HomeMy WebLinkAboutO-11661J-98-487 5/4/98 ORDINANCE NO. 11661 AN ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "PROGRAMS FOR THE DEVELOPMENTALLY DISABLED, 1998-1999"; APPROPRIATING FUNDS FOR ITS OPERATION IN THE ESTIMATED TOTAL AMOUNT $317,818, CONSISTING OF A GRANT ESTIMATED AT $20,956 FROM THE STATE OF FLORIDA DEPARTMENT OF CHILDREN AND FAMILIES, AND ANOTHER GRANT ESTIMATED AT $296,862 FROM THE STATE OF FLORIDA AGENCY FOR HEALTHCARE ADMINISTRATION, MEDICAID PROGRAM DEVELOPMENT; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, Miami City Commission adopted a Resolution accepting two grants, one in the estimated amount of $20,956 from the State of Florida Department of Children and Families, hereinafter referred to as "DCF", and another one in the estimated amount of $296,862 from the State of Florida Agency for Healthcare Administration, Medicaid Program Development, hereinafter referred to as "AHCA", for funds to support Programs for the Developmentally Disabled during the coming year; and WHEREAS, said programs will be administered by the Parks and Recreation Department through its Programs for Persons with Disabilities during the period of July 1, 1998 through June 30, 1999; and 11661 r M WHEREAS, the aggregate of these funds, in the total estimated amount of $317,818 will allow the program to continue throughout June 30, 1999; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: PROGRAMS FOR THE DEVELOPMENTALLY DISABLED, 1998-1999 RESOURCES: United States Department of Health $ 20,956 and Human Services Grant through the Florida Department of Children and Families State of Florida Agency for Healthcare $296,862 Administration, Medicaid Program Development APPROPRIATION: PROGRAMS FOR THE DEVELOPMENTALLY DISABLED, 1998-1999 $317,818 Section 3. All Ordinances or parts of Ordinance insofar as they are inconsistent or in conflict with the provision of this Ordinance are hereby repealed. Section 4. If any section, part of section, paragraph, clause, phrase, or word of this Ordinance is declared invalid, the remaining provision of this Ordinance shall not be affected. - 2 - 11661 Section 5. FOEMAN CITY CLERK REVIEWED BY: S: - 3 11661 TO FROM 0 0 CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM Honorable Mayor and Members DATE : May 12, 1998 FILE Of the City Commission SUBJECT: Ordinance for New Special Revenue Fund "Programs for the Developmentally REFERENCES: Disabled 1998-1999 Jose Garcia Pedrosa City Manager ENCLOSURES: RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Ordinance creating a new special revenue fund entitled "Programs for the Developmentally Disabled - 1998-1999" and appropriating funds for the program operation in an estimated amount of $317,818; consisting of a $20,956 grant from the Florida Department of Children and Families (DCF), and a $296,862 grant from the State of Florida Agency for Healthcare Administration, Medicaid Program Development (AHCA). BACKGROUND: For the past twenty (20) years, the Department of Parks and Recreation - Programs for Persons with Disabilities Division, has received' funds from the State of Florida Department of Children and Families. Since 1993, the State of Florida Agency for Healthcare Administration Medicaid Program Development has provided grant funds for this Program. These grants are used to provide programs and transportation services to more than ninety-nine (99) developmentally disabled adults on a weekly basis. Due to the high quality of service provided by the City of Miami, the State of Florida has again awarded these grant funds. The contract period for the grants will run from July 1, 1998 through June 30, 1999. To serve as many as ninety nine (99) clients, funds from both State grants are combined to cover two (2) interrelated programs offered by the Parks Department's Program for Persons with Disabilities Division. The non -rehabilitation services program provides for thirty (30) clients, thirty (30) hours per week, a non -work oriented program, giving instruction in such skills as telling time, transacting money, and learning independent living skills. The second program provides for non-residential habilitation services to a minimum of sixty-nine (69) clients, on the average of eight (8) hours per month. Specific activities in this program include dances, bowling, movies and special events. Additionally, clients are educated on socialization skills, interpersonal relationships, and peer interaction. The Programs for Persons with Disabilities Division also provides the clients with transportation to the various programs and activity sites. 11661 Honorable Mayor and Members of the City Commission Page two The Department of Finance requires the establishment of a special revenue fund to appropriate these funds for the operation of the Parks Department's Programs for Persons with Disabilities. This Ordinance is a companion item to an accompanying Resolution accepting said grants.
