Attached you will find an example of the proposed Signage for Coconut Grove NET Area. This sign
will advise all visitors to the Coconut Grove NET Area that they will face the risk of receiving a fine
of One thousand dollars ($1000.00) for the use of their vehicle during the commission of a crime.
Approximately ten (10) signs will be placed on streets entering Coconut Grove. The Miami Police
Department will work with the Public Works Department to have signs placed Wording has been

With the increase in complaints as to drug sales in the West Grove, the following information will
be presented to the City Commission on July 14, 1998.
Personnel assigned to the Coconut Grove NET Area

In addition, 100 hours of overtime is provided each month for special operations and quality of life
issues.
Uniform arrests in the West Grove
March `98 —101 arrests April `98 —175 arrests May `98 —163 arrests
Several operations have been done by uniform officers over the last several months resulting in
dozens of arrests and a large quantity of drugs and money being seized.
Proposals for dealing with the sale of illegal drugs in the West Grove.
■ Three, two person units will be assigned to the West Grove to deal specifically with illegal
drug sales. There will be one unit assigned to each shift.
■ �/ Each unit will take a signal (50) and then will be responsible for making arrests in the area.
■� Complaints and tips will be forwarded to the units for follow-up.
■ ""Nv Days off will be staggered between shifts to provide better coverage.

Each unit will be made up of two different ethnic backgrounds.
■ \ Units will be allowed to work in uniform and/or plain clothes as needed.
■ The units must be diligent in making arrests. If productivity begins to wane, officers will be
replaced.
■ v An officer from the K-9 unit will be available to conduct drug searches as needed.
■ Joint operations will be conducted with the Crime Suppression Unit under the direction of
Lieutenant Daniel Dominguez.
■ \j The use of informants will be cultivated to increase intelligence in the area.
■ The use of walking beats will be enhanced due to the addition of officers from the
Administration and Criminal Investigations Divisions.
■ C ; Mounted Officers assigned to the Coconut Grove NET Area will be deployed primally in the
v West Grove.
■ Twenty (20) additional officers have been earmarked for the West Grove through Community
Police Grants.
■ V Zone integrity will be enforced for units riding in zones 75-1 and 75-6.
Assistance from the West Grove NET Office
■ West Grove NET Office will be assisting in the operations by monitoring code violations of
any properties used as locations to sell, house or manufacture drugs.
■ They will be contacting owners of those properties and citing them for any violations that
are found.
■ After three violations, the West Grove NET office will bring the owners before the
appropriate city boards.
■ Abated buildings will continue to be torn down, six have been demolished so far this
year.

The Miami Housing Agency has provided $20,000.00 to pay for off- duty officers to work in and
around their properties located in the West Grove Net Area. The purpose of the grant is to deal with
drug sales and use of illegal drugs in and around the complexes controlled by the Miami Housing
Agency. An additional grant is in the process of being obtained from the federal government, this will
allow the program to continue through the year 1999.
Note: Lieutenant Daniel Dominguez, Commander of the Crime Suppression Unit will be submitting
information pertaining to all arrests and undercover operations that his unit has conducted in the West
Grove.

The Mani -Dade Housing Agency has provided $20,000.00 to pay for off- duty officers to work in
and around their properties located in the West Grove Net Area. The purpose of the grant is to deal
with drug sales and use of illegal drugs in and around the complexes.
Sergeant Teresa Borkowski is coordinating the officers for this project. We are working very closely
with Lourdes Rodriguez cite manager for the Miami -Dade Housing Agency. As complaints arise
within the complexes, our officers will addressing them All arrests of individuals that live m a Miami -
Dade Housing Agency property are being forwarded to Ms. Rodriguez. Her office immediately
begins eviction proceedings against those individuals and family members residing together.
Teams of officers are working at various hours each day targeting Quality of life issues and drug
sales. We have also established communications with several residents of the properties. They have
already provided valuable information leading to the arrest of individuals for possession of cocaine
and marijuana.
The program began on June 8, 1998 and will end on July 31, 1998. Due to the time restraints and the
amount of money that must be spent by the end of July, I have instructed Sergeant Borkowski to use
officers from other NET areas to fill the overtime schedule.
The following are statistics from the first two weeks of the program

