ORDINANCE NO. 11664
AN ORDINANCE AMENDING ORDINANCE NO. 11506,
ADOPTED JUNE 9T", 1997, WHICH ESTABLISHED A SPECIAL
REVENUE FUND ENTITLED: "CALI CARTEL ENFORCEMENT,"
THEREBY APPROPRIATING ADDITIONAL FUNDS FOR THE
OPERATION OF THE PROGRAM IN A TOTAL AMOUNT OF
$115,555, CONSISTING OF A GRANT FROM THE MONROE
COUNTY SHERIFF'S OFFICE;: AUTHORIZING THE CITY
MANAGER TO ACCEPT SAID GRANT AND TO EXECUTE THE
NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, FOR THIS PURPOSE, CONTAINING A
REPEALER PROVISION AND SEVERABILITY CLAUSE.
WHEREAS, the City of Miami Police Department, along with the Drug Enforcement
Administration ("DEA"), will target the Cali Drug Cartel; and
WHEREAS, to accomplish this task the Monroe County Sheriff's Office has awarded
the Miami Police Department a grant, in the amount of $1 15,555, which will be used for
the payment of overtime and a rental car, with no matching funds required from the City of
Miami; and
WHEREAS, any purchases would have to comply with applicable City Code
purchasing requirements;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the preamble to this Ordinance are
hereby adopted by reference thereto and incorporated herein as if fully set forth in this .
Section.
Section 2. Ordinance 11506, adopted June 9, 1997, is hereby amended by
appropriating additional funds to the special revenue fund as indicated below:'

The Monroe County Sheriff's

Necessary expenses for the operation
of Cali Cartel Enforcement $143,055.00
Section 3. The City Manager is hereby authorized to accept the grant as set forth
in the Preamble to this Ordinance and to execute the necessary documents, in a form
acceptable to the City Attorney, for acceptance of the aforesaid monies.
Section 4. All Ordinances or parts of Ordinances insofar as they are inconsistent or
in conflict with the provisions of this Ordinance are hereby repealed.
Section 5. If any section, part of section, paragraph, clause, phrase, or word of this
Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be
affected.
Section 6. The Grant period is from February 1 ", 1998 to January 31 ", 1999.
Section 7. This Ordinance shall become effective thirty (30) days after final
reading and adoption thereof.
' Words and/or figures stricken through shall be deleted. Underscored words and/or figures shall be added. The
remaining provisions are now in effect and remain unchanged.
2 The herein authorization is further subject to compliance with all requirements that may be imposed by the
City Attorney, including but not limited to those prescribed by applicable city Charter and code provisions.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Ordinance, on Second
Reading, amending Ordinance No. 11506, which established a Special Revenue Fund entitled:
"Cali Cartel Enforcement," accepting a grant from the Monroe County Sheriff's Office, in the
amount of $115,555.00, and appropriating said funds for the operation of same. There are no
matching funds required of the City of Miami.
BACKGROUND:
The Miami Police Department, along with the Drug Enforcement Administration, will target the
Cali Drug Cartel utilizing various methods to break up their operations. To accomplish this task
the Department of Police has received a grant, in the amount of $115,555.00, from the Monroe
County Sheriff's Office which will be used for the payment of overtime and a rental car. No
matching funds are required by the City of Miami. The grant period is from February 1 S`, 1998 to
January 31 ", 1999.

Dear Chief Brooks:
This letter is a request that the City of Miami accept a $42,670 supplement to their FY98 South
Florida H DTA grant for the Cali Enforcement Group. These funds will be used to reimburse the
Miami Police Department for overtime insured supporting South Florida IWTA's Operation
Buckstop.
This supplement will be merged into the existing I8PMIP5101 grant, covering the same period of
time (2/1/98-1/31/99). The Departtrwit's claims for reirnbursemerit should be accompanied by
copies of the payroll register and individual overtime cards, sad may be included with the
Department's reimbursement claims for Cali expenditures. Please differentiate between Buckstop
and Cali wTendi tares to facilitate tracking remaining balances.
Enclosed is a budget amendment reflecting this supplement. Please sign it and fax it back to our
fiscal officer, Genii Cockcsiwtt. She'll forward it to the Assistance Center for processing. Thank you
for your assistance in this matter.

conflict with the provisions of this Ordinance are hereby repealed.
Section S. If any section, part of section, paragraph; clause, phrase, or word of this
Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be* affected..
Section 6. This Ordinance is hereby declared to be an emergency measure on the grounds
of urgent public need for the preservation of peace, health, safety; and property of the City of
Miami, and upon the further grounds of the necessity of the City of Miami to make the required
