AN EMERGENCY ORDINANCE ESTABLISHING A NEW
SPECIAL REVENUE FUND ENTITLED "BOBBY MADURO
STADIUM PROGRAM" AND APPROPRIATING FUNDS FOR
THE PROGRAM IN THE TOTAL AMOUNT OF $18,000
CONSISTING OF A $13,500 GRANT FROM THE UNITED
STATES DEPARTMENT OF COMMERCE, ECONOMIC
DEVELOPMENT ADMINISTRATION, AND A $4,500 CASH
MATCH FROM THE CITY OF MIAMI DEPARTMENT OF
PLANNING AND DEVELOPMENT, PLANNING DIVISION,
FY'98 BUDGET, PROFESSIONAL SERVICES ACCOUNT NO.
660101-270, CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, the City of Miami desires to conduct feasibility study for a reuse of
Bobby Maduro Stadium (the "Stadium"); and
WHEREAS, the City Commission adopted Resolution No. 97-182 authorizing the City
Manager to sell the Stadium, located at 2301 N.W. 10`h Ave., Miami, FL.; and
WHEREAS, the Stadium is located in the heart of Miami's most productive wholesale
and industrial neighborhood; and
WHEREAS, also on January 13, 1998, the City Commission adopted a Resolution
authorizing the City Manager to accept a $13,500 grant from the United States Department
of Commerce, Economic Development Administration, along with a $4,500 match from the
City of Miami, Department of Development, Building and Zoning;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the Preamble to this Ordinance
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
section.
Section 2. The following Special Revenue Fund is hereby established as
described herein:

APPROPRIATION: BOBBY MADURO STADIUM $18,000
"FEASIBILITY AND MARKETING STUDY"
Section 3. All ordinances or parts of ordinances insofar as they are inconsistent
or in conflict with the provisions of this Ordinance are hereby repealed.
Section 4. If any section, part of section, paragraph, clause, phrase or word of
this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be
affected.
Section 5. This Ordinance is hereby declared to be an emergency measure on
the grounds of urgent public need for the preservation of peace, health, safety, and property
of the City of Miami, and upon the further grounds of the necessity to make the required
and necessary payments to its employees and officers, payment of its debts, necessary and
required purchases of goods and supplies, and to generally carry on the functions and duties
of municipal affairs.
Section 6. The requirement of reading this Ordinance on two separate days is
hereby dispersed with by an affirmative vote of not less than four -fifths of the members of
the Commission.,
Section 7. This Ordinance shall become effective immediately upon its adoption.

ENCLOSURES:
It is respectfully recommended that the City Commission adopt the attached
Ordinance to establish a Special Revenue Fund and appropriate funds in the amount
of $13,500, with a local match of $4,500, totaling $18,500. The local match -funds are
in the FY'98 budget, professional services account, of the Development Division of the
Department of Development, Building and Zoning. The grant funding is from the
United States Department of Commerce, Economic Development Administration. The
funds will be used for a marketing and feasibility study to analyze the re -use of Bobby
Madurb Stadium to serve as a catalyst for economic development.
BACKGROUND
The Department of Development, Building and Zoning, Development Division, has
prepared the attached documentation to establish a Special Revenue Fund, entitled: "
Bobby Maduro Stadium Program", to receive and appropriate grant funds. Resolution
No. 97-182 passed on March 20, 1997, authorized the City Manager to sell the Bobby
Maduro Stadium ("the Stadium"), located at 2301 Northwest 10th Ave., Miami, Florida.
Because the stadium parcel is located in the heart of Miami's most productive
wholesale and industrial neighborhood it is necessary for the stadium property to
enhance the long term growth and economic base of the area. For this purpose, the
City has applied for and received a grant from the United States Department of
Commerce, Economic Development Administration to commission a study to be
performed by a qualified consultant for the purpose of finding the most viable uses
and to establish a disposition strategy for the Stadium.
