The City of Miami will soon offer additional services to our residents via the passport
office that is currently under construction. It is my firm belief that the City would
increase its potential to generate revenue by building a relationship with the United States
Immigration & Naturalization Service, to capitalize on the huge percentage of our city's
population who become citizens after their arrival to this nation. Therefore, this item is to
serve as a direction to the administration to initiate dialogue with the United States
Immigration & Naturalization Service relative to the possibility of the Coconut Grove
Convention Center serving as a location to hold ceremonies when new citizens are sworn
in.

SUBJECT: Citizenship Ceremony

Please be advised that the City of Miami has had an excellent working relationship with the U.S.
Immigration & Naturalization Service. The James L. Knight Center was the preferred venue for the
Citizenship Ceremonies for several years. The ceremonies have grown to the point that they far exceed
the seating capacity of the James L. Knight Center or the Coconut Grove Convention Center. Both
venues at full capacity seat approximately 4,500 — 5,000 people. The ceremonies have grown to 7,000
— 8,000 people, which includes relatives and friends.
Another issue which prohibits the ceremonies from being held at the Coconut Grove Convention
Center is the lack of parking spaces required to accommodate a minimum of 3,500 — 4,000
automobiles. The Coconut Grove Convention Center has approximately 800 parking spaces. The U.S.
Immigration & Naturalization Service has chosen to hold their Citizenship Ceremonies at the Miami
Beach Convention Center because of their more than adequate function space and sufficient parking.

As you are aware, the City of Miami will soon offer tional services to our residents
via the passport office that is currently under construction. It is my firm belief that the
City would increase its potential to generate revenue by building a relationship with the
United States Immigration & Naturalization Service, to capitalize on the huge percentage
of our city's population who become citizens after their arrival to this nation. Therefore,
please be advised that I intend to introduce the following motion as a pocket item at the
City Commission meeting to be held on October 13, 1998. Please review and respond
before the close of business on October 12, 1998.
A motion directing the administration to initiate dialogue with the United States
Immigration & Naturalization Service to discuss the utilization of the Coconut Grove
Convention Center as a possible location to hold ceremonies when new citizens are sworn
in.
