Commission Meeting
As requested by Commissioner J. L. Plummer, the Miami City Commission will
hear a discussion concerning street lighting and Florida _ Power and Light
Company's efforts in the "Miami Pride, City Wide" Clean Up Program. We will be
inviting an official from FP&L to attend this meeting.
BACKGROUND
On December 30, 1997, Mayor Xavier L. Suarez sent an official request to James
Broadhead, Chairman of the Board of Florida Power and Light Company (FP&L),
to accelerate its program to repair street light outages within the City of Miami.
Along with the request was a listing of over 1,000 locations where street lights
were not functioning.
On January 16, 1998, the Mayor received a reply from FP&L's Manager of
Corporate External Affairs, Eloy villasuso, stating that all lights had been repaired
with the exception of 72 locations where underground repairs required further
action. As of this writing, all repairs requested in the Mayor's letter have now
been completed.
Since maintenance of the street lighting system is an on -going program, City
staff has recently identified an additional 138 locations of street .light outages.
Although City personnel often conduct nighttime surveys fo-r street light
outages, we recommend that FPL conduct its own patrolling of streets to ensure
a higher quality of service delivery. In the past, FP&L has declined to patrol City
streets during night hours stating that it is an expense that must be passed on to
the customer. We believe that regular nighttime patrolling of City streets by
FP&L will result in keeping outages to a minimum and restore safety and a sense
of confidence in our residents.

This month, the City of Miami began an aggressive, citywide clean-up program to
make our streets and parks safe and inviting for the public by year's end. Street lighting
is an integral part of our roadway system, and we have always enjoyed the cooperation of
FP&L in keeping our street lighting system in good working order. To this end, we are
requesting your services in making a special effort to repair as many street lights as
possible. This will help us to begin our new year with a safer and more comfortable
environment.
Attached is a list of street lights in need of repair compiled by the City's Street
Lighting Engineer and Neighborhood Enhancement Team administrators. I am sure that
you will want to take action on this as quickly as possible and I am offering assistance
from City staff in this regard. No doubt some of the lights listed have already been
repaired and require no need for any further work.
Please keep us informed of your progress, and best wishes for the -holiday season.

This letter is in response to your request for cooperation to our Chairman, Mr. James
Broadhead in your letter dated December 30, 1997. As you know, we have been
working with the N.E.T. offices and your Streetlight Engineer -since the beginning of
your initiative and I have been keeping Jorge Alvarez, your Chief of Staff informed of
our progress.
Out of the 1004 streetlights out of service reported in your letter that we received
January 5th;
213 had been already repaired
.719 have been repaired as of January 12th
72 require underground repairs and are pending further action -
We would like to thank your Streetlight Engineer David Hernandez for his help in this
effort and all the participating N.E.T. offices. FPL is pleased to support your efforts
for the City of Miami Clean -Up Program.

A survey was done of the Upper EastSide Net Area regarding all
the street lights that are not working.Below is a list of the
areas that lights are broken.

take corrective action as needed. in my conversations with your staff, I have not been
able to identify any unresolved issues with the City at this time,
FPS. is committed to work with you and your staff to find an adequate resolution to any
concerns and issues that might affect the City of Miami. We will appreciate the
opportunity to meet with you and your staff in order to properly identify any issues that
might be of concern to the City of Miami Commission or it's residents. We feel that due
to the technical nature of our business, working with you and your staff is the
appropriate forum for the resolution of these issues rather than the City of Miami
Commission meeting,
