A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING A CONTRIBUTION TO THE YOUTH CRIME
WATCH OF AMERICA, AND ALLOCATING FUNDS
THEREFOR, IN AN AMOUNT NOT TO EXCEED $5,000,
FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT
NOS. 690001, 690002, AND 690003, SUCH
EXPENDITURES HAVING BEEN APPROVED BY THE
CHIEF OF POLICE AS COMPLYING WITH THE U.S.
DEPARTMENT OF TREASURY'S "GUIDE TO EQUITABLE
SHARING," AND FLORIDA STATE STATUTES,
CHAPTER 932.7055, AS AMENDED.
WHEREAS, the U. S. Department of the Treasury's "Guide to
Equitable Sharing" and Florida State Statute 932.7055, as
amended, authorize the expenditure of forfeiture cash or proceeds
for certain law enforcement purposes not considered normal
operating expenses; and
WHEREAS, the Police Department is committed to the education
and development of the youth of the community; and
WHEREAS, Youth Crime Watch of America focuses its efforts on
the underlying issues relating to crime, drugs and gang
involvement; and
WHEREAS, Youth Crime Watch of America's national conference
will be held in Atlanta, Georgia on March 25-28, 2000, and will

be attended by children from the entire country; and
WHEREAS, the amount of $5,000 will be used for printing the
Revised 1999 Edition Operating Handbook to be distributed at the
conference; and
WHEREAS, funds for this expenditure have not been included
in the Police Department's normal operating budget and are
available in the City of Miami Law Enforcement Trust Fund; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with the U. S. Department of the Treasury's "Guide to
Equitable Sharing" and Florida State Statutes 932.7055, as
amended;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as fully set forth in this
Section.
Section 2. The contribution to Youth Crime Watch of
America, for printing the Revised 1999 Edition Operating
Handbook, is hereby authorized, with funds therefor, in an amount
not to exceed $5,000, from the Law Enforcement Trust Fund,
Project Nos. 690001, 690002, and 690003, such expenditures having
been approved by the Chief of Police as complying with the U. S.

Section 3. This Resolution shall become effective
immediately upon adoption and signature of the Mayor.V

the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City commission.

RECOMMENDATION
It is respectfully recommended that City Commission adopt the attached Resolution authorizing a
contribution to Youth Crime Watch of America, and allocating funds therefor, in an amount not to
exceed $5,000.00. Funding is to be provided from the Law Enforcement Trust Fund, Project
Numbers 690001, 690002, and 690003.
BACKGROUND
The Miami Police Department supports the efforts of Youth Crime Watch of America and has
agreed to assist them with the printing of the Revised 1999 Edition Operating Handbook for their
annual national conference to be held in Atlanta, Georgia on March 25-28, 2000. The conference
is attended by youths from all over the country. Youth Crime Watch of America members, as well
as other concerned youth and adults from across the country and abroad, have the opportunity to
network and gather new innovative prevention strategies from the top leaders in crime prevention
and youth empowerment. Youth Crime Watch provides youngsters with the tools and guidance
necessary to actively reduce crime and drug use in their schools and communities.

The Police Department has reviewed your letter requesting a contribution, in the amount of
$50,000, from the Law Enforcement Trust Fund to sponsor your national Youth Crime
Watch of American Conference.
In response to the aforementioned request, please be advised that I have authorized a
contribution in the amount of $5,000 to be utilized towards the printing of the Revised 1999
Edition Operating Handbook to be distributed at the conference.
This recommendation is tentatively scheduled for approval at the December 7 h, 1999 City Commission Meeting. Once this has been accomplished, the Police Department will
inform you as to the procedure for disbursement of finds.
