Chairman Humberto Hernandez and Members of the City Commission SUBJECT: FROM: REFERENCES: Jose Garcia -Pedrosa City Manager , .' ENCLOSURES: Recommendation FILE : March 10, 1998 City Commission Personal Appearance by Kenneth Treister We recommend approving in principle Mr. Kenneth Treister's and architect Dick Schuster's conceptual design for improvements to Virrick Park (to include the construction of a community youth center). It would be our intention to proceed with this project, with the highest priority possible, in phasing the work out according to available funding. Background Mr. Kenneth Treister has graciously volunteered his services to assist the City in developing plans to improve Virrick Park. This would include beautification of the existing grounds and outdoor recreation amenities as well as the construction of an approximate 15,000 sq. ft. community youth center, that would contain, what would be the City's first indoor gymnasium. Mr. Treister has obtained broad -based community input and support from area residents the West Grove NET office and the City's Park Department. Although exact cost estimates have yet to be finalized-,- Mr. Treister estimates that this project could cost as much as $4 million. Currently, the City only has approximately $1.2 million available for this project. The City has applied for an additional $500,000 from the 24th Year Community Development Block Grant Program. Additionally, a request of $500,000 was included as one of the park projects to be considered a State legislative priority for our lobbyist. Mr. Treister would like to present his conceptual plans to the entire City Commission for review and comment. If approved in principle, it would be this Administration's intent to work with him and community representatives in phasing the work out according to funding availability and in identifying, as well as diligently pursuing, other funding sources that may be available for this project. It should be noted that it would be out intention to begin the preparation of working drawings, with phased development included, following Mr. Treister's and Mr. Schuster's designs.
