L] AN ORDINANCE ESTABLISHING INITIAL RESOURCES AND APPROPRIATIONS FOR A NEW SPECIAL REVENUE FUND ENTITLED: "EAST LITTLE HAVANA MINORITY YOUTH DIVERSION PROGRAM", IN THE AMOUNT OF $82,924.00, CONSISTING OF A GRANT, IN THE AMOUNT OF $70,000.00, FROM THE FLORIDA DEPARTMENT OF JUVENILE JUSTICE AND AN IN -KIND SERVICES MATCH EQUAL TO $12,924.00, TO BE PROVIDED BY THE DEPARTMENT OF POLICE; AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT, AND TO EXECUTE THE NECESSARY DOCUMENT(S), IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT ACCEPTANCE OF SAID GRANT; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Department of Police will operate a community policing diversionary program for minority youth in the East Little Havana section of Miami; and WHEREAS, the East Little Havana Minority Youth Diversion Program will attempt to reduce juvenile delinquency by providing a prevention - early intervention - diversion program during the hours when juvenile crimes are at peak and by targeting services to the age group committing most of the crime; and WHEREAS, the Florida Department of Juvenile Justice has approved an award in the amount of $70,000.00, which requires a in -kind service match equal to $12,924.00 by the Department of Police, to be applied towards salaries and necessary expenses for the operation of said Program; and 11659 0. 0 WHEREAS, any equipment/services purchases for said Program must comply with applicable City Code procurement requirements; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following new Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: EAST LITTLE HAVANA MINORITY YOUTH DIVERSION PROGRAM RESOURCES: Florida Department Of $70,000 Juvenile Justice Police Department $12,924 In -Kind Service Match APPROPRIATIONS: EAST LITTLE HAVANA MINORITY $82,924 YOUTH DIVERSION PROGRAM Section 3. The City Manager is hereby authorizedY to accept the grant from the Florida Department of Juvenile Justice, and execute the necessary documents, in a form acceptable to the City Attorney, to implement acceptance of said grant for the operation,of said Program. The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but. not limited to those prescribed by applicable City Charter and Code provisions. - 2 11659 Section 4. The.Department of Police is hereby authorized to expend said, monies from said Fund for the East Little Havana Minority Youth Diversion Program. Section 5. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 6. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the - remaining provisions of this Ordinance shall not be affected. Section 7. BACKGROUND: The Department of Police, has received a grant to operate a community policing diversionary program for minority youth in the East Little Havana section. This particular neighborhood was selected because it is among the highest in Florida for violent crime, poverty, overcrowding, unemployment, and low education attainment. The program targets an under served minority youth population who have either already committed one offense or are at risk of involvement in juvenile crime. The goal of the East Little Havana Youth Diversion program is to reduce juvenile delinquency in East Little Havana by providing a prevention, early intervention, and diversion program during the hours when juvenile crimes are at a peak and targeting services to the age grou;HHW:Imr mi ' g most of the crime.
