AN EMERGENCY ORDINANCE AMENDING ORDINANCE NO. 11537, ADOPTED SEPTEMBER.9, 1997, WHICH ESTABLISHED INITIAL RESOURCES AND INITIAL APPROPRIATIONS FOR A SPECIAL REVENUE FUND ENTITLED "WYNWOOD/HIDTA COMMUNITY EMPOWERMENT ANTI -NARCOTICS INITIATIVE", THEREBY INCREASING SAID APPROPRIATIONS IN THE AMOUNT OF $46,700.00, CONSISTING OF A GRANT FROM THE MONROE COUNTY SHERIFF'S OFFICE; AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT, AND TO EXECUTE. ANY NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE. TO THE CITY ATTORNEY TO IMPLEMENT ACCEPTANCE OF SAID GRANT; CONTAINING A REPEALER PROVISION AND SEVERABILITY CLAUSE. WHEREAS, the City of Miami Police Department is desirous of implementing strategies to reduce narcotics and narcotics -related activities; and WHEREAS, there is aneed to target the specific geographic area of Wynwood; and WHEREAS, Monroe County Sheriff's Office administers monies received from the federal government to be distributed to South Florida counties and municipalities for anti -narcotic, police community initiatives; and WHEREAS, the City submitted a grant application to Monroe County Sheriff's Office for funding of its "Wynwood/HIDTA 11718 Community Empowerment Anti -Narcotics Initiative; and WHEREAS, the Monroe County Sheriff's Office, approved an award, in the amount of $46,700.00, to be used for the operation of an anti -narcotic, police -community initiative in the Wynwood NET Service area, with no matching funds required from the City of Miami to accomplish this initiative; and WHEREAS, any purchases must comply with applicable City code purchasing requirements; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Section 2 of Ordinance No. 11537, adopted September 9, 1997, is hereby .amended in the following particulars:l/ FUND TITLE: Wynwood/HIDTA Community Empowerment . Anti -Narcotics Initiative RESOURCES: Monroe County Sheriff's $115,625.OG $162,225.00 Office Grant APPROPRIATION: Necessary expenses for $"5, "5.^^ $162,i25.00 the operation of the Wynwood/HIDTA Community Empowerment Anti -Narcotics .Initiative Words and/or figures stricken through shall be deleted. Underscored words and/or figures shall be added. The remaining provisions are now in effect and remain unchanged. Asterisks indicate omitted and unchanged material. 2 - . 11718 a Section 3. The City Manager is hereby authorized2-1 to accept the grant from the Monroe County Sheriff's Office, in the amount of $46,700.00, and to enter into the necessary contract(s) and/or agreements(s), in a form acceptable to the City Attorney, for acceptance of the aforesaid monies. Section 4. All Ordinances or parts of Ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 5. If any section, part of section, paragraph, clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 6. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety and property of the City of Miami. Section 8. The requirements of reading this Ordinance on two separate days is hereby dispensed with by an affirmative vote The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. 3 - 11718 of not less than four -fifths of the members of the Commission.
