I am asking to be allowed a personal appoaraace before the Maw City
Commission on March 10,1998, for the purpose of requesting sevm%i waivers
related to a New Yews Eve event which my company wahee hold in Coconut
Grove on December 31, 1999.

Since our evmn ig based on the Qwur-op of the use of Mass Transit
as the dc4pated drim for this event, which should significantly lower alcohol
related injuries and death dutinB this holiday, and will MI -be compoMw with
either the King Orange Bowl Parade nor the party in AayfiW Park thennailer, we
would hope that the Commission will agree to our requested waivers.

time during the month of December, 1998, and a space between events of less than
two weakends; a relaxation of the noise abatement ordinance fim 11:OOPM until
1:00AK and the Wkw, ng of a fimworks show at Md * t (instead of I I.00PM).
We feel that the residents of Coconut Grew wdl actually bane& from our
festival because of the heavy police presence in the am required by ordinance,
which will nkf uce drunk driving through the Craw area, and the encouragement of
the use of the County bus system, MetroRad and Tri-Rath.

The purpose of this memorandum is to inform you that this Administration concurs with the
recommendation of the Coconut Grove Standing Festival Committee giving certain waivers for the
New Year's Eve event that will take place in Coconut Grove on December 31, 1998 at Peacock and
Myers Park with no street closures.
We concur with waiving the following :
• City Code Article IX Coconut Grove Special Events District, section 54.171.(b)(1); (bx2) and
(b)(3) relating to number of events per month in the CG Special Events District.
• Section 19-194 relating to display of fireworks after 11:00 p.m., and
• Section 36- relating to noise after 11:00 p.m.
