Johnson of the Liberty City Optimist Club. Attached is a June 5, 1998 memorandum from Parks and Recreation Department Director Alberto Ruder containing this background information. Attached to this memorandum is a copy of City Commission Resolution No. 97-183 (adopted on 3/20/97) containing new requirements for youth serving organizations utilizing City of Miami park facilities. As requested, Mr. Johnson's personal appearance was rescheduled for the June 23, 1998 City Commission Meeting. Should you require additional information, please advise. June 5, 1998 Personal Appearance by Mr. Sam Johnson of Liberty City Optimist Club (Item #6) 6-9-98 Commission Mtg. The purpose of this memorandum is to provide you with background information on Item # 6 (Personal Appearance by Mr. Sam Johnson of the Liberty City Optimist Club) on the June 9, 1998 City Commission Agenda. It is our understanding that Mr. Johnson is displeased because his organization was not included as a joint applicant on the City's Safe Neighborhood Park Bond Program's (SNPBP) $1.3 Million Challenge Grant application for a new community activities center at Hadley Park. Since he was not part of this application, he wants to make sure that his program is accommodated once the new facility is constructed at this park. Originally, we had considered the possibility of including the Liberty City Optimist Club as our joint applicant on this grant application. However, we did not include them because this organization had not complied with our requirements. Specifically, as a result of City Commission Resolution No. 97- 183 (adopted on 3/20/97), they were required to 1) submit (by May 1, 1997) financial statements certified by a CPA showing all income and expenses generated during each of the last three (3) full accounting years and 2) conduct (by September 30, 1997) a minimum of one (1) fund raising special event, with the proceeds to be given to the City of Miami to support the maintenance and operation of city parks. Mr. Johnson was sent the attached three letters (two of them via certified mail) reminding him of the requirement for the financial information. The most recent letter, dated April 7, 1998, also reminded him of an August 7, 1997 letter requesting that his organization conduct the required fund raising event. It should be noted that on April 10, 1998 (about a year since the information was first requested), we finally received audited information from this organization for the years ended September 30, 1995 and 1996. To this date, we have not received the appropriate financial information on the required third year nor has this organization conducted the required fund raising event. � Sw SS��- It is for these reasons that we did not include the Liberty City Optimist Club as a joint applicant on this grant application. However, because this organization does conduct a worthwhile program for youth, we did indicate on our grant application that the new facility would indeed "accommodate organized youth sports programs currently taking place at this park". This statement was intended to include this Optimist Club. It should be noted that the joint applicant on our grant application was the non-profit organization, The Inner City Children Touring Dance Co. We felt that including this organization made our application more well rounded since it would include a cultural and sports component. The cultural component made it possible for us to introduce the concept of intergenerational programs involving the youths and senior citizens. Our application was endorsed by the Hadley Park Homeowners and Residents Association (HPHRA). This endorsement was essential because we were able to meet the Challenge Grant matching requirement by utilizing the $1.3 Million that the City had previously allocated to construct a new senior center at Hadley Park. The HPHRA, who worked very hard for many years to secure the $1.3 Million for the senior center, agreed to support the modification of the scope of the original project to allow for a com" =" ity activities center that would not only serve senior citizens, but youths as va*ll. We have written you the attached two (2) letters (dated April 18, 1997 and May 8, 1997) reminding you that in order to maintain your existing park permit valid, your organization needed to submit this information by May 1, 1997. To date, you have not submitted this information nor contacted our office to explain why your organization has not been able to comply with our request. Additionally, on August 7, 1997, we wrote you the attached letter reminding" of the requirement to conduct a minimum of one (1) fund raising special event, either i dually or in conjunction with other organizations by September 30, 1997. The proceeds from these efforts were to be used support the maintenance and operation of city parks. Many of the youth -serving organizations in our parks participated in this effort and collectively we raised $4,533. We have no record of ever receiving any contribution from your. organization or an explanation as to why you could not comply with this request. In order to maintain your park permit valid, you must contact us immediately upon receipt of this letter to provide us with an explanation as to why the requested information has not been submitted and the .date in which you will comply with our request. The City will have to take into consideration your lack of responsiveness as it continues to develop a policy on youth -serving organizations that utilize our city parks. Unfortunately, we will not undertake any new programs or activities with this organization until there is full compliance.
