BACKGROUND: Each year since 1968, the Department of Parks and Recreation has sponsored a Summer Food Service Program for children. Under this program, the City provides nutritional meals in conjunction with its comprehensive recreational program featuring arts and crafts, sporting activities, field trips and special events. This year, we plan to serve up to 3,770 lunches and 3,820 snacks per day using no less ' than twenty-six (26) sites throughout the City. Based on 1997 program totals, we estimate that 165,880 lunches and 168,080 snacks will be served during the upcoming summer program. These figures average out to 3,770 lunches and 3,820 snacks each day for the 44 day program. Funding is provided to the City from a USDA grant through Florida's Department of Education. This year's grant is estimated at $471,000 based on last year's meals figures and reimbursement rates of $2.08 for lunch and $.48 for afternoon supplements (snacks). This rate will provide sufficient funds to cover the meal cost and to hire the necessary temporary, part-time recreation aides to operate the program. Based upon the estimated number of participants and 44 service days in the program, the total grant amount is estimated at $471,000. The final grant award amount will be made available by Florida's Department of Education in April 1998. This grant does not require matching funds. 11646 Honorable Mayor and Members of the City Commission Page two This Ordinance is being presented as an emergency item because the department was just recently informed of the availability of grant funds; the need to meet the State of Florida established time constraints; deadlines for contract execution; and to ensure that funds are in place prior to the start of the Summer Program on June 22, 1998. This item is companion to a resolution which would authorize the purchase of food through a Metro Dade County bid. • MIAMI DAILY BUSINESS REVIEW Published Daily except Saturday, Sunday and Legal Holidays Miami, Dade County, Florida.
