ANALYSIS FOR ZONING CHANGE
Approximately 666 Biscayne Boulevard.
CASE NO: 1997-0047
Pursuant to Article 4, Section 401 and Article 22 of Ordinance 11000, as amended, the
Zoning Ordinance of the City of Miami, Florida, the subject proposal has been reviewed
for an amendment to the Zoning Atlas as follows:
The request is to change the Zoning designation as follows:
A 0.6 acre parcel which consists of five lots, from C-1 "Restricted Commercial" to
CBD "Central Business District". (Complete legal description on file with the
Hearing Boards Office).
The following findings have been made:
• It is found that the Department of Planning and Development, upon receiving this
application for a zoning change to CBD "Central Business District" conducted a
study of the Biscayne Boulevard corridor in this area in order to determine whether
the requested zoning change was appropriate or whether another zoning classification
which increased intensity of development while maintaining a C-1 "Restricted
Commercial" land use classification was mote appropriate. It was determined that a
zoning classification of SD-6 "Central Commercial -Residential District, which
maintains a Restricted Commercial land use classification was more appropriate and
allowed a much more flexible development program than the C-1 "Restricted
Commercial" zoning designation for the remainder of the Biscayne Boulevard
Corridor in this area, however, a zoning designation of "Central Business District" for
the subject property would unify the block under one designation which would
therefore make the entire block much easier to develop in a unified fashion.
O It is found that the requested change to CBD "Central Business District" on the
subject property is a logical extension of the adjacent parcels and will unify the
designations for the entire block and therefore allow for a more unified development
proposal to serve the downtown core.
Based on these findings, the Department of Development, Building and Zoning is
recommending approval of the application as presented.

Re: Rezoning and Comprehensive Plan Amendment Applications for 666 Biscayne
Boulevard, Ltd.
Dear Teresita:
On behalf of 666 Biscayne Boulevard, Ltd., a Florida Limited Partnership, we are applying
for a rezoning and comprehensive plan amendment for the vacant property located at approximately
666 Biscayne Boulevard and bounded by Northeast 2"d Avenue, Northeast 7t' Street and Biscayne
Boulevard, Miami, Florida. Pursuant to the Application for Amendment to the Zoning Atlas, this
letter serves to explain why the proposed zoning designation is inappropriate and why the proposed
zoning designation is appropriate.
The existing zoning is C-1 (Restricted Commercial). The enclosed application requests the
zoning designation be amended to CBD (Central Business District). The C-1 designation is
inappropriate due to the location of the property on a major roadway, Biscayne Boulevard, and it
being adjacent to a CBD district to the south, as well as being located on the same block with other
property which is also zoned CBD. '
The CBD designation for the subject property would be more compatible and conducive for
the surrounding neighborhood with the CBD designation.
For the above stated reasons, we are requesting the zoning amendment from C-1 to CBD.
Thank you very much for your attention. Please call if you have any questions.
Ve truly yours, -
I
