A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING AND DIRECTING THE EXECUTIVE
DIRECTOR ("DIRECTOR") OF THE BAYFRONT PARK
MANAGEMENT TRUST ("TRUST") TO INFORMALLY
SOLICIT FOR, AND NEGOTIATE WITH, FIRMS FOR
THE OPERATION OF A VALET AND SELF -PARKING
CONCESSION AT BICENTENNIAL PARK ON A
TEMPORARY BASIS; FURTHER AUTHORIZING AND
DIRECTING THE DIRECTOR OF THE TRUST TO ENTER
INTO A REVOCABLE LICENSE AGREEMENT, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, WITH THE
FIRM DETERMINED BY THE DIRECTOR TO BE THE
MOST RESPONSIVE FIRM TO OPERATE THE PARKING
CONCESSION, ON A TEMPORARY BASIS, UNTIL A
REQUEST FOR PROPOSALS IS ISSUED, A LONG-TERM
AGREEMENT IS NEGOTIATED BY THE DIRECTOR OF
THE TRUST, AND AN AGREEMENT IS PRESENTED TO
THE CITY COMMISSION FOR ITS REVIEW AND
CONSIDERATION.
WHEREAS, the Bayfront Park Management Trust has managed
Bayfront Park with the goal of insuring maximum community
involvement; and
WHEREAS, on March 24, 1999, the Miami City Commission
designated the Trust as the operating organization responsible
for Bicentennial Park; and
WHEREAS, the completion of the American Airlines Arena,
immediately adjacent to Bicentennial Park, increases the demand
for safe and secure parking in the vicinity of the arena; and
WHEREAS, various events are planned to take place on
Biscayne Boulevard and the surrounding areas to celebrate the New

Year, such as the Orange Bowl Parade, concerts at the American
Airlines Arena, and a grand celebration at the Mildred and Claude
Pepper Bayfront Park; and
WHEREAS, the City Commission and the Trust view the revenue
to be derived from a parking concession at Bicentennial Park as
an integral component of the income stream necessary to
rehabilitate Bicentennial Park; and
WHEREAS, due to time constraints, the City Commission and
the Director of the Trust have determined that it is in the best
interest of the citizens of the City of Miami. to informally
solicit firms, including the City of Miami's Department of Off -
Street Parking, to operate a valet or self -parking concession at
Bicentennial Park, on a temporary basis, until such time as a
Request for Proposals has been issued by the Trust, and a long-
term agreement has been negotiated by the Director of the Trust,
and ultimately approved by the City Commission;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The Executive Director ("Director") of the
Bavfront Park Management Trust ("Trust") is hereby directed and
authorized to (1) informally solicit for, and negotiate with,
firms for the operation of a valet and self -parking concession at
Bicentennial Park on a temporary basis; and (2) execute a

Revocable License Agreement, in a form acceptable to the City
Attorney, with the firm determined by the Director to be the most
responsive firm to operate the parking concession on a temporary
basis, until a request for proposals is issued, a long-term
agreement is negotiated by the Director of the Trust, and an
agreement is presented to the City Commission for its review and
consideration.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.'/

1� If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
