' i ej A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO ACCEPT THREE (3) GRANTS FROM MIAMI-DADE COUNTY, FLORIDA, (1) IN THE AMOUNT OF $51,783.39 TO ENGAGE A CERTIFIED THERAPEUTIC RECREATION SPECIALIST AND TO EXPAND THE EXISTING HANDICAPPED ACCESSIBLE WALKWAY SYSTEM AT MERRIE CHRISTMAS PARK, (2) IN THE AMOUNT OF $61,038.61 TO ENGAGE A CERTIFIED THERAPEUTIC RECREATION SPECIALIST AND TO INSTALL A NEW LARGER HANDICAPPED ACCESSIBLE PLAYGROUND AT KINLOCH PARK AND (3) IN THE AMOUNT OF $58,878 FOR THE DESIGN AND CONSTRUCTION OF A WHEELCHAIR ACCESSIBLE TRAIL AT SIMPSON PARK; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTONEY, FOR THE ACCEPTANCE OF SAID GRANTS. WHEREAS, Section 316.1967 Florida Statutes and Section 30-447, Code of Miami -Dade County, Florida, ("County Code") authorize fines to be charged for misuse of specially marked parking spaces for people with disabilities; and WHEREAS, revenues from said fines shall be distributed by Miami -Dade County in accordance with the provisions of Section 30-447 of the County Code; and WHEREAS, pursuant to the fine revenue distribution pattern, Miami -Dade County awarded the City of Miami, Department of Parks and Recreation, Program for Persons with Disabilities, three grants described as follows: (1) in the amount of $51,783.39 CITY COMMISSION MEETING OF DEC 1 /1 1999 hoaolution No. U from 1998 - 1999 program funds to engage a certified therapeutic recreation specialist, at a cost of $42,630, and to expand the existing handicapped accessible walkway system at Merrie Christmas Park at a cost of $9,153, (2) in the amount of $61,038.61 from 1997-1998 program funds to engage a certified therapeutic recreation specialist ($38,351) and to install a new larger handicapped accessible playground structure at Kinloch Park ($22, 687) , and (3) in the amount of $58, 878 from 1996-1997 program funds for the design and construction of a wheelchair accessible trail at Simpson Park; and WHEREAS, it is now appropriate for the City Manager to accept said grant; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference v 2 - `" CCU (951N�11 0 thereto and incorporated herein as if fully set forth in th' Section, is Section 2. Warshaw three (3) Miami - FROM: City Manager REFERENCES: Dade County Grants ENCLOSURES: RECOM MNDATION: It is respectfully recommended that the City Commission adopt the attached_ Resolution accepting three (3) grants from Miami -Dade County, Florida in the amounts of $51,783.39, $61,038.61 and $58,878 to build handicapped accessible public improvements at three (3) City parks and provide services to meet the needs of persons with physical disabilities. BACKGROUND: Miami -Dade County, Florida proposes to distribute the revenues generated by the charging of fines for specially marked misuse of parking spaces for people with disabilities. This proposed distribution of fine revenues entails awarding the City of Miami three (3) annual grants as follows: 1998-1999 Grant funds: $51,783.39 to rehire a Certified Therapeutic Recreation Specialist at a cost of $42,630 and to expand the existing handicapped accessible walkway system at Merrie Christmas Park at a cost of $9,153. 1997-1998 Program funds: $61,038.61 to hire a Certified Therapeutic Recreation Specialist at a cost of $38,351 and to install a new larger handicapped accessible playground at Kinloch Park for $22,687. 1996-1997 Program funds: $58,878 for the design and construction of a wheelchairaccessible trail at Simpson pson This is a companion item to an Ordinance appropriating the grant funds .and establishing a special revenue. -fund.
