This memorandum is a follow-up to the discussion item of rodent problems,
discussed at the City Commission meeting of November 17t', 1998, in the
approximate area of 28t' Street SW 28"' Court. For rodent infestation the services
are limited; but with enforcement of the City, County and State laws it can be
controlled. For this,_ particular situation, we have tapped into the Florida
Department of Health, Miami -Dade County Minimum Housing Division, City of
Miami Building and Zoning Department and the Coral Way NET Service Center, and
the results are as follows:
The Florida Department of Health has surveyed the area and found two (2)
private homes in violation of Chapter 386, Sanitary Nuisance, Florida Statues. The
locations are: 3241 SW 28`" Street and 2771 SW 32"d Court. The Florida Department
of Health has informed us that they do not bait or place traps, but will help with
an educational program by distributing the pamphlet ,"Local Guide to Rodent
Control," throughout the area. In addition, Miami Dade County Minimum Housing
Division was contacted, and they have cited the property at 3241 SW 28"' Street
for "Minimum Housing Violation." Part of this process also included a sweep of
the area by the Coral Way NET office, in which they also cited the property at
3241 SW 281" Street for an "Overgrown lot and failure to maintain the facade of
the Building."
The Coral Way NET office has been following the progress of this case and
attached you will find copies of memos with actions taken, including a report
from tl4e Florida Department of Health.

Rodent Problem

There has been concerns from residents of the approximate area of 28`" Street
SW 32"d Court, regarding the sighting of rats running through their yards. The
Coral Way NET Service Center inspector conducted an inspection of the
Immediate area, looking for neglected or abandoned properties, that may cause
this rodent problem.
A property in the area meeting these conditions has been identified and cited for
"Failure to maintain exterior of the structure," and "Overgrown Lot." This
property also has a utility shed found to be In a state of disrepair which was
referred to the Code Compliance Section of the Building and Zoning Department
for action to be taken. In addition, the owner was also cited for have an "unsafe
structure." These citations issued have resulted on several fines lien against the
property owner, and the case will be scheduled to appear in front of the Code
Enforcement Board.
Since the actual complaint was related to rodent infestation, this same property
has been referred to the Dade County Minimum Housing Division of Metro -Dade,
which they are also pursuing on a separate case for "Minimum Housing Standard
violations."
Also, the Coral Way NET Office was in contact with the Dade County Health
Department back in August, and was informed that their offices do not bait or
place traps, but it was also a possibility that this condition is created by neighbors
leaving their pet food outside or fruit trees in the area that attracts the rodents.
Once again, the Health Department has been contacted in November, and they
have scheduled a field inspection to determined the exact cause of the problem
and will advise on the measures to be taken to control this situation.
The Coral Way NET Administrator has been in contact with Mr: Livingston of the
Dade County Health Department. A survey and evaluation report will be provided
to us once it has been completed along with literature to be distributed to the
neighborhoods in order to educate them on how to prevent rodent infestation.

Dear Mr. Livingston:
The City of Miami for the past few months have been receiving calls from
neighbors in the arg-a -of 281' Street SW 32nd Court regarding an Infestation of
rodents running through their yards in the immediate area. One specific location
which our NET office has cited and which Dade County Minimum Housing also has
a pending case is 3241 SW 281' Street, for different code violations. it is my
suspicion that this property may be one area where the rat problem is coming
from.
The Coral Way NET office has contacted your office and have spoken to Mr. Angel
M. Acevedo, who has been of great assistance, by providing us with information.
it is my understanding that rodent control program has been reduced due
budgetary reductions, but technical advisory information and inspection are still
handled by your department.
An inspection according to Mr. Acevedo has been scheduled for the area in
question. We will greatly appreciate a copy of the report or any Information
gathered from your investigation to be provided to us at :VbOr earliest
convenience.

anthropoids capable of transmitting diseases directly or indirectly to humans. 386.041 (1)(e)
Any other condition determined to be a sanitary nuisance as delined in s. 386.01
These conditions amount to violations of Chapter 386, Sanitary Nuisance, Florida Statutes.
Each calendar day that the above -mentioned violation continues to exist after expiration of this notice shall
be deemed to be a separate violation and is subject to an administrative fine of up to five hundred dollars
($500.00) by the Dade County Health Department, in accordance with the provisions of Chapter 381.112,
Florida Statutes. This office_ will take the necessary legal action including injunctive relief in order to enforce
the above. `