The following is a response to Lieutenant Colombo's memorandum dated June 25, 1998.
■ Problem Solving Performance Teams will address specific crime problems in the Coconut
Grove Area by first identifying the problem This will be done by reviewing citizen complains
and observing the area for different types of crimes.
■ Once a location is identified, it will be targeted by the uniform officers, undercover plain
clothes units and Code %fon t. Quality of Life imm will be addressed along with drug
transactions. Both the seller and buyers will be targeted. The West Grove NET office will
contact the owners of the location where arrests are made. ffthe owners do not work to clean
up their properties, they will be brought before the Nuisance Abatement Board.
■ In the case of the West Grove, the problem is the drug sales and the use of illegal drugs. Also
other c nines that are a direct result of the drug trade, these inchide robberies, burglaries and
larcenies in the surrounding areas of Coconut Grove. This problem was identified by
reviewing citizen complains, interviews with residents and evaluating the area's crime
statistics. The priority of the problems will be determined by neighborhood citizens' groups
and myself
■ The Team's goals will be to reduce the sale of illegal drugs in the West Grove. Factors such
as a reduction in citizen complaints and a drop in related crimes such as robberies, burglaries
and larcenies could be used to determine the effectiveness of the program.
■ Areas of enforcement to be targeted first will be Grand Avenue from Mc Donald Street west
to Douglas Road. This is a five block area. Once the main thoroughfare is cleaned -up, we
believe the sellers and buyers will move either north or south of Grand Avenue. We will then
move south a block at a time until we reach Franklin Avenue. All the while maintaining a
maintenance type deployment of officers to ensure drug sellers and buyers do not reappear
in those areas already targeted. Our final stage will be to move north of Grand Avenue
towards Day Avenue. We will also target locations that are hot spots areas we receive
complaints about.

With the increase in complaints as to drugs sales in the West Grove, the following information
will be presented to the City Commission on July 14, 1998.

In 1997 the South District Crime Suppression Detail made 51 narcotic arrests.
The property seized included:
98.5g of Cocaine
53.5g of Marijuana
$437.00 in US Currency
A total of 1,518 hours was used for surveillance, some of which were used for Robbery
surveillance as patterns developed.
During 1997 there were several special operations, including drug stings and work with D.E.A.
that targeted specific narcotic locations in the West Grove and to target narcotic sellers. We
assisted D.E.A. with mid level narcotic operations, while D.E.A. assisted us with street level
narcotic operations.
Starting in January 1998 are goals were to target the narcotic sellers.
South District Crime Suppression Detail arrests for Jan 1998 to May 1998:
60 Narcotic arrests
43 Narcotic sellers arrested
The property seized included:
207.45g of Cocaine
602g of Marijuana
$877.00 in US Currency
4 Firearms
16 Vehicles
Five warrants were executed and 22 special operations were done during this five month time
period. The operations included our continued work with D.E.A. to target mid level narcotics
operations and they're assistance with street level narcotics operations. Drug stings were also
done.

From June I'` to June 19'', 1998, a total of 27 narcotic arrests were made.
The South District Crime Suppression Detail's future plans are to develop strategies to
infiltrate the Drug Trade, and further inhibit narcotic growth in the West Grove area.
The Part I Crimes received between January 1997 through May 1997 a total of 1,375
cases. Between January 1998 and May 1998 a total of 1,713 cases were investigated by
the unit.

David White is no longer surprised when he sees daylight, street -corner drug
sales in the West Grove.
"It's everywhere," says White, 67, who grew up in the predominantly black
neighborhood. "You see guys on the comers, then a car comes by, slows
down and the guys give them a little package."
White just locks his doors, rolls up his windows and steps on the gas of his
blue 1989 Chevy.
"There's nothing an ordinary citizen can do," said White, president of the West
Coconut Grove Homeowners and Tenants Association. "We need more police
enforcement."
Grove's Lt. Daniel "Dan" Watkins assigned more officers there after recent
complaints, particularly from Miami Commissioner U. Plummer, that drug
enforcement was lacking in the West Grove. Watkins is increasing undercover
and uniform police patrols. He is using a $20,000 grant from the Miami -Dade
County housing authority to put off -duty police near Douglas Road and South
Dixie highway 24 hours a day. In the eight days since the program started,
police made 20 felony arrests and 14 misdemeanor arrests, he said.
"There's been a lot of complaints that were not doing anything as far as drug
arrests in the West Grove," Watkins said. "We are making a lot of arrests, we
are confiscating a lot of drugs, but unfortunately some don't think that's
enough."
Only recently did Miami Police start tracking statistics of West Grove crimes.
They previously hunped the West with figures from the rest of the Grove,
making it difficult to quantify the activity in the West, Watkins said. In April,
police made 175 arrests in the West Grove. In March, 101 and in May, 163.
"This month, we will make even more arrests," Watkins said.
Crack cocaine, marijuana, heroin and sales of other drugs are common on
street comers, vacant parcels, parking lots, parks and just about anywhere in
the West Grove, Watkins said.

need money to support their habits and commit robberies and burglaries in the
East Grove, Coral Gables, and other adjacent areas.
Also, the sight of groups of juveniles and men hanging out in street comers
intimidates many from entering the West Grove, White said. That is hindering
his homeowners' group and other activists in their efforts to hue more business
to the West, he said.
"If you are a white person and you drive through the Grove, somebody will
inevitably come to your car and ask you, 'What you want? " White said. "We
are trying to get some business into the community, but people figure it's not
safe."

