inc., as the most qualified to provide the required professional services; and WHEREAS, the City, as an employer, is required to furnish medical treatment solely through managed care arrangements to its employees for compensable injuries covered under the Florida Workers' Compensation Act; and WHEREAS, it has been determined that the recommended firm can provide these required services and at a projected overall costs savings to the City; CITY comet of ff NEL"Ma OF JAN 13 1998 FAMOluma rra. 98- 17 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Commission hereby accepts the findings of the Selection Committee as to the most qualified firms, in rank order: 1) Vincam OHS, and 2) Concentra Managed Care, Inc., (formerly known as CRA Managed Care, Inc.) to provide a Managed Care Program for Workers' Compensation on behalf of the City of Miami. Section 3. The City Commission hereby authorizes' the City Manager, or his designee, to negotiate a professional services agreement, on behalf of the City of Miami, in a form acceptable to the City Attorney, with Vincam OHS for an initial period of two (2) year period, with the option to extend for three (3) additional one (1) year periods, and to present the negotiated agreement to the City Commission for its ratification and approval. In the event that the City Manager or his designee cannot negotiate an agreement which, in his opinion, is fair, competitive and reasonable with the firm ranked first, then he is hereby authorized to enter into negotiations with the second ranked firm. Section 4. This Resolution shall become effective immediately upon its adoption. PASSED AND ADOPTED this 13 th day of January , 1998. Rollason Interim City Manager RECOIMENDATION B DATE: AN - 5 FILE SUBJECT: Workers' Compensation Managed Care Program RFP No. 96-97-017 REFERENCES: ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached Resolution approving the findings of the Selection Committee as to the most qualified firms, in rank order, to provide a Managed Care Program for Workers' Compensation on behalf of the City of Miami; authorizing the City Manager to negotiate an agreement with the most qualified firm, in rank order; and further directing the City Manager to present the negotiated agreement to the City Commission for its ratification and approval. BACKGROUND As a result of recent amendments to the Florida Workers' Compensation Act, effective January 1, 1997,the City of Miami, as an employer, is required to furnish medical treatment solely through managed care arrangements to its employees for compensable injuries covered under this Act. In response to this requirement, the City's Risk Management Division prepared and requested for advertisement in December of 1996, Request for Proposals (RFP) No. 96-97-017, for the purpose of seeking a qualified firm to provide a Managed Care Program for Workers' Compensation on behalf of the City of Miami. The proposals received pursuant to this RFP have been analyzed by a Selection Committee. Five (5) responses were received with two (2) firms, Vincam OHS and CRA Managed Care, Inc., ranked one and two, respectively. CRA Managed Care is now known as Concentra Managed Care. The Risk Management Division recommends that the City Commission accept the findings of the Selection Committee and authorize the City Manager to enter into negotiations with the most qualified firm ranked first, Vincam OHS, and to present the negotiated agreement to the City Commission for its ratification and approval. In the event negotiations with Vincam OHS are not successful, the City Manager would be authorized to enter into negotiations with the next highest rated firm. 98- 17 1 CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM To: Frank K. Monzon-Aguirre, Selection Committee Chairperson, upon their evaluation of the proposals received in accordance to RFP No. 96-97-017, for the purpose of seeking a qualified firm to provide a Managed Care Program for Workers' Compensation on behalf of the City of Miami. Pursuant to Mr. Monzon-Aguirre's report, it is the committee's findings that the following firms are to be ranked as follows: 1. Vincam OHS 2. CRA Managed Care, Inc. (now known as Concentra Managed Care,•Inc.) Per said report, it is the committee's recommendation that you seek authority to negotiate with the top ranked firm, Vincam OHS. Firstly, the committee was made up of individuals from the community for their knowledge, and background and appointed by the city commission. The committee members were Mr. Anthony Blaty, Ms. Judith Cannon, Mrs. Annmarie LeMonine, and Mr. Juan Reyes. We meet several times over a period of three months and reviewed five proposals. City of Miami staff was present at all meetings and provided the committee with important information which assisted the committee in its evaluation. As previously noted there were five proposals received by the city and presented to the committee for review. They consisted of the following: 1. CRA Managed Care, Inc. 312 Union Wharf Boston, Mass. 2. Humana Medical Plan, Inc. 3400 Lakeside Drive Miramar, Fla. 3.International Rehabilitation Assoc. d/b/a Intracorp 1601 Chestnut Street Philadelphia Pa. 4. Riscorp Managed Care Services 1390 Main Street Sarasota, Fla. 5. Vincam OHS 2850 Douglas Road Coral Gables, Fla. The committee convened early in September of this year at which time prior to any review of the proposals or the committee's knowledge of whom we had received proposals from, developed the evaluation criteria to be used in the analysis of the proposals. �R- 17 5 Alberto Ruder RE: RFP for Managed Care for Workers' Compensation, RFP # 96-97-017 Page 2 December 12, 1997 All proposals were distributed to the committee and in October meet, at which time a short list of the proposals was made based upon the scores of all members individual evaluations. The short-listed firms consisted of; CRA Managed Care, Riscorp and Vincam OHS. It was agreed that letters would be sent to the aforementioned, in which specific questions concerning each one the individual proposals would be presented to clarify questions raised by committee members. It is important to note here that NO new information was requested or subsequently received, and what was eventually received helped the committee understand completely the particular question that had been raised. As a result of the inquiries made, only two of the short-listed firms responded, Riscorp withdrew its proposal from consideration. Therefore the committee was left with two proposals CRA Managed Care and Vincam OHS for further evaluation. After reviewing the responses received, the committee concluded that the remaining proposals meet the specifications and can provide the City with a managed care program. After taking all elements of both proposals into consideration it is the finding of the committee that the rankings of the firms are as follows: 1. Vincam OHS 2. CRA Managed Care, Inc. It is therefore recommended that you seek authority to negotiate with the top ranked firm. It must be added that even though the RFP had a series of requirements and questions to be completed by all proposers, the committee concluded that certain additional issues and questions should be included in your negotiations. These items we believe will give the City the ability to assure itself that the program can be more effective in attaining the benefits of a managed care program. The issues and questions that should be part of your negotiation are: 1. Can the proposer's provider list be expanded or has it changed since the original submission? 2. Provide the percentage of staff to be assigned to this account that speak a language other than English, to ensure that the proposer's staff can communicate effectively with the City's personnel. Can this be corrected if the need arises? 3. Provide a listing of health care provider including their specialty and language, by zip code to compare with accessibility by city employees to services rendered. Can deficience be changed? 4. Provide the process utilized for credentialing of all providers. 5. At what point does the provider determine when the network of providers needs to be expanded to accommodate the service demand / workload? 7. The city wants to have a satiation survey, does the proposer have one and if so please provide a copy. Can the city in conjunction with the provider or other clients develop a different survey? Needless to say their maybe additional points that can be included in your negotiations and we strongly urge that input from Risk Management personnel be utilized to meet their concerns and issues.
