HomeMy WebLinkAboutO-11682J-98-731 7/13/98 ORDINANCE NO. 11682 AN EMERGENCY ORDINANCE ESTABLISHING FIVE (5) NEW SPECIAL REVENUE FUNDS ENTITLED: "JTPA TITLE II-A/ECONOMICALLY DISADVANTAGED ADULTS (PY '98)", "JTPA TITLE II-C/ECONOMICALLY DISADVANTAGED YOUTH (PY 198)11, "JTPA TITLE III/DISLOCATED WORKERS (PY'98)11, "JTPA/WAGES (PY '98)11, AND "DADE-MONROE WAGES COALITION (PY '98)"; APPROPRIATING FUNDS FOR THE OPERATION OF EACH COMPONENT IN THE RESPECTIVE AMOUNTS OF $248,400, $34,500, $411,700,. $470,750, AND $2,416,796 FROM THE U.S. DEPARTMENT OF LABOR AND FLORIDA DEPARTMENT OF CHILDREN AND FAMILIES GRANT AWARDS; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENT (S), IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT ACCEPTANCE OF SAID GRANTS; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Congress of the United States adopted Public Law 97-300, the Job Training Partnership Act (JTPA) on October 13, 1982 to establish programs to prepare youth and unskilled adults for entry into the labor force and to afford job training to economically disadvantaged persons and other individuals facing serious barriers to employment, who are in special need of such training to obtain productive employment; and WHEREAS, the Congress of the United States adopted the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, Public Law 104-193 on August 22, 1996, and the State of li682 Florida adopted the Work and Gain Economic Self -Sufficiency (WAGES) Act, Chapter 96-175, Laws of Florida, which was implemented October 1, 1996, to establish programs to move adults from welfare to work through employment and training opportunities, to reach self-sufficiency; and WHEREAS, the City is operating the Department of Community Development/Office of Workforce Development in PY 198 to meet the mandate of the aforementioned public laws; and WHEREAS, the South Florida Employment and Training Consortium has awarded the City $248,400 under Title II -A to train economically disadvantaged adults from the general population, ex -offenders, recipients of temporary assistance for needy families ("TANF") and handicapped persons; and WHEREAS, the South Florida Employment and Training Consortium has awarded the City $34,500 under Title II-C to provide employment and training assistance to economically disadvantaged youth, at -risk youth; and WHEREAS, the South Florida Employment and Training Consortium has awarded the City $411,700 under Title III to provide re-training for dislocated workers and laid off individuals; and WHEREAS, the South Florida Employment and Training Consortium has awarded the City $470,750 under WAGES to provide employment and training opportunities for individuals moving from welfare to work; and WHEREAS, the Dade -Monroe WAGES Coalition has awarded the City $2,416,796 to provide services and employment and training - 2 - opportunities for individuals moving from welfare to work; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following special revenue fundS are hereby established and resources are hereby appropriated as described herein: FUND TITLE: JTPA TITLE II-A/ECONOMICALLY DISADVANTAGED ADULTS (PY '98) RESOURCES: U.S. DEPARTMENT OF LABOR THROUGH THE SOUTH FLORIDA EMPLOYMENT AND.TRAINING CONSORTIUM $ 248,400 APPROPRIATIONS: JTPA TITLE II-A/ECONOMICALLY DISADVANTAGED ADULTS (PY '98) $ 248,400 FUND TITLE: JTPA TITLE II-C/ECONOMICALLY DISADVANTAGED YOUTH (PY '98) RESOURCES: U.S. DEPARTMENT OF LABOR THROUGH THE SOUTH'FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $ 34,500 APPROPRIATIONS: JTPA TITLE II-C/ECONOMICALLY DISADVANTAGED YOUTH PY '98) $ 34,500 FUND TITLE: JTPA TITLE III/DISLOCATED WORKERS (PY '98) RESOURCES: U.S. DEPARTMENT OF LABOR THROUGH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $ 411,700 APPROPRIATIONS: JTPA TITLE III/DISLOCATED WORKERS (PY '98) $ 411,700 - 3 - 11682 FUND TITLE: JTPA/WAGES (PY '98) RESOURCES: U.S. DEPARTMENT OF LABOR AND FLORIDA DEPARTMENT OF CHILDREN AND FAMILIES THROUGH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $ 470,750 APPROPRIATIONS: JTPA/WAGES (PY 198) $ 470,750 FUND TITLE: DADE-MONROE WAGES COALITION (PY 198) RESOURCES: U.S. DEPARTMENT OF LABOR AND FLORIDA DEPARTMENT OF CHILDREN AND FAMILIES THROUGH DADE-MONROE WAGES COALITION $2,416,796 APPROPRIATIONS: DADE-MONROE WAGES COALITION (PY 198) $2,416,796 Section 3. The herein appropriations are contingent upon funding by the South Florida Employment and Training Consortium and the Dade -Monroe WAGES Coalition and the City Manager's acceptance thereof. Section 4. The City Manager is hereby authorizedl/ to accept the aforementioned grant(s) and execute the necessary document (s), in a form acceptable to the City Attorney, with the South Florida Employment and Training Consortium and the Dade - The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. - 4 - 11682 • Monroe WAGES Coalition. Section 5. The herein authorization shall remain valid and outstanding even if the anticipated grant award(s) are reduced or increased. Section 6. