ORDINANCE NO.
AN ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE
FUND ENTITLED: "MIAMI LOVE YOUTH AT RISK
PROJECT" AND APPROPRIATING FUNDS FOR SAID
PROJECT IN THE AMOUNT OF $313,900, CONSISTING
OF A 1998 LEGISLATIVE LINE ITEM GRANT TO BE
ADMINISTERED BY THE FLORIDA DEPARTMENT OF
JUVENILE JUSTICE; AUTHORIZING THE CITY MANAGER
TO ACCEPT SAID GRANT AWARD AND EXECUTE THE
NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, TO IMPLEMENT ACCEPTANCE OF
SAID GRANT.
WHEREAS, the "Miami Love Youth At Risk" project is a
specialized non-traditional innovative early intervention program
that brings together public and private sectors in community -wide
coalitions; and
WHEREAS, the "Miami Love Youth At Risk" project consists of
promoting partnerships and targeting 450 male and female youths
at risk (ages 7 to 17), in conjunction with the City of Miami's
parks system; and
WHEREAS, said Program began on January 27, 1994 with 17
parks providing services to under -served youths in the inner
city; and
WHEREAS, today 30 parks are involved in recreation programs
focusing on delinquency prevention and diverting

juveniles from the Juvenile Justice System; and
WHEREAS, the 1998 Florida Legislature awarded the City of
Miami a $313,900 grant to assist in the operation of. said
program; and
WHEREAS, said grant will be administered through the Florida
Department of Juvenile Justice;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference
thereto and 'incorporated herein as if fully set forth in this
Section.
Section 2. The following new Special Revenue Fund is
hereby established and resources are hereby appropriated as
described herein:
FUND TITLE: "Miami Love Youth At Risk Project"
1998 Legislative Line Item Grant
RESOURCES: The Florida Department of $313,900
Juvenile Justice
APPROPRIATION: "Miami Love Youth At Risk Project"
1998 Legislative Line Item Grant $313,900
Section 3. The City Manager is hereby authorizedY to
accept the aforementioned grant and execute the necessary
documents, in a form acceptable to the City Attorney, to

implement acceptance of said grant.
Section 4. All ordinances or parts of ordinances insofar
as they are inconsistent of in conflict with the provisions of
this Ordinance are hereby repealed.
Section 5. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 6. This Ordinance shall become effective thirty
(30) days after final reading and adoption thereof.Z/

RECOMMENDATION:
It is respectfully recommended that the. City Commission adopt the attached Ordinance
establishing a special revenue fund entitled: "Miami Love Youth At Risk Project" and
appropriating funds in the amount of $313,900 consisting of a grant from the Florida
Department of Juvenile Justice. The Ordinance also authorizes the City Manager to
accept said grant award and to execute the necessary documents, in a form acceptable to
the City Attorney.
BACKGROUND:
The "Miami Love Youth At Risk Project" is a specialized non-traditional innovative
early intervention program that brings the public and private sectors together in
community -wide coalitions, promoting partnerships and targeting 450 male and female
youths at risk (ages 7 to 17), in the City of Miami's park system. This program began on
January 27, 1994 with seventeen (17) parks providing recreation to under -served youths
in the inner city. Today, there are thirty (30) parks involved in recreation geared to youth
preventing delinquency and diverting juveniles from the Juvenile Justice System.
The 1998 Florida Legislature awarded the City of Miami a $313,900 grant to assist in the
operation of said program and will administer the funds through the Florida Department
of Juvenile Justice. It is therefore recommended that the City Commission approve the
attached Ordinance in its entirety, to accept, appropriate and establish a revenue fund to
implement the grant for this program.
