of the City Commission
SUBJECT: Second Reading Ordinance
FROM: Jose Garcia -Pedrosa
City Manager I
RECOMMENDATION:

ENCLOSURES: East Little Havana Minority
Youth Diversion Program
It is respectfully recommended that the City Commission adopt the attached Ordinance on Second
Reading which establishes initial resources and initial appropriations for a Special Revenue Fund
entitled: "East Little Havana Minority Youth Diversion Program" accepting a grant from the
Florida Department of Juvenile Justice, in the amount of $82,924.00, which includes a $12,924.00
in -kind match by the City of Miami.
BACKGROUND:
The Department of Police, has received a grant to operate a community policing diversionary
program for minority youth in the East Little Havana section. This particular neighborhood was
selected because it is among the highest in Florida for violent crime, poverty, overcrowding,
unemployment, and low education attainment. The program targets an under served minority
youth population who have either already committed one offense or are at risk of involvement in
juvenile crime. The goal of the East Little Havana Youth Diversion program is to reduce juvenile
delinquency in East Little Havana by providing a prevention, early intervention, and diversion
program during the hours when juvenile crimes are at a peak and targeting services to the age
