ORDINANCE NO. 11587
AN EMERGENCY ORDINANCE AMENDING ORDINANCE NO.
11466, WHICH ESTABLISHED INITIAL RESOURCES AND
APPROPRIATIONS FOR A SPECIAL REVENUE FUND ENTITLED
"COPS UNIVERSAL HIRING;" THEREBY APPROPRIATING
ADDITIONAL FUNDS, IN THE AMOUNT OF $14,724,822.00
CONSISTING OF A GRANT FROM THE U.S. DEPARTMENT OF
JUSTICE; AUTHORIZING THE CITY MANAGER TO ACCEPT SAID
GRANT AND TO EXECUTE THE NECESSARY DOCUMENTS TO
ACCEPT SAID GRANT; CONTAINING A REPEALER PROVISION
AND SEVERABILITY CLAUSE.
WHEREAS, the City of Miami Police Department has received an additional grant from
the U.S. Department of Justice in the amount of $14,724,822.00; and
WHEREAS, the grant will pay the salaries and benefits for an 102 police officers for a
three (3) year period; and
WHEREAS, there are no matching funds required of the City of Miami as they were
waived by the U.S. Department of Justice,
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the preamble to this Ordinance are
hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section.

Section 2. The following Special Revenue Fund is hereby amended to include additional
appropriations as specified below:

RESOURCES: U.S. Department of Justice e17,323,317.00 $32,048,139.00
APPROPRIATIONS: Police Officers Salaries and
Benefits $ 7,323,317.nn $32,048,139.00
Section 3. The City Manager is hereby authorized to accept the grant as set forth in the
Preamble to this Ordinance and to enter into the necessary contract(s) and/or agreements(s), in a
form acceptable to the City Attorney', for acceptance of the aforesaid monies.
Section 4. All Ordinances or parts of Ordinances. insofar as they are inconsistent or in
conflict with the provisions of this Ordinance are hereby repealed.
Section 5. If any section, part of section, paragraph, clause, phrase, or word of this
Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected.
Section 6. This Ordinance is hereby declared to be an emergency measure on the grounds
of necessity of the City of Miami to make the required and necessary payments to its employees
and officers, necessary and required purchases of goods and supplies, and to generally carry on
the functions and duties of municipal affairs.
Section 7. The requirements of reading this Ordinance on two separate days is hereby
dispensed with by an affirmative vote of not less than four -fifths of the members of the
Commission.
Section 8. This Ordinance shall become effective immediately upon adoption.
' The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.

RECOMMENDATION:
It is respectfully recommended that an Emergency Ordinance amending Ordinance No. 11466,
which established initial resources and initial appropriations for a Special Revenue Fund entitled:
"COPS Universal Hiring," accepting an additional grant from the U.S. Department of Justice, in
the amount of $14,724,822.00, and appropriating said funds for the operation of same, be adopted.
BACKGROUND:
The Department of Police has been awarded an additional grant in the amount of $14,724,822.00
from the U.S. Department of Justice. The grant will allow the Department to hire one hundred and
two (102) new police officers. The monies can only be used to pay for the salaries and benefits of
these officers for a three (3) year period. There is no required match of the City of Miami as it has
been waived by the U.S. Department of Justice.
This Ordinance is hereby declared to be an emergency measure on the grounds that the City of
Miami has declared a financial emergency exists and these funds will be used to hire police
officers and support the Department's efforts in reducing crime and improving public safety.

r supplemental award and a list of Conditions that apply pp y to your grant. You should read and familiarize
yourself with these Conditions.
Note that your grant award number is the same and your grant period has been extended. The final
award amount reflects the original amount of your COPS FAST or COPS AHEAD grant plus the award
amount for Universal Hiring. In addition, the number of officers includes the number awarded under a
previous grant program.
There are no additional documents needed for you to receive grant funds. You should continue to use
the Request for Payment (Revised H-3) that was included in your original grant award package to request
reimbursements and/or advances under your supplemental award. Should you have any questions
regarding payment methods or any other matter discussed in the COPS Grant Owner's Manual, please do
not hesitate to contact the COPS Office at 1-800-421-6770.
We have enclosed a set of mailing labels for your convenience. You may use the labels to address any
correspondence to our office. To accept your grant, please sign the grant award and return it to the COPS

Said, ordinances may be inspected. by the public at the Office of the
City Clerk, 3500. Pan American Drive, Miami, Florida, Monday through
