J-98-206 2/17/98 ORDINANCE NO. 11622 AN ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "EMERGENCY OPERATIONS CENTER PROGRAM" AND APPROPRIATING FUNDS, IN THE AMOUNT OF $473,000, FOR THE OPERATION OF SAID PROGRAM, CONSISTING OF A GRANT FROM THE STATE OF FLORIDA, DEPARTMENT OF COMMUNITY AFFAIRS, TO FUND THE RETROFITTING AND CONSTRUCTION OF A CITY-WIDE EMERGENCY OPERATIONS CENTER AT THE FIRE TRAINING CENTER IN COCONUT GROVE, FLORIDA; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE; PROVIDING FOR AN EFFECTIVE DATE; AND PROVIDING FOR INCLUSION IN THE CITY CODE. WHEREAS, the State of Florida, Department of Community Affairs has approved a grant for the City of Miami in the amount of $473,000; and WHEREAS, said grant funds will be used by the City of Miami for the retrofitting and construction of a city-wide Emergency Operations Center facility at the Fire Training Center in Coconut Grove; and WHEREAS, it is now appropriate to accept said grant, execute the necessary documents and establish a special revenue fund; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: 11622 Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following special revenue fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: Emergency Operations Center Project RESOURCES: State of Florida, Department of Community Affairs $473,000 APPROPRIATION: Emergency Operations Center Project Retrofitting and construction of a citywide Emergency Operations Center at the Fire Training Center in Coconut Grove, Florida $473,000 Section 3. This appropriation is contingent upon funding by the State of Florida, Department of Community Affairs and the City Manager's acceptance thereof. Section 4. The City Manager is hereby authorized' to accept a $473,000 grant from the State of Florida, Department of Community Affairs, and to execute the necessary documents, in a form acceptable to the City Attorney, for this purpose. Section 5. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 6. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 7. This Ordinance shall become effective thirty (30) days after final reading and adoption thereof. Grant & Establishing a Revenue Fund FROM: Jose Garcia -Pedrosa REFERENCES: City Manager I` �{ ENCLOSURES: RECOMMENDATION It is respectfully recommended that the City commission adopt the attached Ordinance authorizing the City Manager to enter into an agreement with the Florida Department of Community Affairs, accepting a grant award in the amount of $ 473,000.00 and establishing a Special Revenue Fund entitled "Emergency Operations Center Grant Award"(FY 97-98), for the purpose of funding a portion of the, retrofit and construction of a City-wide Emergency Operations Center at the Fire Training center in Coconut Grove. 0 BACKGROUND Subsequent to the sale of the Fire Administration building located at 275 NW 2°d Ave aril the acknowledged fact that there currently exists no suitable, fortified site located outside of a hurricane evacuation zone within the City of Miami, which can serve as an Emergency Operations Center (E.O.C.), the Department of Fire -Rescue sought to identify the structure most suited for the aforementioned purpose. After research an analysis, it was determined that the Fire Training Center located in Coconut Grove was the structure best suited for this purpose. On May 23, 1996 the City Commission approved Resolution # 96-438 authorizing the City Manger to seek informal bids for the establishment of an E.O.C. at the Fire Training Center. At the July 24, 1997 Commission Meeting, an ordinance was passed amending Ordinance No. 1137, thereby creating and appropriating funds in the amount of $ 500,000.00 for new Capital Improvement project 3 13 23 8, entitled "Emergency Operations Center". The Department of Fire -Rescue has applied to the Florida Department of Community Affairs for funding of the aforementioned grant since 1995 without success.
