HomeMy WebLinkAboutR-99-0939J-99-1070 12/14/99 k i' s :3r+ ' CI) - RESOLUTION NO.''`L� 910 Or, � A RESOLUTION OF THE MI,AMI CITY COMMISSION AUTHORIZING THE ALLOCATION OF $124,998 OF TWENTY-FIFTH (25T") YEAR COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG") FUNDS TO PROVIDE TECHNICAL ASSISTANCE AND CAPACITY BUILDING OPPORTUNITIES THROUGH SEPTEMBER 30, 2000 TO THREE (3) EXISTING AGENCIES PROVIDING HOUSING ACTIVITIES THAT HAVE NOT SATISFIED PERFORMANCE REQUIREMENTS OF 24TH YEAR CDBG CONTRACTS; FURTHER AUTHORIZING THE CITY MANAGER TO AMEND OR ENTER INTO INDIVIDUAL AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH SAID AGENCIES IN THE AMOUNTS SPECIFIED HEREIN. WHEREAS, the City Commission approved Motion 99-913 at its special meeting on November 30, 1999 to provide 25th Year Community Development Block Grant Funds through September 30, 2000 to three (3) existing housing agencies that had not met 24th Year Programmatic Agencies for the purpose of providing technical assistance and capacity building opportunities; and WHEREAS, Motion 99-913 expressed the City Commission's intent to allocate individual awards of an additional $41,666 to the Coconut Grove Local Development Corporation, Edgewater Economic Development Corporation and the Rafael Hernandez Housing and Economic Development Corporation ("the Agencies"); and CITY COMESSIOON MEETING OF DEC 1 4 1999 hduulution No. WHEREAS, said use of Community Development Block Grant funds complies with all applicable rules, regulations or laws regarding same as approved by the Director of Community Development; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The allocation of $124,998 of 25th Year Community Development Block Grant Funds is hereby authorized for the following housing agencies to provide technical assistance and capacity building, in the specific amounts indicated, to continue funding through September 30, 2000: AGENCY ALLOCATION Coconut Grove Local Development Corporation $41,666 Edgewater Economic Development Corporation 41,666 Rafael Hernandez Housing and Economic 41,666 Development Corporation TOTAL $124,998 Section 3. Warshaw City Commission Meeting City Manager ENCLOSURES: of December 14, 1999 RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution allocating $124,998 of Twenty-fifth (25`h) Year Community Development Block Grant (CDBG) funds to provide an opportunity for technical assistance and capacity building to three (3) Agencies previously funded under the housing category that had not met programmatic service requirements in the 24 h Year; and further authorizing the City Manager to enter into agreement with approved agencies, in a form acceptable to the City Attorney. BACKGROUND At its Special Meeting of November 30, 1999, the City Commission approved Motion 99-913 that directed the Administration to prepare legislation for the December 14, 1999 City Commission Meeting to extend funding through September 30, 2000 of three (3) agencies that had not met programmatic funding requirements in the 24`h Year. The purpose of this allocation is to provide capacity building and extensive technical assistance for these organizations to become viable and productive in developing affordable housing opportunities in the future to residents from the communities served by these agencies. The following table provides an overview of 25`h Year Community Development funding for the three (3) organizations recommended for funding under this category: Approved Recommended Funding Funding October- December- Total Agency November September Funding Coconut Grove LDC $8,334 $41,666 $50,000 Edgewater Economic Development Corp. $8,334 $41,666 $50,000 Rafael I3emudez Housing and Economic $8,334 $41,6.�6 $50,000 Development Corporation 9 9 -. :� Since the intent of this allocation is to provide an opportunity for these agencies to capacity build and seek technical assistance to strengthen their ability to develop effective affordable housing programs, these organizations will not be eligible to compete for other housing related funds in the 25`h Year. It is anticipated that the training provided to these agencies through this grant will provide background for these organizations to effectively develop affordable housing projects and will enable them to compete for funding in the future. The Department of Community Development will negotiate a Work Program with each agency that identifies specific training strategies to be followed by each Agency. Subsequently, monitoring will be based on each agency's compliance with the Work Program. As directed by the City Commission, the Administration will exercise its authority to terminate the contract if performance requirements are not met. The City Commission directed the Administration to fund the previously identified agencies from the Housing RFP Pool. If approved, the Housing RFP pool will be reduced by $124,998, leaving a balance of $869,970 available for allocation through the RFP process. The proposed resolution effectuates the intent of the City Commission in Motion 99-913 by providing individual allocations of $41,666 to the Coconut Grove Local Development Corporation, Edgewater Economic Development Corporation and Rafael Hernandez Housing and Economic Development Corporation for technical assistance and capacity building activities and further authorizes the City Manager to enter into agreement with approved agencies, in a form acceptable to the City Attorney. At its Special Meeting of November 30, 1999, the City Commission adopted a series of Motions expressing its intent to allocate 25's Year Community Development Block Grant Funds. The Public Hearing to formalize the intent of the Motions adopted by the City Commission at the Special Meeting will be held: Tuesday, December 14,1999 at 10:00 A.M.
