CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO : Honorable Mayor and Members of the City Commission FROM: Frank Rollason Interim City Maanger DATE : JAN - 5 i""" SUBJECT : RENAMING OF SEVERAL COCONUT GROVE STREETS REFERENCES: ENCLOSURES: Petition FILE The purpose of the January 13, 1998 public hearing is to hear comments from affected citizens concerning the renaming of several streets in north Coconut Grove. BACKGROUND: At the October 14, 1997 Commission meeting, Ms. Martha Melahn, a resident at 2564 Inagua Avenue,.made a personal appearance to request changing the names of Washington Street, Jefferson Street and Lincoln Avenue to Andros Street, Cherokee Street and lcha Tigertail, respectively. As directed by the City Commission, the Public Works Department notified all property owners affected by the proposed name changes and advertised this public hearing. Unlike a street cociesignation, an entire name change of a roadway will affect all legal documents and official addresses such as letterheads, mailing addresses, mortgage and insurance documents, titles, deeds, voter registration, income tax documentation and driver licenses. Numerous government and utility agencies, including postal, water and sewer service, electric and telephone must adjust their taxing and billing accounts. All City departments must approve and adjust accounts and records accordingly. Since long term and historical name recognition of a renamed roadway will be lost and the effect on the conduct of business and legal documentation is considerable, many property owners will be impacted by this request, the same as if they were moving to a new address. These streets were originally named by the founding property owners and subdividers of Coconut Grove in 1902, predating its annexation into the City of Miami and the creation of the City of Miami Beach. Renaming of roadways is a very serious matter and a majority concurrence from all affected Coconut Grove residents, historians and civic associations should be a requirement of considering renaming these roadways. I am here to request that the street names: Washington, Jefferson and Lincoln in North Coconut Grove be changed respectively to Andros, Cherokee and Icha Tigertail. The reason for this change is due to name duplication within the same postal district which delays all deliveries and complicates finding an address. The first element of beauty is unity, and almost all of the residents on these streets believe their property values will be increased by association with the area of Indian and Caribbean street names slightly to the north. Cut off from South Grove by street closure, this small portion of North Grove quite naturally identifies with the area to the north and to Abaco, Inagua, Calusa, etc., that adjoin. By lumping the streets together with similar names a cohesiveness and unity are gained. Part of the problem stems from the fact that Washington Street is perceived to run parallel to S.W. 27th Avenue, although actually it runs somewhat diagonally. The same can be said of Jefferson. Andros is one block long. Washington is only six blocks long. By allowing Andros to bend we would have a street seven blocks long, one more easily found on maps. Tigertail is well-known and by changing Lincoln to Icha Tigertail, or less popular, Little Tigertail, this street will be more easily located. Please note the accompanying documents. Further, within Dade County there are: a Lincoln unspecified, a Lincoln Street, a Lincoln Avenue, a Lincoln Road, a Lincoln Blvd, a Lincoln Terrace and a Lincoln Lane. Almost the same can be said for Washington, except there are three Washington Avenues. Ditto Jefferson. So these changes --on streets no wider than cow -paths -- hardly reduce respect and admiration for our founding fathers. The area currently is undergoing considerable up-scalling and hdk%-- improvement,' and we believe the name changes, long overdue, will add an aura of interest, uniqueness and character to the area. I have been a Miami resident #ad homeowner on Lincoln Avenue since 1988. I do r of agree with the resident who made the recommendation for renaming my street or any other sheet in the "North. Grove." I have found ray neighlonccod to be among the safer, friendlier, and more enjoyable places to live within Dade County,: particularly because of our strong sense of community pride, our participation in community ufiirs, and our commitment to preserving our neighborhood's historic nature. The renaming of our neighborhood streets can only result in unnecessary confusion, the greater detachment' and increased sense of isolation of residents, and the further erosion of our neighborhood's historic identity. The City of Miami has better ways in which to expend its ,financial resources than playing around with street names in a neighborhood that is quite healthy. The original petition submitted in October, 1997 had the following signatures in favor of the renaming of the streets.
