Note for the Record: Commissioner Hernandez stated that he

had proposed an ordinance wherein an amnesty period would
be established for one year to bring properties with code
violations into compliance.

Direction to the City Manager: by Commissioner Gort to use

the overhead projector presently in City Hall Chambers for
future charts presented to the Commission in order that the
public may see same. Commissioner Gort reiterated a prior
directive that the City Administration should not use
Community Development Block Grant (CDBG) funds for basic
municipal services. Commissioner Gort further requested a
report regarding what percentage of CDBG funds should be
allocated to each of the target areas, how much has been
allocated in the past, what is the cap on USHUD Section 108
loans, and why many small businesses have not been able to
apply for said loans.

Direction to the City Manager: by Commissioner Teele to

engage special counsel a for legal opinion in connection with
collection of documentable fees (approximately $600,000 to
$700,000) which the City has not been able to collect for
services rendered at various facilities for public housing.

Note for the Record: Commissioner Plummer requested that

the Mayor would provide the Commission with his views
regarding fire rescue special assessments by the 6th of April,
1998.

Direction to the City Manager: by Commissioner Teele to

provide, in approximately one week, work sheets outlining the
cost per homeowner for solid waste pickup, and also to
provide an explanation of the methodology used to derive said
figures; further directing the Manager to develop a plan to
charge the homeowners over the next 3-5 years,
incrementally, for the full cost of said collection, ensuring that
homeowners are not charged for cost of illegal dumping.
Further directing the Manager to put on notice designated
officials in the Police Department to talk about the crime of
illegal dumping, and the possible inclusion of said issue for the
upcoming labor negotiations.

review proposal for the March 31 meeting to convert Solid
Waste commercial accounts into a franchise system, away
from the current open permit process; further directing the
Manager to be prepared to issue a Request for Qualifications
for an outstanding entity to assess the value of properties for
purposes of taxing for the full value of properties. Further
directing the City Manager to review the last three
assessments for Brickell Avenue and the downtown area to
compare the difference between the assessed value and the
prices sold.