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 7. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section B. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further grounds of the necessity to make the required and necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies and to generally carry on the functions and duties of municipal affairs. Section 9. The requirement of reading this Ordinance on two separate days is hereby dispensed with by an affirmative vote - 5 - 11682 • of not less than four -fifths of the members of the Commission. If the Mayor vetoes this Ordinance, it shall become effective immediately upon override of the veto by the City Commission. - 6 - 1682 0 CITY OF MIAMI, FLORIDA • 10 INTER -OFFICE MEMORANDUM TO: The Honorable Mayor, Joe Carollo and Members of tfie City Commission FROM: (o4naH. *V�soia"Ew City Manager RECOMMENDATION DATE: June 23, 1998 FILE: SUBJECT: Appropriation Ordinance for JTPA Titles II -A, II-C, and III JTPA WAGES and State WAGES REFERENCES: Commission Agenda Item ENCLOSURES: July 14, 1998 It is respectfully recommended that the City Commission adopt the attached Emergency Ordinance which establishes five (5) new special revenue funds entitled: JTPA Title II-A/Economically Disadvantaged Adults (PY `98), JTPA Title H-C/Economically Disadvantaged Yonth (PY `98), JTPA Title HI/Dislocated Workers (PY `98), JTPA/WAGES (PY '98), and Dade -Monroe WAGES Coalition (PY '98) and appropriating funds for the operation of each component in the respective amounts of $248,400, $34,500 and $411,700 from the U.S. Department of Labor grant awards through the South Florida Employment and Training Consortium (SFETC); $470,750 from the U.S. Department of Labor and the Florida State Department of Children and Families through the South Florida Employment and Training Consortium (SFETC); and $2,416,796 from the U.S. Department of Labor and the Florida State Department of Children and Families through the Dade -Monroe WAGES Coalition.. BACKGROUND The -Department of Community Development/Office of Workforce Development has prepared legislation appropriating funds and establishing the following five (5) special revenue funds as a result of grant awards from the South Florida Employment and Training Consortium (SFETC) and the Dade - Monroe WAGES Coalition. 1. JTPA Title II -A (PY `98) The Consortium (SFETC) has awarded the City $248,400 to train and provide job placement assistance for economically disadvantaged adults, ex -offenders, recipients of Temporary Assistance to Needy Families (TANF) and handicapped persons. 2. JTPA Title II-C Youth Program ( PY `98) The Consortium (SFETC) has awarded the City $34,500 to train and provide job placement assistance for economically disadvantaged youth and at -risk youth. 3. JTPA Title III/Dislocated Workers Program (PY 198) The Consortium (SFETC) has awarded the City $411,700 to provide re-training and direct placement assistance to dislocated workers and laid off individuals. 4. JTPA/WAGES (PY'98) The Consortium (SFETC) has awarded the City $470,750 to provide a vocational training/employment program for WAGES participants. 5. Dade -Monroe WAGES Coalition (PY'98) The Coalition has awarded the City $2,416,796 to provide employment and training programs for WAGES participants. 11682 These programs are operated by the Office of Workforce Development. Adoption of the proposed legislation establishes the above referenced new special revenue funds and appropriates funds for each account as outlined above. This legislation also authorizes the City Manager to accept the grant awards and enter into agreements with the South Florida Employment and Training Consortium and the Dade -Monroe WAGES Coalition. There are no City matching funds required for these programs.
