HomeMy WebLinkAboutO-11655J-98-464 4/27/98 ORDINANCE NO 11 "55 AN EMERGENCY ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "1997 SUPER NOFA SUPPORTIVE SERVICES GRANT" TO PROVIDE OUTREACH, INFORMATION, REFERRAL, ASSESSMENT AND PLACEMENT SERVICES TO HOMELESS INDIVIDUALS, AND APPROPRIATING AN AMOUNT OF $224,811.00 CONSISTING OF A GRANT FROM THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT ("US HUD") THROUGH THE MIAMI-DADE COUNTY HOMELESS TRUST ("TRUST"), AN AGENCY OF MIAMI DADE COUNTY; AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT AND TO EXECUTE THE NECESSARY DOCUMENT(S), IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR THIS PURPOSE; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City of Miami's Office of Homeless Programs (OHP) offers outreach, information, referral, assessment and placement services to the homeless, and said services are an integral part of the Miami -Dade County Homeless Plan being implemented by the Miami -Dade County Homeless Trust (the Trust); and WHEREAS, the City of Miami's Office of Homeless Programs participated in a county -wide application for a Supportive Housing Program Grant under U.S. HUD's 1997 Super Nofa which funds housing and services programs for homeless individuals; and WHEREAS, U.S. HUD notified the Trust, that the local agencies it represents are eligible to receive a three year grant entitled "Super Nofa" beginning June, 1998; and. 11655 WHEREAS, the Super Nofa, to be administered by the Trust, includes an award of $224,811.00 per year, for three years, to the Office of Homeless Programs for outreach, information, referral, assessment and placement services to homeless individuals; and WHEREAS, this award will partly replace (20% less) a Model Cities Initiatives Grant which terminates May 31, 1998; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: Super NOFA'S SHP Grant for Outreach Services to the Homeless RESOURCES: United States Department of Housing and Urban Development through the Miami -Dade County Homeless Trust, an agency of Miami -Dade County $224,811.00 APPROPRIATIONS: Super NOFA Grant for Outreach Services to the Homeless $224,811.00 Section 3. This appropriation is contingent upon the approval of the City's application for said grant by the Miami -Dade County Homeless Trust, and the City Manager's acceptance thereof. Section 4. The City Manager is hereby authorized' to accept said grant as set forth in the Preamble 'to this Ordinance and to execute the necessary document(s), in a form acceptable to the City Attorney, for this purpose. Section 5. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. ' The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. 2 11655 Section 6. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 7. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further grounds of the necessity to make the required and necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 8. The requirements of reading this Ordinance on two separate days is hereby dispensed with by an affirmative vote of not less than four -fifths of the members of the City Commission. INTER -OFFICE MEMORANDUM DATE : May 11, 1998 FILE SUBJECT: U.S. HUD's 1997 SHP Supportive Services Grant REFERENCES: ENCLOSURES: It is respectfully recommended that the Honorable Mayor and the City Commission adopt the attached resolution to create a new Special Revenue Fund for the city's Office of Homeless Programs (OHP) and to appropriate and expend grant funds in an amount not to exceed $224,811.00 per year, for three years beginning in June, 1998. The source of these funds is the United States Department of Housing and Urban Development through the Miami -Dade County Homeless Trust. Said grant funds were awarded for outreach, information, referral, assessment and placement services to the homeless in all the neighborhoods of the city. BACKGROUND On April 8, 1997, U.S. HUD announced the issuance of a Notice of Funding Availability (NOFA) with three components. One of them, the Supportive Housing Program (SHP), provides funds to develop housing and supportive services for homeless persons. The application process was competitive and called for local communities to develop community -wide consolidated applications. To enhance the quality of Miami -Dade County's application to U.S. HUD, a working group comprised of homeless providers and other county agencies was formed. It was determined that the Miami -Dade County Homeless Trust would be the lead agency and central administrator.' In December 1997, U.S. HUD announced that Miami -Dade County was awarded $13,238,793 million (this is one of the top ten awards in the nation). Some of the services that are funded by this three year grant include transitional housing, employment training and placement, vocational education, child care, legal services and coordinated case management. The City of Miami, Office of Homeless Programs (OHP) has been allocated funds to provide outreach, information and referral, assessment and placement services for three years. Please note that this award will replace part of the funding (20 % less) received by OHP under the U.S. HUD Model Cities Homeless Initiatives Grant ceasing in May 1998.
