Jones 1S13 S.W. llth Terrace Miami, FL 33135 January 2 1998 City Manager, City of Miami City Manager's office 444 S.W. 2nd Avenue Miami, FL 33132 Dear Sir I wish to appear before the City Commission at the next City Commission meeting. I have, for the past twent-five years, called the complaint desk at the City of Miami Police station to report such things as illegal fireworks, loud late night parties, unlicensed cars stored on the street, threats of harm to me, battery on me, broken glass to my home and autos, damage to front lawn by chemicals and by car tires spinning on the grass, etc. The City of Miami Police classifiwd this all as a dispute between neighbors thereby throwing me to the dogs. This §egan as my fight against the scofflaws. It evolved into a fist between me,the police, the city commission and the scofflaws. I wish to inform the Mayor, the City Commission and the City Manager what is and what is down the road, to take the intial step towards a petition to the Eleventh Judicial Circuit Court for a decarative judgement and injunctive relief. Warshaw f Chief of Police DATE : SUBJECT: REFERENCES: ENCLOSURES: JAN 2 8 1998 FILE : Mr. Thomas Jones' Concern and personal appearance The Police department has instituted a daily detail involving the Neighborhood Resource Officer and a Public Service Aide to address Mr. Jones' concerns. During the first two days of this detail ten cars were cited and four were towed. Furthermore, the NET Administrator has been made aware of the concerns and will be taking steps to address code enforcement issues. Furthermore, the Net Office shows only one complaint from Mr. Jones. That was a trash violation complaint that was received and resolved in 1996. The NET Commander for your area, Lieutenant Manuel Orosa, has advised me that he has spoken with you about your concerns. He has instructed the Neighborhood Resource Officer and a Public Service Aide to conduct daily details in your area to address your concerns. In the first two days of this detail ten cars were cited and four towed. Furthermore, the NET Administrator has been advised of your concerns and will be taking steps to address code enforcement issues.
