At the April 14, 1998, City Commission meeting, Mr. Manuel Alonso-Poch requested that the
City Commission approve an agreement regarding the release of certain obligations currently
held by Gulfstream Marine Enterprises, Inc., the owners of the MN Ocean Freeze, Manuel
Alonso-Poch, P.A. and Manuel Alonso-Poch, individually.
Currently, the City and the Bayfront Park Trust are owed a total of $46,883.43 by the above
entities. Mr. Alonso-Poch has an agreement with the Atlantic Gamefish Foundation, Inc. to
assume ownership of the vessel, clean it and have it sunk as one of Florida's largest artificial
reefs. This plan has been approved by Dade County Department of Environmental Resources
and the U.S. Coast Guard, which has had constant problems with the vessel; both are in
agreement with the plan. The transfer of the vessel has been postponed until such time as Mr.
Alonso-Poch is relieved of his financial obligations to the City.
It is imperative that the vessel be prepared for sinking as soon as possible. Its presence in the
City -owned slip represents a huge liability to the City, particularly as we approach the hurricane
season. It is also interfering with the Miami Heat's ability to make agreed -upon improvements
to City -owned property located directly south of the slip.
It is recommended that the City Commission request Mr. Alonso-Poch to turn over ownership of
the vessel to the Atlantic Gamefish Foundation, Inc. without delay and instruct the
Administration to pursue normal remedies in regard to the outstanding rent owed.