Miami police pledge crackdown on area

Miami police are adopting a "zero tolerance" policy in the West Grove and
will arrest on the spot violators guilty of sitting on stolen milk crates, drug
in public, gambling and selling drugs, police officials told a group of West
Grove residents last week.
The department also is stepping up patrols in the troubled area, a
predominantly black neighborhood.
"We have done a lot," said Police Chief Donald Warshaw, who also is doing
double duty as interim city manager. "But we certainly have a long way to go."
Warshaw was among the city officials who met last week with about SO
residents to discuss the neighborhood's longtime problems. They told the
crowd of their plans to deal with the neighborhood's usual woes: rampant drug
sales, crime, joblessness, trash and code violations.
Parks Director Albert Ruder and Public Works Director Jim. Kay mentioned
things like poor street lighting and problems in Elizabeth Vnrick Park -- now a
haven for drug use -- and said they plan to correct them Plans are in the works
to renovate Virrick Park, adding landscaping and new facilities.
They said the West Grove was a top priority.
"I hope they follow through," said David White, president of the West
Coconut Grove Homeowners and Tenants Association. "We will be in contact
with all of them to get commitments."
White said that when some blacks see whites in: the West Grove, they often
assume they're looking to buy drugs and don't hesitate to approach their cars
and offer drugs. That, coupled with trash -filled streets and dilapidated
storefronts, discourages many people from visiting the area, he said.
Of these problems, crime is the most serious concern, Commissioner J.L.
Phrmmer said. He has been pressuring police to focus more on the
neighborhood.
Warshaw said the department will have more officers walking the streets and
increase undercover surveillances and drug sweeps. Lt. Daniel Watkins said
the West Grove is set to get 10 more beat officers. Police are making more
arrests, he said.

But arrests aren't the only answer, Warshaw said. He said police arrested a
man two weeks ago for possession of cocaine. Then, before the meeting last
week, he was arrested on similar charges. "In his pocket," Warshaw said, "he
had last week's arrest form"
Warshaw said the citys vehicle impoundment program is decreasing drug sales
there. The city impounds cars of people accused of doing drug deals in Miami
and charges $1,000 to get them back.
Watkins asked residents to help by keeping their eyes open and communicating
more with police. "We can't do it alone," he said. "We need your help."

Mission
The Miami Police Department is dedicated to providing service of the highest quality in response to
needs as defined by the citizens of the City of Miami. This service is performed within prescribed
ethical, legal, and constitutional constraints. Our commitment is demonstrated by qualified personnel

Goals
1. Suppress the sales of drugs in Coconut Grove primarily in the West Grove, by utilizing
uniformed personnel and tactical units to enforce laws pertaining to illegal drug sales and
distribution.
2. To establish personalized public contact and interaction with merchants, customers,
residents, and community organizations and promote a better understanding between the
Miami Police Department and the citizens we serve.
3. Effectively deal with the homeless and economically disadvantaged to ensure they are
treated with respect, compassion and dignity that all citizens, residents and visitors of the
City of Miami are entitled.
4. Efficiently enforce and manage parking and traffic flow in and around the West Grove NET
Area, while maintaining an orderly flow of traffic and pedestrian movement in the

5. Assist the Neighborhood Enhancement Team Administrator and staff to ensure they are
able to complete their mission of enforcing health, safety, and zoning codes in the City of
Miami.
6. Ensure the merchants the ability to function in an atmosphere that is conducive to attract
business to their establishments. At the same time insuring the rules and regulations of the
city, state and federal governments are being adhered to.
7. Work towards a better coexistence of residents, businesses and visitors to the West Grove
NET Area, while resolving differences in a mutually supportive and positive way.
8. Continue to work towards fording solutions to crime and quality of life issues, this to be done
while reducing crime and the fear of crime by identifying and arresting those who violate the
law. Ensuring all solutions are within the guidelines of the City of Miami Police Department
and the United States Constitution.
9. To address all concerns that are important to the citizens of the West Grove NET Area,
especially quality of life issues.
10. Continue identifying and arresting those who illegally dump refuge in and around the area
of the West Grove.
11. Continue to develop the "Street Law and Street Talk" program throughout the community
especially local schools.
12. Actively work towards increasing participation in the "Citizen on Patrol" (COP) program
Our mission, together with the community of Coconut Grove is to make our city a place where all
people can live, work and visit without fear.
