On Sunday, July 26, 1998, at approximately 0300 hours, Lieutenant
Daniel Watkins, Commander of the Coconut Grove. NET Area, was
working in the area of Grand Avenue and Commodore Plaza. He
could hear music coming from Sloppy Joe's Bar located at 3131
Commodore Plaza. Lt. Watkins contacted the night manager and the
music was turned down.
On July 30, 1998, Officer Audrey Eckert contacted Kevin Rusciti,
the new General Manager of the bar, and advised him of several
complaints that we had received. Mr. Rusciti is very eager to
work with the police and area residents to establish a friendly
coexistence.
As to your inquiry concerning off -duty officers working at Sloppy
Joe's, there are two off -duty officers working each Thursday,
Friday and Saturday night. Lieutenant Watkins will continue to
monitor the location for violations. If further action is
necessary it will be taken.
If additional information is necessary please do not hesitate to
contact my office.

For the fourth time I am asking the question that is asked of me and not
had*ingle response. The neighbors are complaining about the noise and
disruptions surrounding Sloppy Joes till 5:00am. It is my recollection
that one of the provisions of granting an extension of time was an off
duty officer must be present to assure the neighbors this would not
happen. I question if this is being done. Please investigate and report
back to my office any action taken.

Since taking command ofthe Coconut Grove NET Area, I have received a number of complaints in
reference to Sloppy Joe's Bar located at 3131 Commodore Plaza. The complaints range from loud
music, illegally parked motorcycles, and crowds blocking the sidewalk in front of the business. The
complaints have been generated by Ms. Till Velazquez; a resident who lives in the area.
Ms. Velazquez is opposed to the business being open until 5:00 AM Many of her complaints do not
pertain to police type problems but different types of code violations. Those concerns are now being
addressed by Margarita Genova-Cordovi, Northeast Grove NET Admmistrator.
On Sunday, July 26,1998, at approximately 0300 hours, I was working in the area of Grand Avenue
and Commodore Plaza. I could hear music coming from the bar. I contacted the night manager and
the music was turned down.
On July 30,1998, Officer Audrey Eckert contacted Kevin Ruscitti, the new General Manager of the
bar and advised him of several complaints that we had received. Mr. Ruscitti is very eager to work
with the police and the area residents to reach a friendly coexistence.
A search of our records did indicate that since the beginning of this year there has been forty-five (45)
calls for service to the location. (See Attached). Of those calls eleven (11) of them resulted in arrests.
This is above average compared to other same type establishments in Coconut Grove. In most cases
the arrests were effected by off -duty officers who work at the business Thursday, Friday and
Saturday nights.
On Tuesday, September 16,1998, during a meeting of the Coconut Grove Village Counsel, I raised
the issue, if any of the Counsel members had received complaints about Sloppy Joe's. None could
remember ever hearing of a complaint. Ms. Velazquez was also at the meeting and stated that in the
last several months she feels the business has made a effort to solve many of her complaints. She did
express concerns as to the possible code violations such as use of a parking lot located across the
str/yfrom Sloppy Joe's.
