HomeMy WebLinkAboutO-11623J-98-298 3/16/98 ORDINANCE NO. 11623 AN ORDINANCE ESTABLISHING APPROPRIATIONS FOR CITY OF MIAMI CAPITAL IMPROVEMENTS; CONTINUING AND REVISING PREVIOUSLY APPROVED SCHEDULED CAPITAL IMPROVEMENT PROJECTS; ESTABLISHING NEW CAPITAL IMPROVEMENT PROJECTS TO BEGIN DURING FISCAL YEAR 1997-1998; REPEALING PROVISIONS OF ORDINANCE NO. 11337, AS AMENDED, THE FISCAL YEAR 1995-1996 CAPITAL IMPROVEMENTS APPROPRIATIONS ORDINANCE, WHICH MAY BE IN CONFLICT WITH THIS ORDINANCE; PROVIDING CONDITIONS, AUTHORIZATIONS AND DIRECTIONS TO THE CITY MANAGER AND CITY CLERK; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the administration has designated certain projects proposed to be undertaken in Fiscal Year 1997-1998 with General Obligation Bond Funds, Revenue Bond Funds, Enterprise Funds, General Fund Revenues, and with some federal and state funds and private contributions, pursuant to Section 30 and 34 of the City Charter, and has included them in this proposed appropriations ordinance; and WHEREAS, the City of. Miami Capital Improvement Program has been reviewed and, in some cases, ongoing Capital Projects have been revised and respective appropriations increased or decreased in their totals; and WHEREAS, the appropriations ordinance includes those projects selected to be continued during Fiscal Year 1997-1998 and reappropriates the previously authorized project funding totals; and WHEREAS, this ordinance includes new Capital Projects scheduled to begin during Fiscal Year 1997-1998 and appropriates the project funding totals; and MAU - cIA 11623 WHEREAS, it is now in order to approve the appropriations in seven ( I-VII ) program areas based upon use or functional categories within said areas in accordance with the following format: PROGRAM AREA / FUNCTIONAL CATEGORY I. The herein appropriations are hereby made for implementation of all municipal capital improvements of the City of Miami, including new capital improvement projects scheduled to begin during fiscal year 1997-1998. The herein appropriations which are hereby designated by reference to descriptive project title and number also include appropriations for previously approved scheduled projects as well as reappropriations of prior fund appropriations. BACKGROUND The Capital Improvements Appropriations Ordinance was presented to the City Commission for first reading on March 10, 1998. The ordinance is now being presented for approval on second reading with modifications. The revisions are due to very recent amendments to the previous Capital Improvements Ordinance not included in this year's comprehensive ordinance and reallocation of funding. By approving the revised ordinance at this time, the number of future amendments presented to the City Commission will be reduced. Five existing capital projects are being increased to reflect new line item funding sources. Four of these projects are receiving $100,000 each from State of Florida Direct Appropriations. The projects are Roberto Clemente Park Rehabilitation - CIP 331056, Dorsey Park Renovations - CIP 331357, Shenandoah Park Improvements - CIP 331360, and Jose Marti Park Development - CIP 331385. The fifth project, Police Mobil Digital Terminal Refinement - CIP 312010, is receiving additional funding from the Law Enforcement Block Grant in the amount of $254,200 and from Law Enforcement Trust Fund in the amount of $421,800. Two new projects are being added to the ordinance to appropriate grant monies. The South Florida Urban Search and Rescue Program - CIP 313826 reflects a $456,000 grant from the South Florida Office of Tourism, Trade and Economic Development, and the FEMA Urban Search and Rescue Program - CIP 313827 contains a $30,000 grant from the Federal Emergency Management Agency. Additionally, $900,000 in General Fund contributions were reallocated among various existing capital projects. The Replacement of Citywide Fleet - CIP 311850 is being increased by IJV 11623 $400,000. and a new project entitled Relocation of Fire Department Administrative. Offices - CIP .313241.is being funded in the amount of $500,000. Conversely, the following reductions are being made: $150,000 from Heavy Equipment and Car Wash Replacement - CIP 311702- $50,000 from. Police Headquarters Building Renovations - CIP 312025; and $70 . 0,000 from Emergency Operations Center - CIP 313238. These reallocations are necessary in order to purchase the Police take-home vehicles as required by the F.O. P. bargaining agreement and to relocate the Fire Department administrative offices from the Miami Riverside -Center to the Fire Training College. The replacement of fleet vehicles also includes the lease of motorcycles for Police as well as the purchase of emergency response Tahoes for Fire.
