A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING A CONTRIBUTION TO THE YOUTH CRIME
WATCH OF MIAMI-DADE COUNTY, AND ALLOCATING
FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED
$4,800, FROM THE LAW ENFORCEMENT TRUST FUND,
PROJECT NUMBERS 690001, 690002, AND 690003,
SUCH EXPENDITURES HAVING BEEN APPROVED BY THE
CHIEF OF POLICE AS COMPLYING WITH THE U.S.
DEPARTMENT OF TREASURY'S "GUIDE TO EQUITABLE
SHARING," AND FLORIDA STATE STATUTES, CHAPTER
932.7055, AS AMENDED.
WHEREAS, the U. S. Department of the Treasury's "Guide to
Equitable Sharing" and Florida State Statute 932.7055, as
amended, authorize the expenditure of forfeiture cash or proceeds
for certain law enforcement purposes not considered normal
operating expenses; and
WHEREAS, the Police Department is committed to the education
and development of the youth of the community; and
WHEREAS, the Youth Crime Watch of Miami -Dade County is a
countywide school -based program created to make school
environment safe and conducive to learning; and
WHEREAS, Youth Crime Watch of Miami -Dade County assists
students, parents and faculty members in the public school system
in promoting crime awareness, prevention skills and techniques

and worthwhile community service projects; and
WHEREAS, Youth Crime Watch of Miami -Dade County will utilize
these funds to implement new programs in the following schools
located within the City of Miami: Thena Crowder Elementary,
Riverside Elementary, and Jose De Diego Middle School; and
WHEREAS, funds for this expenditure have not been included
in the Police Department's normal operating budget and are
available in the City of Miami Law Enforcement Trust Fund; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with the U. S. Department of the Treasury's "Guide to
Equitable Sharing" and Florida State Statutes 932.7055, as
amended;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as fully set forth in this
Section.
Section 2. The contribution to Youth Crime Watch of
Miami -Dade County, to implement new programs in the following
schools located within the City of Miami: Thena Crowder
Elementary, Riverside Elementary, and Jose De Diego Middle
School, is hereby authorized, with funds therefor, in an amount

not to exceed $4,800, from the Law Enforcement Trust Fund,
Project Numbers 690001, 690002, and 690003, such expenditures
having been approved by the Chief of Police as complying with the
U. S. Department of Treasury's "Guide to Equitable Sharing," and
Florida State Statutes, Chapter 932.7055, as amended.
Section 3. This Resolution shall become effective
immediately upon adoption and signature of the Mayor.V

It is respectfully recommended that City Commission adopt the attached Resolution authorizing a
contribution to Youth Crime Watch of Miami -Dade County, and allocating funds therefor, in an
amount not to exceed $4,800.00. Funding is to be provided from the Law Enforcement Trust
Fund, Project Numbers 690001, 690002, and 690003.
BACKGROUND
Youth Crime Watch of Miami -Dade County is a countywide, school -based program created to help
students make their school environmentally safer and more conducive to learning. The staff of
Youth Crime Watch of Miami -Dade County work with students, parents and faculty members in
the public school system, not only in promoting crime awareness and prevention skills and
techniques, but also in undertaking worthwhile community service projects. Youth Crime Watch
of Miami -Dade County will utilize these funds to implement programs at the following schools
located within the City of Miami: Thena Crowder Elementary, Riverside Elementary, and Jose De
Diego Middle School.

The Police Department has reviewed your letter requesting a contribution, in the amount of
$50,000, from the Law Enforcement Trust Fund to sponsor your national Youth Crime
Watch of American Conference.
In response to the aforementioned request, please be advised that I have authorized a
contribution in the amount of $5,000 to be utilized towards the printing of the Revised 1999
Edition Operating Handbook to be distributed at the conference. This fLmding
recommendation is tentatively scheduled for approval at the December 7 h, 1999, City
Commission Meeting. Once this has been accomplished, the Police Department will
inform you as to the procedure for disbursement of funds.
